Vacancy Notice
Board of Equalization
Okanogan County is seeking one (1) regular Board of Equalization member to serve on the county’s Board of Equalization. (BOE) The applicant shall reside in Okanogan County and will represent Commissioner District #1 in the Omak/Okanogan area.
The purpose of the BOE is to adjust and equalize the valuation of real and personal property as valued by the Okanogan County Assessor and to hear appeals on land use classification decisions made by the Assessor. The BOE assures uniform property tax assessments are applied at the local level and may review tax assessments to be certain the assessment for each parcel is fair.
In Okanogan County, the BOE is authorized a three-member board with two at-large positions. The Board of County Commissioners is responsible for appointing members to the BOE. Appeal hearings can begin in July or later and will wrap up as late as November with several hearings dates scheduled in that timeframe. Mileage compensation reimbursement per the state’s personal vehicle mileage schedule is allowed plus $75 per attended meeting/training day. New members must attend Department of Revenue Educational Sessions within one-year of appointment. This training is usually scheduled in June.

Notice of Final Decision
WA Dept. of Fish and Wildlife SE 2022-5
NOTICE IS HEREBY GIVEN that Okanogan County has issued a Shoreline Exemption to Washington Department of Fish and Wildlife to repair the spillway of Little Green Lake.
The project proposes to construct an auxiliary spillway so that the dam can follow Department of Ecology Dam Safety spillway requirements for high risks dams with a downstream population at risk. The dam is classified as having a downstream hazard classification of 2D (1 or 2 inhabited structures at risk. US National Dam website states that the dam was built in 1959 for the purpose of fish propagation. The auxiliary spillway was identified on the original dam design dating back to 1958 as shown in the 2019 Periodic Inspection Report by DOE Dam Safety. The auxiliary spillway is shown to be approximately 32 ft wide and 3 ft deep, however it was not located during the last onsite inspection by DOE Dam Safety. This means that it was either never built or has filled in overtime with sediment. The spillway must be rebuilt to current safety design standards and will be approximately 96 ft. wide by 33.3 ft long. The spillway will be constructed with articulated concrete matting (ACM) to control the downstream flow in the event of a 500-year flood event.
The project is located on Little Green Lake, parcel number 3425131005 Township 34 North, Range 25 E.W.M. in Section 13 approximately 5 miles westerly of Okanogan, WA.

Okanogan County Public Works Salmon Creek Drainage Project SE 2022-7
NOTICE IS HEREBY GIVEN that Anna Randall, Okanogan County Public Works has submitted a Joint Aquatic Resource Permit Application (JARPA) for an Okanogan County Shoreline Exemption.
The proposal takes place on OCR 9221, Salmon Creek Rod. At milepost 3.049, the project area is from approximate MP 2.95 to approximately MP 3.1. OCPW will be replacing the existing 38’ long by 11’ wide concrete box culvert with a 30’ wide by 30’ long bottomless structure. They will use a temporary culvert upstream to create a temporary detour during replacement of the structure. The roadway on either side of the new structure will require elevating to meet the height of the new structure with sufficient cover. No permanent right of way will be acquired for this project however, temporary right of way will be necessary for the detour. The roadway will be reconstructed will ballast and top course material and paved with either HMA or BST. Guardrail will be installed where warranted and striping will be done once paving is complete.
The project is on parcel 3426310006 Township 34 North, Range 26 E.W.M. in Section 31 approximately 3 miles Northerly of Okanogan, WA.

The Ridge at Veranda Beach, LP 2022-2
Notice of Application
Veranda Beach Partnership submitted a subdivision application proposing 8 residential lots and 1 amenity lot for a swimming pool or other similar use, within Veranda Beach Resort. This project is consistent with the Veranda Beach Resort development agreement. The subdivision is located on the hillside along Ridgeview Drive, south of Hillside Hacienda Phase I. Veranda Beach Resort is a planned development located approx. 3 miles north of the City of Oroville, within Sections 9, 10, 11 & 14 of T40N, R27E, WM. Tax parcel 9105000013. In accordance with WAC 197-11-600, the Okanogan County SEPA Responsible Official determined SEPA review for this project is satisfied by reliance on the final SEPA determinations (MDNS) issued January 28, 2004 and January 19, 2011. Notice of Final SEPA Determination and Hearing Date
CUP 2022-2 My Three Sons Gravel Pit
Notice is hereby given that an application has been submitted by Joe Bretz to permit surface mining for a gravel pit in accordance with Okanogan County Code 17A.220.010. The CUP, if approved, would allow two parcels totaling 62.5 acres to be used for the extraction and processing of non-metallic mineral resources, including screening, crushing, and stockpiling of gravel. Water for dust control will be from a new permit exempt well OR from an off-site source. The gravel pit will operate seven days a week 6:00 a.m. to 5:00 p.m. the site is located at 612 Havillah Rd., near Tonasket, WA 98855 on tax parcel numbers 3828320007, & 3828322004.
According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a final environmental mitigated determination of non-significance (MDNS) for this proposal. The public hearing for this project is scheduled for July 28, 2022 at 10:00 am in the Commissioners Hearing Room. Project comments can be submitted up to the hearing date and testimony may be given at the hearing. Failure to comment by this date denies a party standing to appeal the final decision. ELECTRICAL, MECHANICAL AND GEOTECHNICAL ENGINERING SERVICES PURSUANT TO THE GENERAL DEFINITION OF PROFESSIONAL PRACTICE IN CHAPTER 18.43 RCW TO REVIEW 1980’S JAIL HEAT PUMP SYSTEM OPERATION, SYSTEM CONTROL SEQUENCES, SYSTEM OPERATIONAL DIFFICULTIES, AND THE OVERALL HISTORY OF THE JAIL HVAC SYSTEM TO DETERMINE A LONG-TERM SOLUTION.

Threshold SEPA Determination
Ion Manea has been operating one Tier three cannabis production with processing operation and two processing operation on parcel 3526230013 since 2018. The SEPA review is to bring the existing cannabis operation into compliance with Okanogan County Code. The cannabis operation consists of one Tier three production / processing license and two processing licenses with, one 8’ x 12’ break room building, one 53’ x 8’ processing / storage building, one 25’ x 8’ processing building, and one 37’ x 8’ processing building. Water for the cannabis operation will be purchased from the City of Omak.
The site is located at 30077 Highway 97 near Riverside WA on tax parcel number 3526230013.
The Okanogan County SEPA Responsible official issued a mitigated threshold environmental determination of non-significance (MDNS) in accordance with WAC 197-11-350. SEPA Comments must be submitted in writing no later than 5:00 p.m., July 15, 2022 All comments will be reviewed for relevance, and if necessary additional conditions will be added to the Mitigated Determination of Non-Significance.
