Transportation Improvement

Program

NOTICE IS HEREBY GIVEN, that a public hearing in the matter of the Okanogan County Six-Year Transportation Improvement Program for the years 2023 through 2028 per R.C.W. 36.81.121 will be held in the Hearing Room of the Okanogan County Board of Commissioners at 123 Fifth Avenue North in Okanogan, Washington at 11:00 A.M. on August 30, 2022. The purpose of this hearing is to discuss County Road construction projects only. Road Maintenance issues will not be addressed at this hearing.

All interested parties may be heard in this matter. Please send written comments to Okanogan County Department of Public Works, 1234-A, Second Ave. South, Okanogan, WA 98840.

PUBLIC SERVICE ANNOUNCEMENT:

The Okanogan County Central Landfill, Ellisforde Transfer Station, Bridgeport Transfer Station & Twisp Transfer Station will be closed on Saturday, September 3, 2022 in observance of the Labor Day Holiday. All locations will resume regular schedules on Tuesday, September 6, 2022. Also, summer hours will end August 31, 2022 and regular hours will resume September 1, 2022.

Threshold SEPA Determination

CUP 2022-1 Mountain View Inn

Notice is hereby given that an application has been submitted by Natalie Kuehler on behalf of Stephen and Rene Williams to permit the conversion of an existing residence built in 1998 to an Inn and bring an existing campground, established in 1973 up to current county code regulations. The existing campground will go from over thirty campsites, a 10’ x 14’ bathhouse, 16’ x 20’ cabin, and 10’ x 20’ boathouse down to three camp sites, a bathhouse, cabin and boathouse. The Inn will provide six guest rooms for non-residential tourist accommodations for up to ten individuals per day. Water will continue to be provided from the existing Davis Lake group A water system that has six approved connections. The connections to the water system will go from over thirty down to six. The boathouse will not have a water connection. The existing residence is located at 111 Davis Lake Rd near Winthrop WA 98862 on tax parcel number 3422170048. The existing campground is located at 121 Davis Lake Rd. near Winthrop WA 98862 on tax parcel number 3422200018. The two parcels are valued together and considered one piece of property.

The SEPA Responsible Official has reviewed the Environmental Checklist and project description and issued a Threshold Mitigated Determination of Non-Significance (MDNS) on this proposal in accordance with WAC 197-11-350. The public hearing for this project has not yet been set. The public is welcome to comment on this project. Project comments may be submitted in writing up to the hearing or be presented at the hearing. SEPA comments regarding this threshold determination may be submitted in writing by 5:00 pm September 8, 2022. All SEPA comments will be reviewed for relevance, and if necessary additional conditions will be placed on the MDNS. If no comments are received the MDNS will stand as final. The Okanogan County Office of Planning and Development made a final decision on the above-noted projects. Within 20 days of publication, parties with standing may appeal these decisions to the Okanogan County Hearing Examiner at 123 5th Ave. N. Suite 130, Okanogan, WA 98840, pursuant to OCC 2.67.010. An appeal must include the $1,250.00 appeal fee.

LEGAL NOTICE

The Commissioners of OCFD6 will have a Special Meeting Saturday Aug 27 for the open house at the new Winthrop fire station starting at 11am. Tentative to end at 2:00. The board will be making no decisions during the special meeting. Purpose of the meeting is for the open house for the new fire station and location will be @ 33 horizon flats road.
