OF ABANDONMENT AND EXTINGUISHMENT
Pursuant to RCW 78.22.050, this is a notice of intention to file a claim of abandonment and extinguishment of the mineral interest reserved by H.E. Marble and Daisy B. Marble in that certain Real Property Conveyance Deed dated March 28, 1943 and recorded April 19, 1943, under Okanogan County Auditor V.B. White, page 339.
The lands affected by the mineral rights reservation are situated in the West half of the Northeast quarter, and the West half of the Southeast quarter, and the East half of the Southwest quarter, all in Section 8, Township 35 North, Range 22, East of the Willamette Meridian, Okanogan County, Washington.
The persons giving this notice are George H. Schneider and Boo B. Schneider, husband and wife, surface owners of the property in question. The address of the property is 48 Nanasu Rd, Twisp, WA 98856.
This notice is first published on May 25, 2022. The claim of abandonment and extinguishment of the mineral interest will be filed sixty (60) days from the date of the last publication of this notice unless a statement of claim of mineral interest is filed in the form prescribed in the RCW 78.22.040.

Notice of Decision
The Town of Twisp is hereby providing a notice of decision regarding issuance of a revised fill and grade permit issued to Josh Buehler on November 18, 2021. The revised permit requires completion of the project within 180 days in compliance with the conditions applied to the original permit. NOTICE TO CONSULTANTS FOR
CONSULTANT/TECHNICAL REVIEW AND WRITING SERVICES
Okanogan County solicits interest from consulting firms with expertise in code review and technical writing to perform a review of the county zoning ordinance and draft necessary revisions to the zoning ordinance that are developed in a manner consistent with the requirements of a county partially planning under the Growth Management Act, RCW 36.70 Planning Enabling Act, Water Resource Inventory Area 49 Watershed Plan, WAC 173.548 Water Resources Program in the Methow River Basin, WRIA 48 and the newly adopted Okanogan County Comprehensive Plan. The qualifications of responding consultants will be considered for the following project scope of work.
PROJECT DESCRIPTION
The work to be performed by the CONSULTANT consists of a periodic review and revisions to the county zoning ordinance as noted above. The scope of work to be performed includes:
- Review the zoning ordinance to determine where revisions are required or needed.
- Review RCW 36.70 to ensure continue compliance with the a partially planning county under GMA and make amendments to OCC 17A, zoning needed to maintain compliance.
- Review changes to the comprehensive plan, Water Resource Inventory Area 49 Watershed Plan , WAC 173-548 Water Resources Program in the Methow River Basin and development regulations to determine if the County zoning ordinance policies and regulations remain consistent with them. Document the consistency analysis to support proposed changes to OCC 17A, zoning or Findings of Adequacy.
- Conduct additional analysis deemed necessary to address changing local circumstances, new information or improved data.
- Produce a review checklist documenting consideration of statutory amendments, and internal consistence review.
- Draft revised zoning ordinance goals, policies and regulations, or prepare Finding of Adequacy.
- Prepare amended goals and policies or regulations identified through the review process. Use the checklist to identify where in the zoning ordinance changes are made to address applicable statutory or regulatory changes.
- Where the review concludes that no changes are necessary, prepare draft Findings of Adequacy
- Develop a Public Participation Plan
- Prepare and disseminate a public participation plan to invite and encourage public involvement in the review and update to the County zoning ordinance consistent with RCW 36.70 Planning Enabling Act. The public participation plan will include applicable local requirements such as planning commission review and formal hearing, as well as applicable state notice requirements.
- Prepare SEPA checklist according to WAC 197-11
- Conduct public participation activities
- Implement the public participation plan throughout the course of the County zoning ordinance review and update.
- Assemble final draft amendment or Findings of Adequacy
- Assemble a complete County zoning ordinance Final Draft amendment in preparation for review and approval by the local jurisdictional governing body.
- Desired completion of scope of work by June 30, 2023.

Submittals should be limited to 10, 8.5 by 11 single-sided pages and must include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge.
1) Key personnel to perform work; 2) Firm experience with same or similar projects; 3) Familiarity with relevant codes and standards; 4) Past performance/references; 5) Ability to meet schedule including projected timeline for completion of key steps.

Make bid security payable to Okanogan County; furnish bond executed by a licensed bonding agency authorized to do business in the locality of the Project.
Right to Accept or Reject:
The Owner shall reserve the right to reject any or all proposals and the right to waive any irregularities or informalities in any proposal, subject to the Laws of the State of Washington as pertaining to Public Works, and as may be deemed in the best interest of the Owner. In particular the Owner reserves the right to reject a proposal of a Bidder who does not complete a Pre-Bid Tour, a proposal that is not accompanied by the required bid security, and incomplete or irregular proposals that may exclude or modify any item(s) required by the Bid Documents. No proposals will be accepted after the hour(s) set for receipt of proposals as set forth above.

Project Summary
Jim Hammond on behalf of Veranda Beach Partnership has submitted an application to permit 1,910 cubic yards of fill that has been placed in the historical floodplain boundaries of Lake Osoyoos. The project site consists of 11 lots totaling .93 acres. The purpose of the fill is to bring the build sites, of the parcels, one foot above the Base Flood Elevation of Lake Osoyoos in order to build residential structures per FEMA standards.

The Okanogan County Lodging Tax Advisory Committee is accepting applications for 2023 Lodging Tax Revenue. Funds may used for marketing and promotion of tourism related events or activities and for capital expenditures and operation costs of certain agencies. Johnson Creek Culvert Replacement SEPA 2022-9
Threshold SEPA Determination
Project Summary
Trout Unlimited is proposing to remove an existing culvert and install a new box culvert at Greenacres Road at the Johnson Creek crossing. The installation of a new box culvert will provide a more natural stream bed to decrease velocities and create a more natural slope eliminating the perched outlet. This proposal is part of a basin-wide effort to enhance anadromous fish habitat within the Okanogan River basin.

The site is located at the intersection of Greenacres Road and Riverside Cutoff Road less than one mile outside of the city limits of Riverside, WA.

Notice of Final Decision
WA Dept. of Fish and Wildlife SE 2022-5
NOTICE IS HEREBY GIVEN that Okanogan County has issued a Shoreline Exemption to Washington Department of Fish and Wildlife to improve the spillway of Milles Lake.
The Department of Ecology (ECY) Dam Safety Program has identified the Milles Lake Dam as needing work to the spillway to prevent impacts to downstream landowners should a 500-year event occur. The overall result will be a much wider spillway capable of allowing flows to safely pass downstream. The purpose of the project is to widen the spillway from the existing 8.3 feet to a proposed 84-feet, in response to ECY Dam Safety concerns that a 500-year event may result in dam damage that would impact downstream landowners.
The project is located on Milles Lake, parcel number 3321024003 Township 33 North, Range 21 E.W.M. in Section 02 near Twisp, WA.

NOTICE OF APPLICATION AMENDMENT AND RESCHEDULING OF PUBLIC HEARING
HOROSZOWSKI RESIDENCE SHORELINE VARIANCE 2022-2
NOTICE IS HEREBY GIVEN that the public hearing that was scheduled for the above matter has been rescheduled due to an amendment to the application. Stefan Hampden, on behalf of Mark and Mary Horoszowski, submitted an application for a Shoreline Variance to reduce building setbacks and vegetation conservation area in the Natural Shoreline Jurisdiction in order to construct a residence with a 1,914 square foot footprint. Parcel 6140230001 is .9 acres in the Rural Residential zone and is considered a legal non-conforming lot. The entirety of the parcel is within Natural Shoreline Jurisdiction. The amendment includes a variance from the lot coverage restriction of 5% in the Natural Jurisdiction. The Variance, if granted, would allow a reduction of the building setback from 175 feet to 50 feet from the Ordinary High-Water Mark and a vegetation conservation area of 25 feet and allow the applicants to have a lot coverage of 10.33% including all impervious surfaces.

Variance applications are categorically exempt from the State Environmental Policy Act in accordance with WAC 197-11-800(6)(e).
