Okanogan County Public Works Old Highway 97-Ophir Grade Reconstruction Project, SEPA 2026-1

Threshold SEPA Determination

Project Summary

Okanogan County Public Works is proposing a road reconstruction project on OCR 9155, Old Highway 97. The proposed project will include removing the existing HMA, installing new base course to approximately 9 inches, and adding 3 inches of new HMA. The pavement width is currently 24 feet wide with 2-foot-wide gravel shoulders. The proposed roadway will be 28 feet wide HMA, which will include the drivable surface and paved shoulders. The paving of the existing gravel shoulders will increase the Pollutant Generating Impervious Surface (PGIS) by +/- 0.69 acres, current PGIS is +/- 4.13 acres. The project also proposes minor realignment throughout the project to adjust centerline for curves, all within the existing 60 foot right-of-way.

Project Location:

The project occurs 6.85 miles north of Brewster, within sections 17 & 8, Township 31N., Range 25 East.  The action area includes 1.42 miles of Old Highway 97.

Adoption of Existing Environmental Document:  In accordance with RCW 43.21C.030 and pursuant to WAC 197-11-610, the lead SEPA agency adopts the following document: “Washington State Department of Transportation NEPA Categorical Exclusion Document Form”. Adoption includes the entire Categorical Exclusion Form. We have adopted this document as appropriate for this proposal. The document meets our environmental review needs for the proposal.
