INVITATION TO BID
Sealed bids for the Central Landfill Asphalt Pad, will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 11:00:59AM Pacific Time, Tuesday April 18th, 2023 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.
All bid proposals shall be accompanied by a bid proposal deposit by certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.

The County of Okanogan in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex, in consideration for an award.
The Board of Commissioners of Okanogan County, reserves the right to reject any and all bids and to waive informalities in the bidding. The award of this contract, if made, will be to the lowest responsible bidder.
This Contract provides for the placement of approximately 900 Tons of Asphalt at the Central Landfill facility in Okanogan, and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications.

Anderson Cannabis, SEPA 2022-12
Threshold SEPA Determination
Michael Anderson has been allowing one Tier three cannabis production with processing and one cannabis processing license to operate on parcel 3125150019 without county permitting. The land owner is working on bringing the operations up to county code. The one Tier three production / processing license fenced area consists of three 22’ x 120’ greenhouses and one 40’ x 60’ processing/camera building. The processing operation is using an existing 41’ x 48’ structure. Water source for the outdoor grows will be from a water right. Hours of operation will be Monday through Friday 8:00 am to 5 pm.
The site is located at 65 Pit Rd. Ste A and B near Brewster WA on tax parcel number 3125150019.
The Okanogan County SEPA Responsible official issued a mitigated threshold environmental determination of non-significance (MDNS) in accordance with WAC 197-11-350. SEPA Comments must be submitted in writing no later than 5:00 p.m., April 14, 2023 All comments will be reviewed for relevance, and if necessary additional conditions will be added to the Mitigated Determination of Non-Significance. NOTICE IS HEREBY GIVEN by the Board of County Commissioners of Okanogan County, Washington, that sealed quotes will be received by mail or hand delivered to the Commissioners’ Office at 123 5th Avenue North, in Okanogan, Washington, until Tuesday, April 18, 2023 at 2:30 p.m., at which time bids will be publicly opened and read into the record. If there is a tie among bid quotes, a coin toss will determine winning bid.
Auctioneer Services are for the sale of County Surplus Property including but not limited to items listed and available April 10, 2023 at 8:00 a.m. at the commissioners’ office. The County Auction is to be held on Saturday, May 13, 2023 at 9:00 a.m. at the Okanogan County Fairgrounds at 175 Rodeo Trail Road, Okanogan, WA.
Quote Specifications:
1. Quotes shall be based upon a flat percentage of the gross amount sold at the auction sale.
2. No Buyer/Bidder Premiums are allowed to be charged on items sold.
3. The Auctioneer must provide a copy of all current valid licenses required by law for conducting the auction including valid Vehicle Auctioneer Licenses, NO EXCEPTIONS!!.
4. Furnish the necessary help to completely handle the sale, collect all monies, and provide the county with documentation in duplicate of the sale of each item, listing items using their unique identifier as located on items sold or on the surplus list.

Patterson Lake Access, SDP 2022-2
NOTICE IS HEREBY GIVEN that Anna Sample on behalf of Washington Department of Fish and Wildlife, has submitted a Joint Aquatic Resource Permit Application (JARPA) for an Okanogan County Shoreline Substantial Development Permit. Washington Department of Fish and Wildlife (WDFW) proposes to complete maintenance activities at three (3) existing public access sites along the Similkameen River. Each site is owned and managed by WDFW. See specific scope of work for each site below. There is no work proposed below the ordinary high-water mark (OHWM).
Cutchie #1 is located off of Chopaka Rd. The existing site includes a single lane, gravel access road, and parking area. See Sheet 2 of the drawings set. The proposed project will grade and gravel the parking lot and entrance road. Specific maintenance activities include:
Grade the entrance road to 12 ft wide (1,830 linear feet) and add additional gravel. Re-align the existing road in two locations further from the Similkameen River (240 linear feet). The realignment of the road further from the river will abandon a section of road 154 ft long x 10 ft wide (1,540 SF). Gravel will be removed from the road surface and the soil will be scarified. Native seed will be placed on the bare soil. Add gravel (4” depth of compacted CSBC) and quarry spalls as shown on Sheet 2 of the drawing set. Grade and gravel the parking area (2400 SF existing, 2600 SF new, 5000 SF total). Mulch roadside shoulder, 6 ft on each side. Vegetation will be cut back using a tractor and mulching attachment, which will chip the vegetation. This will not cause ground disturbance. Leave all trees except one (1) black cottonwood at the fence line to be removed. Grade and gravel a path for hand launch boats (i.e., kayaks) above the OHWM. (80 SF). A kiosk will be installed near the parking area.
Cutchie #3 is located off of Loomis-Oroville Road. The existing site includes a single, gravel access road and parking area. See Sheet 3 of the drawings. The proposed project will grade and gravel the parking lot and entrance road. Specific maintenance activities include: Grade existing entrance road to 10 ft wide (300 linear ft). Grade remaining existing entrance road to 14 ft wide (450 linear feet).
Add 4” of compacted CSBC gravel to the access road. Asphalt pave the road entrance apron at Loomis-Oroville Rd (500 SF). Grade and gravel the existing parking area (5,040 SF existing, 1,430 new: 6,470 total) Grade and install Geoweb material and gravel for a hand-carry boat launch trail above OHWM (8 ft x 90 ft). A kiosk will be installed near the parking area.
Cutchie #4 is located off of Loomis-Oroville Road. The existing site includes a single, gravel access road. See Sheet 4 of the drawing set. The proposed project will grade and gravel the parking lot and entrance road. Specific maintenance activities include: Grade existing gravel entrance road to 10 ft wide (205 linear feet, 1801 SF existing road, 962 SF new road). Grade and gravel the existing road approach (400 SF) off of Loomis-Oroville Rd. Add compacted CSBC gravel to a depth of 4”.
Grade and gravel parking area over existing roads (1,083 SF existing; 3,917 SF new; 5,000 SF total).
Install a small kiosk. Install barrier rock along parking and road edge.
LOCATION OF THE PROPOSAL: Three WDFW access sites along the Similkameen River north of Loomis, Okanogan County, Washington: Township 40N, Range 25E, Sections 5 and 23; and Township 40N, Range 26E, Section 7.
SEPA: The Department of Fish and Wildlife issued a Determination of Non-Significance for this project on May 4, 2022.
PROJECT CONSISTENCY: This application will be reviewed in accordance with the Master Program for Okanogan County Shoreline Management, Okanogan County Code, Title 14 (Environment), Okanogan County Code, Title 15.08 (Floodplain Management) and all other applicable County regulations. The Project has been reviewed and found to be consistent with requirements established by the Master Program for Okanogan County Shoreline Management.
COMMENT PERIOD: Any person has the right to comment on this application, receive notice and participate in, any hearings (if scheduled), and request a copy of the decision once made. Any person may appeal a decision in accordance with RCW 90.58.180.
