Board of Equalization
The Board of Okanogan County Commissioners is seeking one (1) regular Board of Equalization member who shall reside in Okanogan County and will represent Commissioner District #1 in the Omak/Okanogan area. Okanogan County is also seeking to fill two (2) At-Large positions that fill-in for regular members when regular members are not able to attend scheduled hearings. The applicant should reside in Okanogan County in the areas of Omak, Okanogan, or Brewster.
The purpose of the BOE is to adjust and equalize the valuation of real and personal property as valued by the Okanogan County Assessor and to hear appeals on land use classification decisions made by the Assessor. The BOE assures uniform property tax assessments are applied at the local level and may review tax assessments to be certain the assessment for each parcel is fair.
The Board of County Commissioners is responsible for appointing members to the BOE. Appeal hearings can begin in July or later depending on when the County Assessor mails the value change notices. Several hearing dates will be scheduled. Mileage compensation reimbursement per the state’s personal vehicle mileage schedule is allowed plus $160 per attended meeting/training day. Members must attend Department of Revenue Educational Sessions within one-year of appointment and annually thereafter. This training is usually scheduled in June.

Okanogan County Public Works, Anna Randall, 1234A 2nd Ave S Okanogan, WA 98840, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, Twisp River Bridge Deck, is located at MP 1.287 OCR# 9114 Twisp River Rd., Twisp River Bridge in Twisp in Okanogan county. This project involves 1.5 acres of soil disturbance for Highway or Road construction activities. The receiving waterbody is Twisp River. Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology’s action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.

The amendment would update the county code chapter 2.20 consistent with RCW 36.16.100 prescribing county office hours by resolution.

WAC 197-11-970 DETERMINATION OF NONSIGNIFICANCE (DNS)
CASTLE AVENUE SIDEWALK PROJECT
Description of proposal:
The Town of Winthrop is proposing to construct a new sidewalk along the southwest side of Castle Avenue between Rose Hill Road and Bridge Street. The finished project will include curb, gutter and a 5-ft sidewalk. In some areas a 3-ft buffer between the pedestrian and vehicular traffic will serve as a drainage swale as well as a storage area for snow in the winter. In other areas 9-ft gravel parking will be included to help reduce the downtown parking issues. In total, the construction will measure approximately 2,700-ft (822 m) in length. Work will include installation of two stormwater drywells where no curb and gutter currently exist. Work will require patching of the roadway due to excavations to install the new sidewalk, curb and gutter along Castle Avenue.

Location of proposal: The project location is within Winthrop town limits. Castle Avenue is located within Section 02, Township 34 North, Range 21 East in Okanogan County, WA.

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.
This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for at least 15 days from the date of publication (5/17/23). Comments must be submitted by June 2, 2023.

NOTICE IS HEREBY GIVEN THAT the Town of Winthrop, PO Box 459, Winthrop, WA 98862 has submitted application for a Shoreline Conditional Use Permit for redevelopment of a portion of Mack Lloyd Park to restore riparian function to roughly 150’ of riverbank and develop a hand launch recreational water access. Project work includes maintenance of the existing gravel parking lot, replacement/installation of a gently sloped access path (gravel and precast concrete panels) to the river, stabilization of the eroding riverbank through restoration plantings, and upgrading restroom facilities.
The project is within the shoreline area of the Methow River, within the urban/high intensity shoreline designation. No structures will be placed, nor will work occur below the ordinary high-water mark (OHWM). Restoration and recreational water access will extend into the conservancy designation in the first 50’ landward of OHWM. All other project elements will occur in the medium-intensity designation. The project is located on parcel 3421030010 at 51 N Hwy 20, in the Town of Winthrop.
