Budget Supplemental Appropriation

NOTICE IS HEREBY GIVEN by the Board of Okanogan County Commissioners that a Public Hearing is set for 9:30 a.m. on Tuesday, September 20, 2022 and will be held in person and via ZOOM, in the County Commissioners’ Hearing Room. The purpose of the hearing is to receive public comment for or against the consideration of a budget supplemental appropriation within the following funds: Homeless Housing Fund 142 in the amount of $66,000; Current Expense Sheriff fund 001.017 in the amount of $1,800; and Current Expense Fairgrounds fund 001.028 in the amount of $46,766. The funds will be used for Professional Services, Small Tools Minor Equipment, Event Coordinator Salary, and Employee Benefits.

The hearing will be held remotely in the County Commissioners’ Hearing Room located at 123 5th Avenue North, Okanogan, Washington. Persons wishing to comment may attend the hearing in person or via Zoom to be called on for comment or submit comments in writing to the Commissioners’ Office at 123 5th Avenue North, Rm 150, Okanogan, Washington 98840, or by email to ljohns@co.okanogan.wa.us.

Request for Proposal

Title III Projects

Notice is hereby given that up to $94,928 is available to Okanogan County from Title III funds. The county and applicable agencies may use the funds in accordance with the authorized uses as set out in Secure Rural Schools and Community Self-Determination Act of 2000] [As Amended Through P.L. 117-58]

Applicable agencies may submit proposals, which describe activity to be performed on Federal Forest Land that qualify under the Act for consideration. Title III Project Submission Forms are available by contacting Lanie Johns, Clerk of the Board for Okanogan County at 509-422-7100 or by email ljohns@co.okanogan.wa.us.

County projects may include activities on Federal Forest Land to carry out Fire Wise Community Programs that provide education to homeowners in fire-sensitive ecosystems and assistance with implementing Firewise techniques for home landscaping that increases the protection of people and property from wildfire, and for costs of Search and Rescue services performed on Federal Forest Land as required by the Act; and to cover training costs and equipment purchases directly related to emergency services performed on Federal land and paid for by the participating county.

Proposals are due in the Commissioners’ office no later than September 26, 2022 at 5:00 p.m.. Please mail or submit proposals: Okanogan County Commissioners’, Attn: Lanie Johns, 123 5th Avenue North, Rm 150, Okanogan, WA 98840 or email the completed proposal in pdf format to ljohns@co.okanogan.wa.us by the due date.

The initiation to obligate funding for county projects is open for public comment for a period of 45 days.

NOTICE

Preliminary 2023 Budget

NOTICE IS HEREBY GIVEN by the Board of Okanogan County Commissioners that the county’s 2023 preliminary budget has been completed by the county auditor and submitted to the county commissioners, in accordance with RCW 36.40. The preliminary budget is available to the public upon request by contacting the Clerk of the Board either via email ljohns@co.okanogan.wa.us, by telephone 509-422-7100 or by mail to Okanogan County Commissioners Office, 123 5th Ave N, Rm 150, Okanogan, WA 988840.

And, in accordance with RCW 36.40.071, the Board has chosen to use the alternate date for its hearing for the purpose of making tax levies and fixing the county’s final 2023 budget. The Board may set other dates to conform to the alternate date for budget hearing and the hearing may be continued from day to day, not to exceed a total of five days.

JAMIE’S PLACE CONDITIONAL USE PERMIT

NOTICE IS HEREBY GIVEN THAT Methow Valley Family Home Center Association (Jamie’s Place), 109 Norfolk Rd, Winthrop, WA 98862, has submitted application to the Town of Winthrop for a conditional use permit to allow placement of two tiny homes on wheels on site for caregiver housing. The use has been determined to be camping on an individual lot, pursuant to Winthrop Municipal Code (WMC) sections 17.12.100, 17.16.010, and 17.36.045.  The parcel is located at 109 Norfolk Road, in the Residential 3 zone of the Town of Winthrop.

The Winthrop Town Council will hold an open record public hearing to consider the proposal on Wednesday, September 21, 2022 at 7:05 pm, Winthrop Auditorium (the Barn) 51 Highway 20, Winthrop, WA.  The hearing will be conducted in accord with WMC Chapter 19.10.  Any person desiring to present written or oral testimony may do so at the hearing.  All persons or agencies who comment or present testimony shall have standing as a party of record.  Any person requiring assistance to access the Barn or requiring other special assistance are urged to contact Town Hall as least 24 hours in advance of the scheduled hearing.

Information Available:  Application materials are on file at Winthrop Town Hall, 206 Riverside Ave.  Persons wishing to view project information or receive notice of the action taken on the application may contact Winthrop Town Hall between the hours of 9 a.m. and 4 p.m., Monday – Friday. SEPA Determination:  This application has been determined categorically exempt from SEPA under WAC 197-11-800 (11.b) and (13).

METHOW VALLEY IRRIGATION DISTRICT

EQUALIZATION MEETING NOTICE

Notice is hereby given that the Methow Valley Irrigation District’s Board of Directors will conduct the annual equalization meeting on Monday, October 10, 2022 at 6:30 p.m.  The meeting will be held in the basement of the Methow Valley Community Center in Twisp, Washington unless in-person public meetings are prohibited.  If in-person meetings are prohibited, the meeting will be conducted using remote technology.  Remote meeting information will be posted at the meeting site and will be available from the district Secretary.

The purpose of the meeting is to equalize assessments for the 2023 irrigation season.  In the event the board concludes the business that may come before it prior to 7:00 p.m., MVID’s regular meeting will immediately follow the equalization meeting.

The preliminary assessment roll is on file in the district office for the inspection of all persons interested.  Upon the day specified in this notice, the Board of Directors, constituted a Board of Equalization for that purpose, shall meet and continue in session from day to day as long as may be necessary, not to exceed ten days, exclusive of Sundays, to hear and determine such objections to said assessment roll as may come before them; and the Board may change the same as may be just.

Any member who cannot attend the meeting is encouraged to submit a letter stating his or her comments to or request of the Board on or before October 3, 2022 to the district office at PO Box 860, Twisp, WA 98856.

All lands will be fully assessed unless the parcel owner petitions the Board to hear and determine if a reduced assessment is warranted.  No lands will be equalized after this date.  Questions and requests for remote meeting information may be directed to the district office at (509) 997-2576 or mvid2019@centurytel.net.
