Board of Equalization
The Board of Okanogan County Commissioners is seeking one (1) regular Board of Equalization member who shall reside in Okanogan County and will represent Commissioner District #1 in the Omak/Okanogan area. Okanogan County is also seeking to fill two (2) At-Large positions that fill-in for regular members when regular members are not able to attend scheduled hearings. The applicant should reside in Okanogan County in the areas of Omak, Okanogan, or Brewster.
The purpose of the BOE is to adjust and equalize the valuation of real and personal property as valued by the Okanogan County Assessor and to hear appeals on land use classification decisions made by the Assessor. The BOE assures uniform property tax assessments are applied at the local level and may review tax assessments to be certain the assessment for each parcel is fair.
The Board of County Commissioners is responsible for appointing members to the BOE. Appeal hearings can begin in July or later depending on when the County Assessor mails the value change notices. Several hearing dates will be scheduled. Mileage compensation reimbursement per the state’s personal vehicle mileage schedule is allowed plus $160 per attended meeting/training day. Members must attend Department of Revenue Educational Sessions within one-year of appointment and annually thereafter. This training is usually scheduled in June.

Okanogan County Public Works, Anna Randall, 1234A 2nd Ave S Okanogan, WA 98840, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, Twisp River Bridge Deck, is located at MP 1.287 OCR# 9114 Twisp River Rd., Twisp River Bridge in Twisp in Okanogan county. This project involves 1.5 acres of soil disturbance for Highway or Road construction activities. The receiving waterbody is Twisp River. Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology’s action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.

OCC 2.20 County Hours
NOTICE IS HEREBY GIVEN that the Okanogan County Prosecutor’s Office has proposed an ordinance that would amend Okanogan County Code (OCC) Chapter 2.20-County Office Hours. The amendment would update the county code chapter 2.20 consistent with RCW 36.16.100 prescribing county office hours by resolution.
A public hearing has been scheduled by the Okanogan County Board of County Commissioners. The public hearing will be conducted on Tuesday, May 30, 2023 at 10:30 a.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, WA. Notice of Project Application
Copperstone PD 2023-1
Notice is hereby given that an application has been submitted by Ian Faulds, of LDC, INC. on behalf of Portal West Corp. to create a 275.5 acre Planned Development. The proposal is to develop the site into 56 detached single-family homes, open spaces, recreational facilities, and a storage facility. Water will be provided via a Class A well water system while sewage will be collected in private septic systems on each parcel. Electricity infrastructure will be provided by Okanogan County Electric and the site plans to provide all internal power needs with an on site solar field.
The project site is located two miles south of the town of Methow, Washington at 6 Burma Rd. on parcels 3022131002, 3022132001, 3023183011, and 3023180014.
Project comments for the proposal must be submitted in writing no later than June 26th, 2023. A Threshold SEPA determination has not yet been made. The public hearing for this project has not yet been scheduled.

Fair Advisory Committee Members meet monthly to discuss a variety of fair related topics, making decisions reflective of its mission statement: “The Okanogan County Fair exists to provide a county wide family event reflecting the values of Okanogan County, the accomplishments of Okanogan County youth, agriculture, and communities.”

NOTICE OF APPLICATION
SHORELINE CONDITIONAL USE PERMIT & SEPA DNS
WIN SCUP 23-1
NOTICE IS HEREBY GIVEN THAT the Town of Winthrop, PO Box 459, Winthrop, WA 98862 has submitted application for a Shoreline Conditional Use Permit for redevelopment of a portion of Mack Lloyd Park to restore riparian function to roughly 150’ of riverbank and develop a hand launch recreational water access. Project work includes maintenance of the existing gravel parking lot, replacement/installation of a gently sloped access path (gravel and precast concrete panels) to the river, stabilization of the eroding riverbank through restoration plantings, and upgrading restroom facilities.
The project is within the shoreline area of the Methow River, within the urban/high intensity shoreline designation. No structures will be placed, nor will work occur below the ordinary high-water mark (OHWM). Restoration and recreational water access will extend into the conservancy designation in the first 50’ landward of OHWM. All other project elements will occur in the medium-intensity designation. The project is located on parcel 3421030010 at 51 N Hwy 20, in the Town of Winthrop.

This decision was made after review of a completed environmental checklist and other information on file at Winthrop Town Hall. This information is available to the public on request. The DNS has been issued under WAC 197-11-340(2).
Comment Period: All persons are welcome to submit written comments concerning this application and the related SEPA Checklist and Threshold Determination. The comment period for the SEPA Checklist and Threshold Determination ends on June 2, 2023. Comments or requests for notification of the action taken on the shoreline permit application must be submitted no later than 4:00 pm, June 23, 2023. Amendment of WMC Chapter 15.08, Westernization
NOTICE IS HEREBY GIVEN THAT the Winthrop Planning Commission is considering amendments to Winthrop Municipal Code (WMC) Chapter 15.08 Westernization. The proposed amendments pertain to permit requirements for public projects under section 15.08.040.C; changing the reference dates; removing the Westernization “overlay” districts; simplified the complaint process; provided specifications for flower baskets; added design elements for signs; added a new section specific to mobile food vending; and other minor corrections. The proposed amendments apply as specified in WMC in the westernization districts in the incorporated limits of the Town of Winthrop, Township 34, Range 21, parts of Sections 2 and 11.
Public Hearing: The Winthrop Planning Commission will hold an open record public hearing on the proposed amendments on Tuesday, June 13, 2023 at 7:05 pm, at the Winthrop Auditorium, Henhouse, 51 Highway 20, Winthrop, Washington. The hearing will be conducted in accord with WMC Chapter 19.10. Any person desiring to present written or oral testimony may do so at the hearing, and by doing so shall have standing as a party of record.
