NOTICE IS HEREBY GIVEN by the Board of Okanogan County Commissioners acting as the Board Members of the Methow Valley EMS District that a Public Hearing is set 10:30 a.m. on Monday, August 7, 2023 and will be held in person and via ZOOM, in the County Commissioners’ Hearing Room. The purpose of the hearing is to receive public comment for or against the consideration of a budget supplemental appropriation within the Emergency Medical District budget 657.070. Funds are from Reserved Beginning Funds Balance, State PILT, and Timber Excise Tax to be used for Contingency Reserve in the amount of $200,000.
The hearing will be held remotely in the County Commissioners’ Hearing Room located at 123 5th Avenue North, Okanogan, Washington. Notice of Application and SEPA Exemption
An application for a short subdivision has been submitted by NCW Land Surveying, LLC on behalf of Ray Owens to divide approximately 14.68 acres into 4 lots. Lots will range in size from 3.14 to 5.59 acres. All proposed lots will have on-site septic systems. Water will be served by two existing permit exempt wells. Lot 1 has existing sewer and will share water with Lot 2. The property is identified by parcel #3526360016 located south of Riverside, at 5 Crofoot Lane.
The Okanogan County SEPA Responsible Official issued a final SEPA determination identifying this project is exempt from SEPA review in accordance with WAC 197-11.
The comment period for this project ends September 7, 2023 at 5pm. Comments must be submitted in writing. Notice of Application and Threshold SEPA Determination
CUP 2023-4 Dream Storage Store LLC.
Notice is hereby given that an application has been submitted by 3-1 Design LLC, on behalf of Jedidiah Jonathan, to permit additional storage structures to an existing mini storage. There will be 4 phases to this project which includes: (1). Two 120’x30’ (2). One 30’x80’ covered boat storages (3). One 100’x30’ enclosed storage. First phase will begin immediately to construct a 120’x30’ covered boat storage. The remaining phases will be completed through the next 5 years. There is no proposed water use at this site. All SEPA comments will be reviewed for relevance, and if necessary additional conditions will be placed on the DNS. If no comments are received the DNS will stand as final. Notice of Appeal Hearing
SEPA appeal of MDNS for SEPA 2023-4 B2G Composting
NOTICE IS HEREBY GIVEN that the Okanogan County Office of Hearing Examiner has agreed to reconsider the appeal brought by Kate Wynne against the Final Mitigated Determination of Non-Significance for SEPA 2023-4 B2G Composting.
The appeal hearing will be conducted on August 24, 2023 at 10:00 a.m. in the Commissioner Hearing Room in the Virginia Grainger Building in Okanogan, WA at which time the Hearings Examiner will hear verbal testimony and evidence will be presented at the hearing on the issue by parties with standing. All testimony must be given under oath.

North Star Construction Inc, Steve Rottler, PO Box 872 Winthrop, WA 98862-0872, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit.
The proposed project, Riversmeet, is located at 309 Riverside Ave in Winthrop in Okanogan county.
This project involves 0.33 acres of soil disturbance for Residential, Commercial, Other (Mixed use) construction activities.
The receiving waterbody is Methow River.
Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology’s action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.

Palm Investments North LLC/Jerry and Julie Palm of Winthrop, Washington have submitted a revised application for preliminary approval of a 52 lot Planned Development to the Town of Twisp. The proposal entails development of Parcel No. 3322180099 with 52 residential lots ranging in size from 3,630 sq ft to 8,903 sq.ft. with 3 open space tracts of 8,390 sq.ft., 116,669 sq.ft. and 171,156 sq ft. As a planned development the application requests that interior lots have a zero-side yard setback. The proposed planned development, which proposed streets, water and stormwater utilities built to Town standards, is located west of the Painters Addition to Twisp with access from Harrison Street and proposed emergency access to Isabella Lane within the Town’s reservoir access easement, within Section 18, Township 33 N., Range 22 E.W.M.

On June 29, 2023, the SEPA Responsible Official issued a Notice of Withdrawal of the May 24, 2023 Mitigated Determination of Non-Significance (MDNS) in accordance with WAC 197-11-340(3)(a)(ii) and TMC 16.05.120(8). Due to a clerical error, an incorrect Notice of Withdrawal was issued and published. This Corrected Notice is issued to replace the previously incorrect Notice of Withdrawal.
The basis for the Withdrawal is that during the 15-day Comment Period on the May 24, 2023 MDNS, new information was provided which indicated the potential for significant adverse environmental impacts. As a result, the SEPA Responsible Official withdrew the MDNS dated May 24, 2023. An updated MDNS will be issued with a new 15-day comment period prior to further action on the referenced application.
