PUBLIC SERVICE ANNOUNCEMENT:

The Okanogan County Central Landfill, Ellisforde Transfer Station, Bridgeport Transfer Station & Twisp Transfer Station will be closed on Saturday, September 3, 2022 in observance of the Labor Day Holiday. All locations will resume regular schedules on Tuesday, September 6, 2022. Also, summer hours will end August 31, 2022 and regular hours will resume September 1, 2022.

NOTICE OF PUBLIC HEARING

ORDINANCE 2022-7

PLACING MORATORIUM ON

SUBDIVISIONS

UPPER TUNK, LOWER TUNK,

TAMARACK SPRINGS BASIN

NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners will conduct a public hearing on September 13, 2022 to take public testimony regarding ordinance 2022-7 approved on July 19, 2022 which imposed a moratorium on divisions of land within the Upper Tunk Basin, Lower Tunk Basin, and Tamarack Springs Basin all located in Water Resource Inventory Area #49. The public hearing is scheduled to meet the procedural requirements found in RCW 36.70.795.

The public hearing will be conducted on September 13, 2022 at 11:00 a.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, WA. Verbal testimony will be taken with a time limit of 3 minutes per speaker. Written comments will be accepted prior to the hearing and may be submitted in writing or electronically to Pete Palmer, Planning Director, at 123 5th Ave N Ste 130, Okanogan, WA 98840 or at spalmer@co.okanogan.wa.us. The deadline for written comments is September 12, 2022

Notice of Final Decision

Decision:  Approved

The Okanogan County Office of Planning and Development made a final decision on the above-noted projects. Within 20 days of publication, parties with standing may appeal these decisions to the Okanogan County Hearing Examiner at 123 5th Ave. N. Suite 130, Okanogan, WA 98840, pursuant to OCC 2.67.010. An appeal must include the $1,250.00 appeal fee.

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY that the Town of Twisp Planning Commission will hold a public hearing beginning at 5:00 pm on Wednesday, September 14, 2022, location TBD and announced on www.townoftwisp.com. The purpose of the hearing is to take testimony on updates to Chapter 16.10 Flood Damage Prevention of the Twisp Municipal Code. This chapter provides regulations for development within designation flood hazard areas and must be in compliance with federal and state floodplain management statutes in order for landowners to qualify for federal flood insurance.

The hearing will include a review of the chapter and staff recommendation. All persons requiring assistance in accessing Town Hall or need other assistance are requested to contact Town Hall at (509) 997-4081 prior to the hearing.

PUBLIC NOTICE

POSTPONEMENT OF ORCHARD HILLS PD

PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the Public Hearing before the Town of Twisp Planning Commission for the preliminary approval of the Orchard Hills Planned Development scheduled for September 14, 2022 has been postponed indefinitely. A notice of the date for the hearing will be published and posted in accordance with Title 19 TMC.

This postponement is the provide the applicant the opportunity to submit revised SEPA and application materials which will be subject to review, comment and Threshold determination prior to the required Planning Commission public hearing and  recommendation on preliminary approval. Copies of the application and related materials can be viewed on the Town’s website or be requested via phone or email through the Town Clerk’s office. NOTICE OF APPLICATION & PUBLIC HEARING

FRESH GREENS CONDITIONAL USE PERMIT

NOTICE IS HEREBY GIVEN THAT Austen Lott, 5 Lloyd Lane, Winthrop, WA 98862, has submitted application to the Town of Winthrop for a conditional use permit for a marijuana retail business encompassing 540 square feet.  The permit is sought pursuant to Winthrop Municipal Code (WMC) sections 17.16.010 and 17.36.045.  The parcel is Lot 29 of Horizon Flats subdivision, in the Industrial zone of the Town of Winthrop, Township 34, Range 21, NW quarter of Section 11.

The Winthrop Town Council will hold an open record public hearing to consider the proposal on Wednesday, July 2, 2014 at 7:05 pm, Winthrop Auditorium (the Barn) 51 Highway 20, Winthrop, WA.  The hearing will be conducted in accord with WMC Chapter 19.10.  Any person desiring to present written or oral testimony may do so at the hearing.  All persons or agencies who comment or present testimony shall have standing as a party of record.  Any person requiring assistance to access the Barn or requiring other special assistance are urged to contact Town Hall as least 24 hours in advance of the scheduled hearing.

Information Available:  Application materials are on file at Winthrop Town Hall, 206 Riverside Ave.  Persons wishing to view project information or receive notice of the action taken on the application may contact Winthrop Town Hall between the hours of 9 a.m. and 4 p.m., Monday – Friday. A staff report will be available for viewing or purchase seven days prior to the public hearing. For further information contact Rocklynn Culp at (509) 996-2320.

SEPA Determination:  This application has been determined categorically exempt from SEPA under WAC 197-11-800 (11.b) and (13).
