SEPA Exemption
An application for a short subdivision has been submitted by NCW Land Surveying, LLC on behalf of Jeremi Judd to divide approximately 22 acres into 3 lots. Proposed Lot one will be 8.55 acres with proposed on-site sewage and water supplied by an existing permit exempt well on Proposed Lot 2 via a two-party connection. Proposed Lot 2 will be 11.66 acres and has an existing barn and proposed on-site sewage. Proposed Lot 3 has an existing mobile home served by an existing permit exempt well and onsite sewage. The property is identified by parcel #3426034008 located at 256 Riverside Cutoff Rd approximately 1 1/2 miles westerly of Omak.
The Okanogan County SEPA Responsible Official issued a final SEPA determination identifying this project is exempt from SEPA review in accordance with WAC 197-11.
The comment period for this project ends September 14, 2023 at 5pm. Comments must be submitted in writing. NOTICE is hereby given by the Board of County Commissioners that Okanogan County Community Action is collecting Requests for Proposal (RFP) on behalf of Okanogan County for plan development of the Five-Year Okanogan County Homeless Housing Plan. Mata’s Dock SE 2023-6
Notice of Application and
Threshold SEPA Determination
Project Summary
Andy Mata has applied to place a 6×42 foot floating dock on Upper Conconully Lake. Construction of the dock sections will be assembled offsite and delivered to the site. Dock frame sections will be constructed with treated lumber and floated by using 55-gallon plastic drum barrels secured to the bottom of each dock section. The finished dock surface will have installed engineered flow through grating with the required percentage of grating. Pilings will be installed during low water level of the lake. 2 pre-poured concrete blocks will be used at the end of the dock as anchors secured to the dock with galvanized chain.
Okanogan County Planning & Development issued a Threshold Determination of Non-Significance in accordance with WAC 197-11-340, identifying the proposal would not have a probable, significant, and adverse environmental impact.
Project Location:
The site is located at 52A Sinlahekin Rd. Conconully, WA. The property does not currently have a parcel number due to an error, it is just to the west of parcel 3525050002. The property is owned by Bureau of Reclamation and is located on Upper Conconully Lake.
Comments must be submitted in writing to the Okanogan County Office of Planning & Development, 123 5th Ave N Ste. 130, Okanogan, WA 98840, no later than August 24th, 2023. If no comments are received or the comments received do not provide probable, significant, and adverse impacts from the proposal, the DNS will stand. Palm Investments North LLC/Jerry and Julie Palm of Winthrop, Washington have submitted a revised application for preliminary approval of a 52 lot Planned Development to the Town of Twisp. The proposal entails development of Parcel No. 3322180099 with 52 residential lots ranging in size from 3,630 sq ft to 8,903 sq.ft. with 3 open space tracts of 8,390 sq.ft., 116,669 sq.ft. and 171,156 sq ft. As a planned development the application requests that interior lots have a zero-side yard setback. The proposed planned development, which proposed streets, water and stormwater utilities built to Town standards, is located west of the Painters Addition to Twisp with access from Harrison Street and proposed emergency access to Isabella Lane within the Town’s reservoir access easement, within Section 18, Township 33 N., Range 22 E.W.M.

On June 29, 2023, the SEPA Responsible Official issued a Notice of Withdrawal of the May 24, 2023 Mitigated Determination of Non-Significance (MDNS) in accordance with WAC 197-11-340(3)(a)(ii) and TMC 16.05.120(8). Due to a clerical error, an incorrect Notice of Withdrawal was issued and published. This Corrected Notice is issued to replace the previously incorrect Notice of Withdrawal.
The basis for the Withdrawal is that during the 15-day Comment Period on the May 24, 2023 MDNS, new information was provided which indicated the potential for significant adverse environmental impacts. As a result, the SEPA Responsible Official withdrew the MDNS dated May 24, 2023. An updated MDNS will be issued with a new 15-day comment period prior to further action on the referenced application.
