Tawlks-Foster Bridge Repair

Threshold SEPA Determination
Project Summary
The proposal is to repair the foundation of an existing suspension bridge over the Methow River. The abutment on the southwest bank has eroded to unsafe levels. In 2022 the Yakama Nation facilitated the placing of woody debris in the river for protection and fish habitat. Okanogan County Public Works proposes to place geotextile fabric, crushed base course, quarry spalls and light loose riprap over and around the abutment at a 2:1 slope to protect the abutment from further erosion.

The project will take place on the southwest bank of the Methow River within T. 36N, R20E, S 35, & T35N, R20E, S 5.
Comments must be submitted in writing to the Okanogan County Office of Planning & Development, 123 5th Ave N Ste. 130, Okanogan, WA 98840, no later than August 3, 2023. If no comments are received or the comments received do not provide probable, significant, and adverse impacts from the proposal, the DNS will stand. An application for a short subdivision has been submitted by NCW Land Surveying, LLC on behalf of Jimmie Rasmussen to divide approximately 34.83 acres into 3 lots. Proposed Lot 1 has an existing residence served by an existing permit exempt well and an individual on site-septic system. NOTICE IS HEREBY GIVEN that Okanogan County has issued a Shoreline Exemption to Washington Department of Fish and Wildlife to install a rotary smolt in the Methow River.
The Washington State Dept. of Fish and Wildlife proposes to install and operate a rotary smolt trap in the Methow River. a rotary smolt trap is a floating device that captures juvenile salmonids as the emigrate downstream, thereby allowing researchers to estimate population and abundance trends for salmon and steelhead. The trap would be placed into the river between late February and early December annually, depending on environmental conditions such as ice cover and river flow.
The project is located on the Methow River, parcel number 3122270019 Township 31 North, Range 22 E.W.M. in Section 27, approximately 3 miles northerly of Methow, WA.

HEARING
NOTICE is hereby given, pursuant to RCW 28A.505.050 and RCW 28A.505.060, that the
Board of Directors (the “Board”) of Methow School District No. 350, Okanogan, County,
Washington (the “District”) will hold a regular meeting on July 27, 2023, commencing at 5:30
PM in the district office, located at 18 Twin Lakes Rd., Winthrop, Washington. The meeting is
called for the purpose of fixing and adopting the budget of the District for the ensuing 2023-2024
fiscal year. Prior to adoption of the 2023-2024 budget, the Board will hold a hearing for the
purpose of receiving comments from the public on the 2023-2024 budget. Any person may
appear at the hearing and be heard for or against any part of the 2023-2024 budget, the four year
budget plan, or any proposed changes to uses of enrichment funding under RCW 28A.505.240
(a/k/a Educational Programs and Operation Levy). Upon conclusion of the hearing, the Board
shall fix and determine the appropriation from each fund contained in the 2023-2024 budget and
shall, by resolution, adopt the 2023-2024 budget, the four year budget plan summary, and the

NOTICE IS HEREBY that the Town of Twisp Planning Commission will hold a public hearing on the Shoreline Master Program update, which includes amendments to the Comprehensive Plan and Chapter 16.15 TMC at 5:00 pm on July 26, 2023 in the Twisp Civic Building. The purpose of the hearing is to consider public comments on the proposed amendments to the Comprehensive Plan and Chapter 16.15 TMC as required by Department of Ecology. The Okanogan Conservation District Board of Supervisors are authorized under RCW 89.08 to fill vacant elected positions. Albert Roberts, District Auditor, passed away on April 9, 2023. The Okanogan Conservation District Board of Supervisors does hereby resolve the following:
The Board of Supervisors position previously held by Albert Roberts is hereby deemed vacant effective immediately.
The vacant position will be open for applications beginning at 8:00 AM on July 20, 2023, and running continuously until 4:00 PM on August 18, 2023. Interested persons shall be required to submit to the District Elections Officer a letter of interest as well as a completed Form PF-A that is available from the district office or the Washington State Conservation Commission. TOWN OF WINTHROP
NOTICE OF PUBLIC HEARING
SHORELINE CONDITIONAL USE PERMIT
WIN SCUP 23-1
NOTICE IS HEREBY GIVEN THAT the Town of Winthrop, PO Box 459, Winthrop, WA 98862 has submitted application for a Shoreline Conditional Use Permit for redevelopment of a portion of Mack Lloyd Park to restore riparian function to roughly 150’ of riverbank and develop a hand launch recreational water access. Project work includes maintenance of the existing gravel parking lot, replacement/installation of a gently sloped access path (gravel and precast concrete panels) to the river, stabilization of the eroding riverbank through restoration plantings, and upgrading restroom facilities.
The project is within the shoreline area of the Methow River, within the urban/high intensity shoreline designation. No structures will be placed, nor will work occur below the ordinary high-water mark (OHWM). Restoration and recreational water access will extend into the conservancy designation in the first 50’ landward of OHWM. All other project elements will occur in the medium-intensity designation. The project is located on parcel 3421030010 at 51 N Hwy 20, in the Town of Winthrop.
The Town Council will hold an open record public hearing to consider the proposal on Wednesday, August 2, 2023, at 7:05 pm, Winthrop Barn (Hen House), 51 Hwy 20, Winthrop, WA. The hearing will be conducted in accord with Winthrop Municipal Code Chapter 19.10. Any person desiring to present written or oral testimony may do so at the hearing. All persons or agencies who commented previously or present testimony shall have standing as a party of record.
