INVITATION TO BID

Sealed bids for the Twisp Transfer Station Leachate Gutter Re-Construction, will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 11:00:59AM Pacific Time, Tuesday March 21st, 2023 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.

All bid proposals shall be accompanied by a bid proposal deposit by certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.

NOTICE IS HEREBY GIVEN by the Board of County Commissioners of Okanogan County, Washington, that sealed bids are requested from Interested Qualified Legal Newspapers for publication of all Okanogan County legal notices during the period commencing July 1, 2023, and ending June 30, 2024. Bids must be hand delivered or mailed to the Okanogan County Commissioners Office, 123 Fifth Avenue North, Room 150, Okanogan, Washington 98840 and must be received in the office by Tuesday, March 21, 2023 by 3:30 p.m. Bids will be opened, read, and recorded into the commission’s meeting minutes Tuesday, March 21, 2023 at 4:00 p.m. The bid award will be considered on Tuesday, March 28, 2023 at 10:30 a.m. (Any bid received after that time shall be null and void and shall be returned unopened to the bidder.) (Commissioners reserve the right to reject any or all bids)

SPECIFICATIONS

1. Notices shall be set in solid standard type (font and size) of not less than eight-point, unless another type is requested with a specific publication request, in full-width columns. The column width shall be the same as the standard width used in news articles.

The successful bidder: Shall comply with the provisions of RCW 65.16 by providing a copy of the Order stating the newspaper “has been approved and qualified as a legal newspaper by order of the superior court of the county in which such newspaper is published.”

The successful bidder: May be required to provide a bond for the correct and faithful performance of the contract: (with approval of the Board of County Commissioners, a Letter of Guarantee may be accepted in lieu of a bond):

1. Five thousand dollars ($5,000) for the official county newspaper.

2. Each bid must at minimum:

 State the proposal is for Okanogan County Official legal newspaper,

 State the type (the font and the size) to be used;

State the column width (in inches) to be used; and

State the price per column inch to be charged for:

1. The first insertion, and

2. Each subsequent insertion;

(RCW 65.16.091 states: “the rates charged by a newspaper for legal notices shall not exceed the national advertising rate extended by the newspaper to all general advertisers and advertising agencies in its published rate card.”)

Reflect the geographic area of Okanogan County wherein the newspaper is prominently circulated;

Reflect the newspaper’s total paid circulation for 2022, broken down by:

1. The number of mail subscriptions to in-County addresses,

2. The number of mail subscriptions to out-of-County addresses, and

3. The number of copies sold by agents, retail stores, vending machines, etc.

g. Include examples of publications with related affidavits of publication using the type, column width and price from the proposal. The portions of the advertisements for which the charge would be imposed must be specifically noted. NOTE: The sample public notices are included herewith and are:

(1) Two (2) tax parcels in the tax foreclosure process. (Tax foreclosure bid must be based on cost per parcel basis and must be published in accordance with Treasurer specifications by September 7)

h. Provide your published rate card of the national advertising rate extended by your newspaper to all general advertisers and agencies, pursuant to RCW 65.16.091.

3. Bids will be evaluated based on the following criteria:

•Days(s) the publication is distributed and copy deadline requirements. Convenience of delivering legal advertisement copy and promptness of service.

•Circulation statistics

•Submission of legal requests via email

•Ability to publish online version of the county notices at no additional cost.

•Price per column inch with consideration given to column width and font size that would provide the lowest cost to the county.

•Compliance with RCW 65.16 and RCW 36.72.

Bids shall be submitted in a sealed envelope clearly marked with the name and address of the bidder and the words “BID FOR PUBLICATION OF LEGAL NOTICES” with “OFFICIAL COUNTY NEWSPAPER” as applicable, on the outside of the envelope.

Bids will be received either by personal delivery, by special delivery, or by United States Postal Service to the Clerk of the Board of Okanogan County at 123 5th Avenue North, Room 150, Okanogan, WA 98840 and must be received on or before March 21 no later than 3:30 p.m. (Any bid received after that time shall be null and void and shall be returned unopened to the bidder.)

The successful bidder will be required to submit, to the county department requesting such publication, the invoice and corresponding Affidavit of Publication for all legal publications, for payment purposes. Notice of Final SEPA Determination and Hearing Date

CUP 2023-1 Jaquish Rd Cannabis

Notice is hereby given that an application has been submitted by Austin Smith to permit a Tier three producer processor cannabis operation. The proposal is to fencing off approximately 3 acres for a cannabis operation which includes two 8’ x 40’ conex containers, two 30’ x 100’ greenhouses and fifteen 8’ x 80’ hoop houses. The cannabis operation will operate Spring, Summer and Fall. The operating hours will be from 8 am to 5 pm. Water will be provided by the Okanogan Irrigation District. A new well will be drilled for early spring use. The site is located at 42 Jaquish Rd near Omak WA on tax parcel number 3426231014.

According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a final environmental mitigated determination of non-significance (MDNS) for this proposal. Threshold SEPA Determination

David Hanna & Pamela Wood, Large Lot Segregation 2023-1

A Large Lot Segregation application has been submitted by David Hanna and Pamela Wood. The Large Lot Segregation will divide two parcels totaling 680-acre into 34 parcels ranging in size from 19.86 acres to 20.14 acres. The legal descriptions can be described as one thirty-second of a section of land as outlined in OCC 16.10.010. Large Lot Segregations are administered in accordance with OCC 16.10 and are exempt from RCW 58.17.040. The site is located near Mclaughlin Canyon Rd near Tonasket WA on tax parcel numbers 3627120001 & 3627010001.

The Okanogan County SEPA Responsible official issued a mitigated threshold environmental determination of non-significance (MDNS) in accordance with WAC 197-11-350. SEPA Comments must be submitted in writing no later than 5:00 p.m., March 24, 2023 All comments will be reviewed for relevance, and if necessary additional conditions will be added to the Mitigated Determination of Non-Significance. SEPA 2023-2 9155, Old Hwy 97 Verestar to Plata 3R

Threshold SEPA Determination

Okanogan County Public Works is proposing this project located on OCR 9155, Old Highway 97. The purpose of the project is to correct the existing substandard base and surfacing and to pave the existing gravel shoulders. This road currently has 12-foot BST lanes with no paved shoulders. The proposed improvements include minor reshaping of shoulders, grinding the existing pavement to lay as a new base, and HMA or BST and paving 4 feet of existing gravel shoulders. Top course may be added to the new ground base if onsite material is insufficient. This material will come from a permitted, approved site. Guardrail will be installed if warranted.

Project Location:

The project begins at MP 4.15 to MP 5.35 on OCR # 9155, Old Highway 97. T. 31N., R 25E., S 32,33,29,28,20, and 21.

SEPA 2023-1 Twisp River Bridge Deck

SEPA Determination – Lead Agency – Adoption of Existing Document

Okanogan County Public Works has received federal bridge funding to work on bridge C-8, located on OCR# 9114, Twisp River Road. The deck surface will be repaired and resurfaced with a modified concrete (polymer) overlay and the steel girder paint will be removed and repainted. Depending on the integrity of the current deck, some concrete patching may be necessary. The contractor will wrap the bridge to avoid material entering the river during the removal process. No scaffolding will be in the water. There will be no work done within the water or riverbank.

Adoption of Existing Environmental Document: Pursuant to WAC 197-11-630(1), after independent review the lead SEPA agency (Okanogan County) has identified and adopted the following document as being appropriate for this proposal.

Title of document being adopted: Twisp River Road Bridge Deck Categorical Exemption.

Agency that prepared document being adopted: Washington State Department of Transportation

EIS Required: The lead SEPA agency (Okanogan County) has determined that this proposal does not have a probable, significant, and adverse impact on the environment. To meet the requirements of RCW 43.21C.030(2)(c), the lead SEPA agency is adopting the document described above.

The County of Okanogan reserves the right to retain the services of the successful firm(s) for any subsequent phases (R/W, CN) associated with these projects.

Material Testing Services for these projects are estimated to take place between April 1, 2023 and December 31, 2025 and may extend beyond this estimated date range.

Scope of work may include:

• Sub-surface soil and asphalt coring samples

• Compaction Testing

• Asphalt Sampling and Testing

• Aggregate Sampling and Testing

• Other road construction related materials testing

• Prepare and Provide all Test Results and Reports to Contracting Agency

All work shall be performed in accordance with the latest WSDOT Standard Specifications, WSDOT Construction Manual and the Local Agency Guidelines.

The Entity selected for Okanogan County Fair Market and Small animal auction services shall be responsible for Auction services at the Okanogan County Fair. Work may include but is not limited to the following:

Perform all financial and operational activities related to the market and small animal auction and be present during the Okanogan County Fair

Provide auctioneer services for the market and small animal auction.

Provide for the ability to use credit cards for the purchase of all animals.

Provide for the ability to live stream Livestock and fur and feather auctions to gain a greater audience of bidders.

Provide for the registration of all bidders.

Provide for the timely disbursement of monies to sellers.

Coordinate with volunteers to help create an efficient auction.

Coordinate the transportation and sale of market animals to their respective destinations.
