Schoettler Clapsaddle Residential Addition SCUP 2023-1
Notice of Application Public Hearing and Threshold SEPA Determination
An application has been submitted by Ryan Walker on behalf of John Schoettler & Jeff Clapsaddle for a Shoreline Conditional Use Permit and a 25% Administrative Reduction of the 150 ft Category II Riverine Wetland Buffer (Wetland A) and the 110 ft Category III Depressional Wetland Buffer (Wetland B) for moderate impact land uses pursuant to OCSMP 14.15.110.E.3.b. in order to construct an addition onto the existing residence with a 968 sq ft garage and 715 sq ft of living space with a 290 sq ft covered deck. A reduction to the wetland buffers would allow the addition to be constructed in a portion of the parcel that is primarily comprised of irrigated lawngrass and the graveled driveway and parking area. The proposed construction is entirely within the mapped Severe Channel Migration zone. A Geotechnical Report and a Habitat Management and Mitigation Plan has been submitted for the proposal.
The Okanogan County SEPA Responsible official issued a mitigated threshold environmental determination of non-significance (MDNS) in accordance with WAC 197-11-350. SEPA Comments must be submitted in writing no later than 5:00 p.m., November 16, 2023 All comments will be reviewed for relevance, and if necessary additional conditions will be added to the Mitigated Determination of Non-Significance. If no comments are received the MDNS will stand as final.
The public hearing for this project is scheduled for December 14, 2023 at 10:00 am in the Commissioners Hearing Room. Project comments for the SCUP must be submitted in writing or can be submitted up to the hearing date and testimony may be given at the hearing. The Town of Twisp is proposing to update of the Chapters 18.10 Definitions, Appendix A District Use Chart and 18.50.080 Administrative Permits of the Zoning Code.
The Town has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). A copy of the Environmental Checklist and draft plan are available for review at Twisp Town Hall.
This determination is based on the following findings and conclusions:
Adoption of the Short-Term Vacation Rental Code Amendments is considered a non-project action and will have no adverse-affect-on the environment.
