Request for Proposal
Okanogan County is accepting requests for proposals to operate the Okanogan County Fair Livestock Auction at the Okanogan County Fair. Okanogan County hopes to create an outstanding Fair auction that will allow for buyers and sellers to have a sale experience that will keep participants coming back year after year. Proponents will have to work closely with the Fair Advisory Committee, Okanogan County Fairgrounds staff and volunteers in performance of this contract. The Okanogan County Fair Auction happens once a year in September and this contract will be for a three-year term beginning September of 2022.
The Okanogan County Fair has been in existence for 75 years. It is a major attraction to residents and youth of the County and beyond as a top fair in Washington State. Each year the amount of livestock that residents bring to the fair numbers in the hundreds. Both the Livestock and the small animal (fur and feather) auction are critical components of the fair and provide for the sale and subsequent dispersal of sale proceeds to participants.
Responsive applicants will be required to perform the following.
- Perform all financial and operational activities related to the Livestock and fur and feather auction and be present during the Okanogan County Fair
- Provide auctioneer services for the Livestock and fur and feather auction
- Provide for the ability to use credit cards for the purchase of all animals
- Provide for the ability to live stream Livestock and fur and feather auctions to gain a greater audience of bidders
- Provide for the registration of all bidders
- Provide for the timely disbursement of monies to sellers
- Coordinate with volunteers to help create an efficient auction
- Coordinate the transportation and sale of market animals to their respective destinations
In addition applicants must be a recognized 501c(3) in Washington State. Please include your 501c(3) paperwork verification.
Applicants should provide a cover letter outlining their organization, a plan to perform the required tasks listed above, an itemized list of all costs that will be incurred by sale participants and documentation relating to their nonprofit status.
Applicants will be selected based on the completeness of their responses, the ability to perform required tasks, the cost to participants and prior experience with performing a task of this nature.
Application deadline is no later than 2:00 P.M. May 24th, 2022. Applications are to be turned in to the Okanogan County Commissioners Office at 123 5th Ave. North, Room 150, Okanogan, WA 98840.

Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 11:05:59AM Pacific Time, Tuesday May 31st, 2022 and will then and there be opened and publicly read. All bid proposals shall be accompanied by a bid proposal deposit by certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. This is a State Funded project that provides for the replacement of a box culvert on Okanogan County Road No. 9221 Salmon Creek Road from MP 2.95- MP 3.10. Work will include removal of existing 10 ft. precast box culvert, construction of new pre-cast 30ft. three-sided concrete structure, guardrail installation, clearing & grubbing, excavation including haul, embankment compaction, crushed surfacing base course, seeding, fertilizing and mulching, project temporary traffic controls, trimming and cleanup, and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications.

Notice of Application and Threshold SEPA Determination
Lazy Lightning Long Plat 2022-1
NCW Land Surveying, LLC on behalf of Jerrod Riggan applied for a subdivision. Six residential lots will be created on approximately 7.65 acres. Domestic water will be provided by a yet to be designed Group B Water System using a permit exempt well, and individual on-site septic systems.
The proposed project is located off of Starr Road, approximately 1.5 miles southerly of Pateros, WA on tax parcel 2923120018 within Section 12, Township 29N., Range 23 E.W.M.
Project comments for the subdivision must be submitted in writing. Project comments and SEPA comments will be reviewed separately. SEPA comments must be submitted in writing, no later than 5:00 pm May 26, 2022. All comments will be reviewed for relevance According to Washington State Environmental Policy Act regulations, Okanogan County Planning and Development issued an environmental Determination of Non-Significance (DNS) for this proposal. If no comments are received or the comments received do not provide probable, significant, and adverse impacts from the proposal, the DNS will stand.

NOTICE IS HEREBY GIVEN that a public hearing has been scheduled in front of the Okanogan County Hearing Examiner to consider an application received from Stefan Hampden, on behalf of Mark and Mary Horoszowski, for a variance to reduce building setbacks and vegetation conservation area in the Natural Shoreline Jurisdiction in order to construct a 2,650 square foot residence. Parcel 6140230001 is .9 acres in the Rural Residential zone and is considered a legal non-conforming lot. The entirety of the parcel is within shoreline jurisdiction. The Variance, if granted, would allow a reduction of the building setback from 175 feet to 50 feet from the Ordinary High-Water Mark and a vegetation conservation area of 25 feet.
