The purpose of the hearing is to receive public comment for or against the consideration of a budget supplemental appropriation within Current Expense fund 001.015 and the Parks & Rec Fund 125 in the amount of $119,810. The funds are from Contingency Reserve and Recreation and Conservation Office (RCO) and Donations and contributions and will be used for Salaries and Benefits, Operating Supplies, Equipment Rentals, Professional Services, Miscellaneous, Capital Expenditure Habitat, and Trail Capital Expenditures.

Seeking Resumes & Letters of Interest
Okanogan County Planning Commission
Notice is hereby given, that the Board of Okanogan County Commissioners is seeking resumes and letters of interest from qualified people interested in serving on the Okanogan County Planning Commission, which is currently a 7-member committee.
The position we are seeking to fill is an At-Large position. The selected person to fill the position must reside in Okanogan County in order to represent the county as a whole.
Planning Commissions advise and provide recommendations to the planning department and local governing body for consideration; prepares and revises the county’s comprehensive plan and local land use regulations like zoning and subdivision codes for local government consideration; and reviews development proposals. Regular meetings are held the fourth Monday of every month.

An application for a short subdivision has been submitted by Tim Pecha on behalf of Andrew & Debra Lampe to divide approximately 9.55 acres into 2 lots. Proposed Lot 1 will be 4.622 acres with an existing residence served by Duck Lake Domestic water and an existing on-site septic system. Proposed Lot 2 will be 4.981 acres and will be served by Duck Lake Domestic Water and an individual on-site septic system. The property is identified by parcel # 3426243003, located outside the city limits of Omak, at 99 Shumway Rd.
The Okanogan County SEPA Responsible Official issued a final SEPA determination identifying this project is exempt from SEPA review in accordance with WAC 197-11.

Threshold SEPA Determination
CUP 2023-6 Public Utility
District Fuel Cell Project
Notice is hereby given that an application has been submitted by Jeri Timm on behalf of the Public Utility District No. 1 of Okanogan County to permit an expansion of the existing substation by adding a 100 KW, green hydrogen powered fuel cell and hydrogen storage tank. The project will be placed on a 30’ x 40’ concrete pad and be surrounded by a 40’ x 50’ chain link fence. There will be three self-contained containers placed on the concrete pad, an 8’ x 10’ hydrogen fuel cell, an 8’ x 20’ hydrogen storage unit and an 8’ x 20’ control container. The site is located at 53 Rodeo Trail Rd near Okanogan WA on tax parcel number 3326160030.
The SEPA Responsible Official has reviewed the Environmental Checklist and project description and issued a Threshold Mitigated Determination of Non-Significance (MDNS) on this proposal in accordance with WAC 197-11-350. A public hearing for this project will be set at a later date. The public is welcome to comment on this project. Project comments may be submitted in writing up to the hearing or be presented at the hearing. SEPA comments regarding this threshold determination may be submitted in writing by 5:00 pm October 12, 2023. All SEPA comments will be reviewed for relevance, and if necessary additional conditions will be placed on the MDNS. If no comments are received the MDNS will stand as final. Comprehensive Plan Map and
Zoning Map Amendments
NOTICE IS HEREBY GIVEN Mike Port, DBA Raw Otter, of Twisp, Washington has submitted a petition to amend the Town’s Comprehensive Plan Land Use Designation Map and Official Zoning Map to the Town of Twisp. The proposal entails the proposed amendment of the Land Use Designation Map to change the designation of the following parcels from Multi-Family Residential to Single-Family High Density Residential and the zoning from Commercial Riverfront (CR) to R2: Parcel Nos. 8800730400; 8800730200; 8881800302; 8881800101. The property is located at the south end of Wagner Street and borders Marble Street on the east, Methow River on the south and an adjoining short plat to the west.

METHOW VALLEY IRRIGATION DISTRICT
EQUALIZATION MEETING NOTICE
Notice is hereby given that the Methow Valley Irrigation District’s Board of Directors will conduct the annual equalization meeting on Monday, October 9, 2023 at 5:30 p.m. The meeting will be held in the basement of the Methow Valley Community Center in Twisp, Washington.
The purpose of the meeting is to equalize assessments for the 2024 irrigation season. In the event the board concludes the business that may come before it prior to 6:00 p.m., MVID’s regular meeting will immediately follow the equalization meeting.
The preliminary assessment roll is on file in the district office for the inspection of all persons interested. Upon the day specified in this notice, the Board of Directors, constituted a Board of Equalization for that purpose, shall meet and continue in session from day to day as long as may be necessary, not to exceed ten days, exclusive of Sundays, to hear and determine such objections to said assessment roll as may come before them; and the Board may change the same as may be just.
Any member who cannot attend the meeting is encouraged to submit a letter stating his or her comments to or request of the Board on or before October 2, 2023 to the district office at PO Box 860, Twisp, WA 98856.
All lands will be fully assessed unless the parcel owner petitions the Board to hear and determine if a reduced assessment is warranted. No lands will be equalized after the meeting date. Questions may be directed to the district office at (509) 997-2576 or mvid2019@centurytel.net.

It is anticipated that this project will be funded in part by the Washington State Department of Ecology. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to any contract or any subcontract resulting from this solicitation for bids. See Attachment C of the Contract Documents for Department of Ecology requirements of contractor.
The Project consists of construction and alteration of a Publicly Owned Treatment Works (POTW) including: influent lift station, headworks fine screen and roof, equalization tank, oxidation ditch modifications, aeration basin and blowers, secondary clarifier rehab, auxiliary power, UV disinfection, operations building expansion, sewer equipment garage (Alternative 1), SCADA system, and other items necessary to complete the Work included in the Project.
Bids will be received for a single prime Contract. Bids shall be on a lump sum basis with alternatives and allowances as indicated in the Bid Form. The Project provides a submittal period where submittal review and material procurement can begin, but where the construction timeline listed within the Notice to Proceed does not begin. A second Notice to Proceed for construction will be negotiated once submittals have been reviewed and approved.
