Request for Proposal Title III Projects
Notice is hereby given that up to $174,980 is available to Okanogan County from Title III funds. The county and applicable agencies may use the funds in accordance with the authorized uses as set out in Secure Rural Schools and Community Self-Determination Act of 2000] [As Amended Through P.L. 117-58]
Applicable agencies may submit proposals for consideration. The project submission forms will describe activity to be performed on Federal Forest Land that qualify under the Act. Title III Project Submission Forms are available by contacting Lanie Johns, Clerk of the Board for Okanogan County at 509-422-7100 or by email ljohns@co.okanogan.wa.us.
Okanogan County intends to use Title III funds in 2024 to reimburse agency costs for projects that include activities on Federal Forest Land and specified BLM lands such as:
• To carry out activities under the Firewise Communities program
• County search and rescue and other emergency services, including firefighting and law enforcement patrols
• Training costs and equipment purchases directly related to the emergency service
• To develop and carry out community wildfire protection plans.
• To provide or expand access to broadband telecommunications services
Reimbursement is in proportion to the amount attributable to these emergency response services.
The proposals are due in the Commissioners’ office no later than Friday, October 27, 2023 at 5:00 p.m. Please mail or submit proposals to: Okanogan County Commissioners’, Attn: Lanie Johns, 123 5th Avenue North, Rm 150, Okanogan, WA 98840 or email the completed proposal in a single pdf format to ljohns@co.okanogan.wa.us by the due date.
Once project proposals are submitted, they will be available at the Okanogan County Commissioners office for review and comment. To request a review copy or for further information contact Lanie Johns at the Commissioner’s office, 509 422- 7100 or by email ljohns@co.okanogan.wa.us.
The 45-day comment period, on the county’s intended use of the funds, is open before use of the funds occur.
Notice is also given that the Title III Funding proposals will be considered in open session by the Board of County Commissioners on Monday, November 20, 2023 at 10:30 a.m. in the Commissioners Hearing Room located 123 5th Avenue North, Rm 150, Okanogan, WA 98840.

NOTICE is hereby published by the Board of County Commissioners that the Housing Coalition of Okanogan County is requesting proposals from housing assistance providers in Okanogan County to best utilize funds available through Okanogan County’s share of funds derived from legislation known as the HB2163, the Homeless Housing Assistance Act.

PUBLIC NOTICE
The Town of Winthrop, Jeff Sarvis, PO Box 459 Winthrop, WA 98862, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit.
The proposed project, Town of Winthrop Source Well #2 pumping test, is located at 208 White Ave in Winthrop in Okanogan County. This project involves 0 acres of soil disturbance for conducting a 24-hour groundwater pumping test of the Town’s Well #2.
All discharges and runoff goes to ground water.
Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology’s action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.

TOWN OF TWISP

NOTICE IS HEREBY GIVEN The Town of Twisp Planning Commission is holding a Public Hearing on the draft amendments to Chapters 18.10 Definitions, Appendix A District Use Chart and 18.50.080 Administrative Permits of the Zoning Code on Wednesday October 25, 2023 at 5:00 pm in the Twisp Civic Building. The proposed amendments have been prepared at the direction of the Town Council in order for the current moratorium on “nightly rentals” to be lifted.
The amendments include the deletion of existing definitions related to nightly rentals and the addition of a new definition for “short-term vacation rentals (STVR)”: amendment of the Use Chart to delete references to nightly rentals and replace with Short-Term Vacation Rentals with such uses listed as requiring an Administrative Permit; and, revisions to the Administrative Permit requirements and conditions for STVRs.
