INVITATION TO BID
Sealed bids for the Central Landfill Phase 4 Development, will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 11:00:59AM Pacific Time, Tuesday December 6th, 2022 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.
All bid proposals shall be accompanied by a bid proposal deposit by certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.
Project Specifications are available at the office of the County Engineer, 1234A 2nd Ave. South, Okanogan, WA 98840 or contact the Contracts Administrator at 509-422-7333. Bid proposals must be submitted on the original documents provided in the accompanying bid packet.

The County of Okanogan in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex, in consideration for an award.
The Board of Commissioners of Okanogan County, reserves the right to reject any and all bids and to waive informalities in the bidding. The award of this contract, if made, will be to the lowest responsible bidder.
This Contract provides for the development of Phase 4 active landfill area to the north of the existing Phase 2 area and west of the existing Phase 3 area. Phase 4 is approximately six acres. Generally, this requires grading and compacting subgrade, construction of a composite bottom lining system, installation of stormwater ditches and culvert, perimeter road grading, and placement of an overlaying cover soil layer which also functions as a protective layer to the bottom liner system, all in accordance with the contract provisions and specifications and the WSDOT Standard Specifications.

PUBLIC SERVICE ANNOUNCEMENT:
The Okanogan County Central Landfill, Ellisforde Transfer Station, Bridgeport Transfer Station & Twisp Transfer Station will be closed on November 24, 25, & 26, 2022 for the Thanksgiving Holiday. All locations will resume regular schedules Tuesday, November 29, 2022.

NOTICE
Notice is hereby given that Okanogan County is seeking quotes from qualified contractors who can furnish all labor and equipment for snowplow and snow removal services for the 2022/2023 snow season at the following locations: Virginia Grainger 123 5th Ave N, Courthouse upper 4th Ave, Courthouse lower 3rd Ave, Justice Building 1240 2nd Ave, and Public Works Building 1234 2nd Ave.
The winning qualified quote and proposal will be based upon the following:
Ability to provide labor and equipment necessary to plow and clear snow from the parking lots.
Ability to complete snow removal services no later than 8:00 a.m. on weekdays when snow accumulation equals or exceeds 2 inches.
Affordability
Provide both an hourly cost and a per plow/per lot cost for snowplow services.
Ability to provide De-icing of parking lots within 2-hours of verbal request, cost per lot.
Ability for Snow removal using loader upon verbal request, cost per lot.
Ability to provide sanding services upon verbal request, cost per lot.
Past performance, list agencies your firm has provided services to of the same scope as those requested. We may contact these customers as references.
Bonded and Insured.
All operators of heavy equipment shall be at least eighteen (18) years of age and capable of working days and nights. The Contractor shall provide experienced, licensed operators, to include relief operators to ensure service is complete within timeframe.
All Bidders shall include all required attachments to this RFQ including a list of equipment to be utilized under this contract and a list of any proposed subcontracted, leased or rented equipment.
Acceptance or Rejection of Quotes – The County reserves the right to accept or reject any or all Quotes in whole or in part and to waive minor informalities in the process of awarding this contract.

Bid Security:
Certified check, bank cashier’s check or bid bond congruent with the Form of Bid Bond as identified in the “Instruction to Bidders” is required to be submitted with each proposal, in the amount equal to five percent (5%) of the total basic bid plus additive alternate bids (if applicable). Make bid security payable to Okanogan County; furnish bond executed by a licensed bonding agency authorized to do business in the locality of the Project.
Right to Accept or Reject:
The Owner shall reserve the right to reject any or all proposals and the right to waive any irregularities or informalities in any proposal, subject to the Laws of the State of Washington as pertaining to Public Works, and as may be deemed in the best interest of the Owner. In particular the Owner reserves the right to reject a proposal of a Bidder who does not complete a Pre-Bid Tour, a proposal that is not accompanied by the required bid security, and incomplete or irregular proposals that may exclude or modify any item(s) required by the Bid Documents. No proposals will be accepted after the hour(s) set for receipt of proposals as set forth above.
Withdrawal of Proposals:
No proposal may be withdrawn except with the express permission of the Owner after the hour set for the opening thereof, unless the “Notice of Intent to Award” the contract is delayed for a period of sixty (60), calendar days.

A poll-site election for a board seat on the Okanogan Conservation District will be held on March 14, 2023 at 1251 2nd Ave. S., Okanogan, WA 98840. Polls will open at 11:00 AM and close at 3:00 PM. Registered voters who reside within the Conservation District boundary are eligible to vote. The last day and time an eligible voter can request a ballot from the District is February 20, 2023, by 3:00 PM. Ballots can be requested by calling the Okanogan Conservation District Election Officer, Becky Drenner, at (509) 429-3418 or emailing at becky@okanogancd.org. Ballots returned by mail to 1251 2nd Ave. South, Rm 102, Okanogan, WA 98840 must be post-marked no later than Election Day, March 14, 2023. Election candidates must be registered voters residing within the Conservation District and may be required to own land or operate a farm. Candidate required information is available through the Election Officer and will be accepted by mail or by making an appointment to drop it off at the District office by calling the Election Officer at (509) 429-3418. The candidate filing deadline is February 10, 2023, at 3:00 PM. Election procedures are also available through the Election Officer.
A board seat on the Okanogan Conservation District is available for appointment by the Washington State Conservation Commission. Conservation District board supervisors are public officials who serve without compensation and set policy and direction for the Conservation District. An applicant must be a registered voter in Washington State and may be required to own land or operate a farm. Applicants for appointed positions do not have to live within the District boundaries to apply. Notice to file declaration of candidacy
Notice is hereby given that an election of the Wolf Creek Reclamation District. District will be held November 14, 2022 for the purpose of electing one 1 member to the board of directors for a term of 3 years. Any legal district landowner interested in becoming a candidate must be sponsored by 10 qualified electors of the district whose signatures appear on a pentation which shows his or her intentions of becoming a candidate for directorship. Pentation blanks may be obtained from the district’s secretary. These signed pentation’s must be filed with the secretary of said district no later than midnight December 5, 2022 in order that the candidate’s name appears on the ballot. Should the secretary receive only 1 signed pentation for director under the amended State Irrigation Statue 87.03.075 then no regular election is necessary. The Town of Twisp has granted approval for an overnight accommodation in an existing residence, located at 510 W. Twisp Avenue in the Town of Twisp. The Town of Twisp Planning Department, under the authority of TMC 18.50.080, has determined that the requirements for issuing the permit have been met. Please note that the application for this permit was received and accepted as complete prior to the Town Council enacting a moratorium on new nightly rental permits.
