NOTICE IS HEREBY GIVEN by the Board of Okanogan County Commissioners that a Public Hearing is set 11:25 a.m. on Monday, May 15, 2023 and will be held in person and via ZOOM, in the County Commissioners’ Hearing Room. Those wishing to attend may do so in person or via the following Join Link:

The purpose of the hearing is to receive public comment for or against the consideration of a budget supplemental appropriation. The funds are from the Lumbering Employees Trust Fund, Current Expense Contingency Reserve, Current Expense Fairgrounds Contributions & Donations and Investment Interest in the amount of $170,000 and will be appropriated and used for the purchase of Fairgrounds Race Horse Barns.
The hearing will be held remotely in the County Commissioners’ Hearing Room located at 123 5th Avenue North, Okanogan, Washington. An application for a short subdivision has been submitted by Jerry Crothers to divide approximately 31.07 acres into 3 lots. All proposed lots will be served by permit exempt wells and individual on-site sewage systems. The Okanogan County SEPA Responsible Official issued a final SEPA determination identifying this project is exempt from SEPA review in accordance with WAC 197-11.

An application for a short subdivision has been submitted by Erlandsen on behalf of Bradley & Kelli Mason to divide approximately 19.17 acres into 2 lots. Proposed lot 1 has an existing single-family residence served by a permit exempt well and on-site sewage system. Proposed lot 2 to be served by a permit exempt well and on-site sewage system. The property is identified by parcel # 3024091006 located approximately 4 miles northwesterly of Brewster on Scenic Drive. The parcel is zoned Rural 20 (R20) and is utilizing Okanogan County Code (OCC) 17A.60.110 to create one additional lot.

Notice Final Decision
The Okanogan County Office of Planning and Development after reviewing comments received added additional mitigation measures to the Final SEPA MDNS and approved the above-noted project. You are receiving this notice because the project takes place within 300 ft. of property that you own or you commented on this project. No action is required on your part. Within 20 days of publication Parties with standing may appeal this decision to the Okanogan County Hearing Examiner at 123 5th Ave. N. Suite 130, Okanogan, WA 98840, pursuant to OCC 2.67. An appeal must include the $1,250.00 appeal fee.
Project Description: Kathleen Wynne is proposing to construct a commercial composting facility on parcel 3421110126. The composting facility will use Aerated Static Pile techniques to process food and yard waste generated from the Methow Valley into high quality soil amendments. The facility will occupy approximately 22,000 square feet of a 6.33 acre parcel. A 100’ x 150’ site will have asphalt or gravel with a 25’ x 50’ covered storage area, 20’ conex container, chip storage and chipper area, two 20’ x 40’ open curing areas, a 12’ x 36’ covered three bay area for positive aeration and a trench drain that takes the excess water from the concrete compost pad to a leachate collection tank. Water from the leachate will be used in the primary composting bay. Water will be provided by the town of Winthrop.
The site is located at 102 Horizon Flats Rd near Winthrop WA on tax parcel number 3421110126.

Okanogan Sales & Recycling Termination CUP 2008-8

Notice is hereby given that Okanogan County is proposing to terminate Conditional Use Permit (CUP) 2008-8 issued to Okanogan Sales & Recycling to operate a recycling collection and processing facility. The termination is a result of multiple violations of the conditions placed on the CUP, including illegal expansion, failure to obtain necessary permits in order to operate lawfully, as well as other violations. Okanogan Sales & Recycling is located on parcel numbers 3827020020 & 3827110014 at 32284 Highway 97 Oroville, WA 98844.
Comments on the termination must be submitted in writing or verbally at the public hearing. The Okanogan County Hearing Examiner will conduct a public hearing on May 25th at 10:00 a.m., located in the Commissioners Hearing Room in the Virginia Grainger Administration Building at 123 5th Ave. North, Okanogan, WA 98840.
