The Public Hearing will be held on Tuesday, November 15, 2022 at 2:30 p.m. in order to hear public testimony on the County’s Current Expense & Public Works Road Fund Revenue budgets for the year 2023 including the consideration of possible increases in property tax revenues. This Contract provides for the development of Phase 4 active landfill area to the north of the existing Phase 2 area and west of the existing Phase 3 area. Phase 4 is approximately six acres. Generally, this requires grading and compacting subgrade, construction of a composite bottom lining system, installation of stormwater ditches and culvert, perimeter road grading, and placement of an overlaying cover soil layer which also functions as a protective layer to the bottom liner system, all in accordance with the contract provisions and specifications and the WSDOT Standard Specifications.

Notice is hereby given that Okanogan County is seeking quotes from qualified contractors who can furnish all labor and equipment for snowplow and snow removal services for the 2022/2023 snow season at the following locations: Virginia Grainger 123 5th Ave N, Courthouse upper 4th Ave, Courthouse lower 3rd Ave, Justice Building 1240 2nd Ave, and Public Works Building 1234 2nd Ave.
The winning qualified quote and proposal will be based upon the following:
Ability to provide labor and equipment necessary to plow and clear snow from the parking lots.
Ability to complete snow removal services no later than 8:00 a.m. on weekdays when snow accumulation equals or exceeds 2 inches.
Affordability
Provide both an hourly cost and a per plow/per lot cost for snowplow services.
Ability to provide De-icing of parking lots within 2-hours of verbal request, cost per lot.
Ability for Snow removal using loader upon verbal request, cost per lot.
Ability to provide sanding services upon verbal request, cost per lot.
Past performance, list agencies your firm has provided services to of the same scope as those requested. We may contact these customers as references.
Bonded and Insured.
All operators of heavy equipment shall be at least eighteen (18) years of age and capable of working days and nights. The Contractor shall provide experienced, licensed operators, to include relief operators to ensure service is complete within timeframe.
All Bidders shall include all required attachments to this RFQ including a list of equipment to be utilized under this contract and a list of any proposed subcontracted, leased or rented equipment.
Acceptance or Rejection of Quotes – The County reserves the right to accept or reject any or all Quotes in whole or in part and to waive minor informalities in the process of awarding this contract.

Grace Bible Church
Notice is hereby given that an application has been submitted by Tory Wulf on behalf of Mac & Cass Partnership to permit an 8872 sq ft church for weekly church services. The proposal includes a new access off of Indian Ave., paved parking lot for 50 vehicles an overflow graveled parking lot and an adjacent play field. Maximum occupancy of the church will be 200. The church will be utilized seven days a week between the hours of 9am and 9pm. Week Day use will be youth group activities and church social events. The parcel currently has ten farmworker housing units. No housing units will be removed. Water and sewer will be provided by the City of Brewster. The site is located on Indian Ave near Brewster WA on tax parcel number 3024140077.
The SEPA Responsible Official has reviewed the Environmental Checklist and project description and issued a Threshold Mitigated Determination of Non-Significance (MDNS) on this proposal in accordance with WAC 197-11-350. A public hearing for this project will be set at a later date. The public is welcome to comment on this project. Project comments may be submitted in writing up to the hearing or be presented at the hearing. SEPA comments regarding this threshold determination may be submitted in writing by 5:00 pm November 28, 2022. ASSESSMENT HEARING
The annual Noxious Weed Control Board Public Assessment Hearing will be held Thursday November 10th, 2022 at 4:00 pm in the Commissioners Hearing Room of the Virginia Grainger Building located at 123 5th Avenue North, Room 150. The Noxious Weed Board will be seeking an increase in the 2023 Noxious Weed Assessment Rate. We are asking for your support for the increase which will allow us to continue our programs and support to the landowners and managers of Okanogan County. NOTICE IS HEREBY GIVEN that the Town Council of the Town of Winthrop, Washington, has prepared the Town Budget for fiscal year 2023. A poll-site election for a board seat on the Okanogan Conservation District will be held on March 14, 2023 at 1251 2nd Ave. S., Okanogan, WA 98840. Polls will open at 11:00 AM and close at 3:00 PM. Registered voters who reside within the Conservation District boundary are eligible to vote. The last day and time an eligible voter can request a ballot from the District is February 20, 2023, by 3:00 PM. Ballots can be requested by calling the Okanogan Conservation District Election Officer, Becky Drenner, at (509) 429-3418 or emailing at becky@okanogancd.org. Ballots returned by mail to 1251 2nd Ave. South, Rm 102, Okanogan, WA 98840 must be post-marked no later than Election Day, March 14, 2023. Election candidates must be registered voters residing within the Conservation District and may be required to own land or operate a farm. Candidate required information is available through the Election Officer and will be accepted by mail or by making an appointment to drop it off at the District office by calling the Election Officer at (509) 429-3418. The candidate filing deadline is February 10, 2023, at 3:00 PM. Election procedures are also available through the Election Officer.
A board seat on the Okanogan Conservation District is available for appointment by the Washington State Conservation Commission. Conservation District board supervisors are public officials who serve without compensation and set policy and direction for the Conservation District. An applicant must be a registered voter in Washington State and may be required to own land or operate a farm. Applicants for appointed positions do not have to live within the District boundaries to apply.
