Surplus of County Property
NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners will conduct a public hearing to take public testimony regarding a resolution which would declare surplus to the needs of the county the listed personal property owned by Okanogan County and would state its intent to sell or dispose of the items so surplussed at public auction.
The public hearing will be conducted on Tuesday, April 18, 2023 at 1:30 p.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, WA. Verbal testimony will be taken. Written comments may be submitted at the hearing. Written comments will be accepted prior to the hearing and may be submitted in writing or electronically to Lalena Johns, Clerk of the Board, at 123 5th Ave N Ste 150, Okanogan, WA 98840 or at

OKANOGAN COUNTY
NOXIOUS WEED CONTROL BOARD
Inspections Have Begun
The Okanogan County Noxious Weed Control Board has begun inspections of properties for control of noxious weed species designated by the board as enforcement species. Landowners with any of these species present on their property shall be required to control the noxious weeds according to provisions outlined in Chapter 17.10 RCW.
INSPECTIONS SHALL TAKE PLACE FOR THE SPECIES DESIGNATED FOR CONTROL BY THE WASHINGTON STATE NOXIOUS WEED CONTROL BOARD and THE OKANOGAN COUNTY NOXIOUS WEED CONTROL BOARD; a list is available in our office. All State, Federal and private landowners will be notified of noxious weeds present that are classified as enforceable and control will be required.
This notice is published according to Weed Board policy to notify landowners in our County that OCNWCB may enter their property according to the provisions outlined in 17.10.160 RCW, and that this notice shall serve as “Reasonable Attempt” as defined according to the aforementioned RCW. Request For Qualifications (RFQ) – Trout Unlimited, Inc.
Trout Unlimited, through a partnership with the Confederated Tribes of the Colville Reservation, is soliciting Statements of Qualification (SOQs) from qualified consulting firms or teams interested in providing professional services for the Enloe Dam Removal Feasibility Study and Alternatives Analysis Project. Proposals will be accepted until 2:00 p.m. Mountain Standard Time on April 24, 2023. Notice of Final Decision
Scaffold Camp Floodplain Habitat Enhancement Project SE 2023-1
NOTICE IS HEREBY GIVEN that Okanogan County has issued a Shoreline Exemption Permit to Madeleine Eckmann, Confederated Tribes and Bands of the Yakama Nation for the Scaffold Camp Floodplain Habitat Enhancement Project.
The primary goals of this project include creating side channels to improve flood distribution to the floodplain and provide perennial flow to small shady codominant channels, and installing large wood habitat in the mainstem and side channels. Imported Douglas-fir logs placed in the mainstem and side channel habitat will emulate natural wood accumulation processes restoring and sustaining habitat conditions for steelhead, spring Chinook and bull trout.
The site is located on parcels 7620010002 and 8828710301, approximately 13 miles West of Twisp. Township 33 Range 20 Section 20.

Moulton Dock SE 2022-9
Notice of Final Decision
Project Summary
Darryl Moulton and Sharon Howe have been approved to place a 6×70 foot floating dock on Upper Conconully Lake. Construction of the dock sections will be assembled offsite and delivered to the site. Dock frame sections will be constructed with treated lumber and floated by using 55-gallon plastic drum barrels secured to the bottom of each dock section. The finished dock surface will have installed engineered flow through grating with the required percentage of grating. The rest of the dock surface will be finished with natural cedar or composite boards. Pilings will be installed during low water level of the lake. 2 pre-poured concrete blocks will be used at the end of the dock as anchors secured to the dock with galvanized chain.
Project Location:
The site is located at 72C Sinlahekin Rd. Conconully, WA. The property does not currently have a parcel number due to an error, it is just to the west of parcel 3525050002. The property is owned by Bureau of Reclamation and is located on Upper Conconully Lake.

INVITATION TO BID
Sealed bids for CRP No 9114-06 Twisp River Road, Bridge Deck Repair, will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 11:10:59 A.M. Pacific Time, Tuesday, May 2, 2023 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.
All bid proposals shall be accompanied by a bid proposal deposit in the form of certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.
Maps, plans and specifications are available upon payment of a non-refundable fee in the amount of $15 per USB Flash Drive or $65 per hard copy set, at the office of the County Engineer, 1234A 2nd Ave. South, Okanogan, WA 98840 or contact the Contracts Administrator at 509-422-7300. B2G Composting, SEPA 2023-4
Threshold SEPA Determination
Kathleen Wynne is proposing to construct a commercial composting facility on parcel 3421110126. The composting facility will use Aerated Static Pile techniques to process food and yard waste generated from the Methow Valley into high quality soil amendments. The facility will occupy approximately 22,000 square feet of a 6.33 acre parcel. A 100’ x 150’ site will have asphalt or gravel with a 25’ x 50’ covered storage area, 20’ conex container, chip storage and chipper area, two 20’ x 40’ open curing areas, a 12’ x 36’ covered three bay area for positive aeration and a trench drain that takes the excess water from the concrete compost pad to a leachate collection tank. Water from the leachate will be used in the primary composting bay. Water will be provided by the town of Winthrop. The site is located at 102 Horizon Flats Rd near Winthrop WA on tax parcel number 3421110126.
The Okanogan County SEPA Responsible official issued a mitigated threshold environmental determination of non-significance (MDNS) in accordance with WAC 197-11-350. SEPA Comments must be submitted in writing no later than 5:00 p.m., April 27, 2023 All comments will be reviewed for relevance, and if necessary additional conditions will be added to the Mitigated Determination of Non-Significance.
