NOTICE IS HEREBY GIVEN THAT Richard & Lynne Wasson, PO Box 1257, Winthrop, WA 98862, have submitted application for a two-lot short plat of Lot 4 of the Vineyard Short Plat. Proposed lot sizes are 37,555 and 16,734 square feet. The applicant proposes to extend town water and sewer service to serve the lots. Access to both lots is from SR 20. The property is located in the Business 3 zone, in the South half of the NE quarter of Section 3, Township 34, Range 21, in the Town of Winthrop.

Omak River Rd. Cannabis, SEPA 2022-1
Threshold SEPA Determination
Charles O’Brien has been operating one Tier three cannabis production with processing operation on parcels 8819850200 and 8819850100 since 2015. Considerable expansion of the cannabis operation has occurred after the beginning of operation in 2015 triggering SEPA review. The cannabis operation consists of one Tier three production / processing license, two 10’ x 12’ security sheds, four 8’ x 40’ shipping containers, one 20’ x 30’ shop, one 8’ x 10’ pumphouse, one 30’ x 100’ greenhouse, forty-seven 10’ x 35’ hoop houses, fifteen 10’ x 25’ hoop houses, one 10’ x 45’ hoop house, two 10’ x 50’ hoop houses, and one 10’ x 20’ hoop house. Water source for the outdoor grows will be from an exempt well. Hours of operation will be Monday through Friday 8:00 am to 5 pm.
The site is located at 234 Omak River Rd. Ste A near Omak WA on tax parcel numbers 8819850200 and 8819850100.
The Okanogan County SEPA Responsible official issued a mitigated threshold environmental determination of non-significance (MDNS) in accordance with WAC 197-11-350. SEPA Comments must be submitted in writing no later than 5:00 p.m., May 6, 2022 All comments will be reviewed for relevance, and if necessary additional conditions will be added to the Mitigated Determination of Non-Significance. If no comments are received the MDNS will stand as final. Information is available at the Office of Planning and Development.
