Okanogan County Planning Commission

Notice is hereby given, that the Board of Okanogan County Commissioners is seeking resumes and letters of interest from qualified people interested in serving on the Okanogan County Planning Commission, which is a 7-member committee authorized by RCW 36.70.

The positions we are seeking to fill are: 1-At-Large position and 1 Representative for County Commissioner District #2. The applicant for this position must live within County Commissioner District #2 i.e. Malott, Brewster, Pateros, Carlton, Twisp, Mazama or Winthrop areas.

Planning Commissions advise and provide recommendations to the planning department and local governing body for consideration; prepares and revises the county’s comprehensive plan and local land use regulations like zoning and subdivision codes for local government consideration; and reviews development proposals. Meetings are held on the fourth Monday of every month.

Resumes and letters of interest may be hand delivered or mailed to Okanogan County Commissioners’ Office 123 5th Avenue North, Room 150, Okanogan, WA 98840. Letters with resumes must be received by February 17, 2023 in order to be considered.

SMALL WORKS ROSTER

NOTICE IS HEREBY GIVEN that Okanogan County invites contractors interested in doing business with Okanogan County to apply to be included on the Small Works Roster (SWR). The SWR is used for public works projects under Three Hundred Fifty Thousand Dollars ($350,000) as provided for in RCW 39.04.155. Interested Contractors must contact Okanogan County Department of Public Works either at 1234 A Second Avenue South, Okanogan, WA 98840, by phone at 509-422-7333, by email at sstidman@co.okanogan.wa.us. The SWR is used in the letting of contracts for such projects as repairs, improvements, remodeling and other public works projects in and around County owned buildings and facilities and for County road construction and maintenance projects. Contractors and other service providers who wish to be included on the SWR must be a Washington State licensed and bonded Contractor and agree to comply with Washington State Prevailing Wage Law as specified in RCW 39.12. Prevailing Wage Law requires that a Statement of Intent to Pay Prevailing Wages and an Affidavit of Wages Paid must be submitted by all Contractors and Sub-contractors that perform any work, that is defined as a “Public Work” according to RCW 39.04.010. The County may, upon request, require the Contractor or Sub-contractors to submit certified payrolls.

Millie’s Madness Short Plat

Alteration 2023-1

Application and

SEPA Exemption

An application for an alteration of an existing short subdivision has been submitted by Dalbir Bains, Oroville Farm, LLC to remove the “Agriculture Use Only” language on lot 3 of Millie’s Madness Short Plat 2003-1. Lot 3 will have domestic water provided by a permit exempt well and an on-site septic system. No new lots will be created. Access is off Roggow Rd approximately 4 miles northerly of the Town of Tonasket, WA, on tax parcel number 8850450400.

The Okanogan County SEPA Responsible Official issued a final SEPA determination identifying this project is exempt from SEPA review in accordance with WAC 197-11. The comment period for this project ends March 23, 2023 at 5pm. Comments must be submitted in writing. INVITATION TO BID

Sealed bids for CRP No. 9114-07 Twisp River Road, Spokane Grade Overlay, will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 11:00:59 A.M. Pacific Time, Tuesday, March 7, 2023 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.

All bid proposals shall be accompanied by a bid proposal deposit in the form of certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.

INVITATION TO BID

Susie Stephen’s Trail Crossing and Signage is a federally funded project that consists of constructing a paved walking path with crosswalk striping, permanent signing, rectangular rapid flashing beacon systems, illumination, ADA features, landscaping and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. The project requires FHWA Buy America requirements.

The Town of Winthrop reserves the right to reject any or all bids for cause. Time for completion of the work is limited to 25 working days. The engineer’s estimated range for this project is $50,000 to $100,000. No bidder may withdraw their proposal after the hours set for the opening thereof, or before award of contract unless said award is delayed for a period exceeding forty-five (45) days.

Town of Twisp

Request for Statement of Qualifications

For Establishing a Consultant Roster

The Town of Twisp (pursuant to Chapter 61, Laws of 1981) requests Statements of Qualifications (SOQ) and performance information from firms interested in providing professional engineering and land surveying services for the 2023 year in conjunction with Town sponsored projects.  Potential projects include improvements to the Town’s water and wastewater systems, street and storm drainage system, airport, pool, park and recreational facilities.

Professional services may include, but are not limited to planning, grant and loan application assistance, project cost estimating, surveying, environmental documentation, permit acquisition, and design and construction engineering.  Additional information about possible anticipated projects may be obtained by emailing to:  publicworks@townoftwisp.com.

Statements shall include 1) description of the firm, 2) a listing of the types of services the firm provides, 3) description of the consultant’s team including references, 4) descriptions of relevant project experience related to the facilities and services listed above, and 5) firm references.

Statements of qualifications will be reviewed, placed on file for the 2023 year and will be used as the source from which to select one or more qualified firms from whom a detailed proposal will be requested for any specific project.  Projects may be totally or partially funded through the Washington State Community Development Block Grant program (with federal funds provided by the U.S. Department of Housing and Urban Development), the Washington State Department of Health, Drinking Water State Revolving Fund, U. S. Department of Agriculture Rural Development, Environmental Protection Agency State, and Tribal Assistance Grant, Transportation Improvement Board, or Washington Department of Transportation/Federal Highway Administration funding programs. Cost plus percentage of construction cost contracts will not be allowed and a number of state and federal equal opportunity and affirmative action requirements will apply to the selection process and conduct of each project.

Interviews may or may not be conducted.  The Town reserves the right to select the consultant based upon written qualifications only, or to advertise and retain other consultants on individual projects independent of the firm selected from this solicitation.

The Town will accept proposals for jobs from all appropriate contractors who request to be on the list by submitting a completed application. Jobs include but are not limited to the following: building maintenance and construction, electrical, street and sidewalk construction and maintenance including snow clearing, sewer and water system work, equipment maintenance and fabrication, landscaping and excavation. PUBLIC HEARING

Okanogan County Cemetery District 2 (Beaver Creek Cemetery) will meet at the March Board Meeting March 14th, Tuesday at 6:15 pm via Zoom to discuss and consider an increase to the budget for calendar year 2022 by $3288.00.
