OCC 2.88 PUBLIC RECORDS

NOTICE IS HEREBY GIVEN that the Okanogan County Prosecutor’s Office has proposed an ordinance that would amend Okanogan County Code (OCC) Chapter 2.88-Public Records. The amendment would update the county code chapter 2.88 consistent with RCW 42.56 Public Records Act and WAC 44-14 Public Records Act-Model Rules including the adoption of a public records request fee schedule.

The SEPA Responsible Official has determined this proposal is categorically exempt from environmental review in accordance with WAC 197-11-800 (19a).

A public hearing has been scheduled by the Okanogan County Board of County Commissioners. The public hearing will be conducted on Tuesday, February 14, 2023 at 9:30 a.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, WA. Verbal testimony will be taken with a time limit of 5 minutes per speaker. Okanogan County Planning Commission

Notice is hereby given, that the Board of Okanogan County Commissioners is seeking resumes and letters of interest from qualified people interested in serving on the Okanogan County Planning Commission, which is a 7-member committee authorized by RCW 36.70.

The positions we are seeking to fill are: 1-At-Large position and 1 Representative for County Commissioner District #2. The applicant for this position must live within County Commissioner District #2 i.e. Malott, Brewster, Pateros, Carlton, Twisp, Mazama or Winthrop areas.

Planning Commissions advise and provide recommendations to the planning department and local governing body for consideration; prepares and revises the county’s comprehensive plan and local land use regulations like zoning and subdivision codes for local government consideration; and reviews development proposals. Meetings are held on the fourth Monday of every month.

Resumes and letters of interest may be hand delivered or mailed to Okanogan County Commissioners’ Office 123 5th Avenue North, Room 150, Okanogan, WA 98840. Letters with resumes must be received by February 17, 2023 in order to be considered.

NOTICE IS HEREBY GIVEN that Okanogan County invites contractors interested in doing business with Okanogan County to apply to be included on the Small Works Roster (SWR). The SWR is used for public works projects under Three Hundred Fifty Thousand Dollars ($350,000) as provided for in RCW 39.04.155. Contractors and other service providers who wish to be included on the SWR must be a Washington State licensed and bonded Contractor and agree to comply with Washington State Prevailing Wage Law as specified in RCW 39.12. Prevailing Wage Law requires that a Statement of Intent to Pay Prevailing Wages and an Affidavit of Wages Paid must be submitted by all Contractors and Sub-contractors that perform any work, that is defined as a “Public Work” according to RCW 39.04.010. The County may, upon request, require the Contractor or Sub-contractors to submit certified payrolls.

• Availability (15pts)

• Cost effectiveness of services and projects (15pts)

• Ability to effectively respond to Okanogan County (15)

• Familiarity with Okanogan County facilities and needs (5pts)

• Familiarity with Government Projects (15pts)

• Experience identifying & managing grants (5pts)

Selection of a Consultant will be based on the highest average SOQ and Interview score. The County may interview up to the top 3 candidates based on their total SOQ scores, if deemed necessary.
