Shoreline Master Program Update Getting Underway
The Town of Twisp will be initiating the public process for completing the required periodic review of its Shoreline Master Program (SMP) in April, 2022. The city adopted its first SMP in 1991 after using the Okanogan County Shoreline Master Program since 1976 then prepared and adopted the current SMP following a comprehensive update in 2012.
The Twon is required to have an SMP in compliance with the Shoreline Management Act, passed by the Legislature and signed by the Governor in the early 1970s. The Act requires that each county, city or town that contains a river or stream with a mean annual flow of 20 cubic feet per second or a lake greater than 20 acres in size, prepare and adopt a Shoreline Master Program. The SMP is a combination comprehensive plan and zoning code for areas under shoreline jurisdiction, that area lying 200 feet landward on a horizontal plane from the ordinary-high-water-mark or floodway boundary, whichever is greater, and any associated wetlands. Twisp has shoreline areas along the Twisp and Methow Rivers.
Land uses within shoreline jurisdiction in the community include residential, commercial, public, industrial and undeveloped. The SMP contains permitting requirements and regulations for a variety of land uses within shoreline jurisdiction with the overall goal that the shoreline area be managed to “ensure no net loss” of shoreline functions and values. With Twisp’s shoreline areas a combination of developed and previously developed but now vacant land, the updated SMP will affect new and significant redevelopment of land within shoreline jurisdiction. Most common activities, e.g. building a single family home and appurtenant structures, remodeling within an existing structure footprint and other low impact activities under a state defined amount are exempt from permitting but do require compliance with the SMP.
The Planning Commission, filling the role of the Shoreline Advisory Committee will hold occasional public meetings throughout 2022 and into 2023 as work on the update progresses. The Town has created a link on its Webpage, www.townoftwisp.com, that provides a presentation that provides background information on the Shoreline Management Act, an overview of the City’s existing SMP and the process being used for the periodic update. The website also contains a link to a community survey regarding the Shoreline Master Program. The website and survey will be going live on March 18, 2022.

LOGIC AND ACCURACY TEST
In accordance with RCW 29A.12.130 and WAC 434-335, a Logic and Accuracy test will be conducted on the Okanogan County vote counting equipment. The test will be held in the Okanogan County Auditor’s Office at 2:00 PM, Wednesday, March 30th, 2022. At that time a “test deck” of ballots will be run through the vote tabulating equipment. The test is designed to check the ballot tabulating and precinct programming.
A test deck will be scanned and resolved at the time of the Logic and Accuracy Test.
The test is open to the public.

SMP PERIODIC REVIEW AND UPDATE
NOTICE TO CONSULTANTS FOR
CONSULTANT/TECHNICAL REVIEW AND WRITING SERVICES
Okanogan County solicits interest from consulting firms with expertise in code review and technical writing to perform the required periodic review of the Shoreline Master Program (SMP) and, if necessary, draft updates to the SMP that is developed in a manner consistent with the requirements of the Shoreline Management Act (SMA), RCW 90.58 and it’s implementing rules, WAC 173-26, including the Shoreline Master Program Guidelines (SMP Guidelines). The qualifications of responding consultants will be considered for the following project scope of work.
PROJECT DESCRIPTION
The work to be performed by the CONSULTANT consists of a periodic review and update of the SMP as noted above. The scope of work to be performed includes:
- Review the SMP to determine if revisions are needed.
- Review amendments to chapter 90.58 RCW and Ecology rules that have occurred since the Shoreline Master Program was last amended, and determine if local amendments are needed to maintain compliance.
- Review changes to the comprehensive plan and development regulations to determine if the Shoreline Master Program policies and regulations remain consistent with them. Document the consistency analysis to support proposed changes to the Shoreline Master Program or Findings of Adequacy.
- Conduct additional analysis deemed necessary to address changing local circumstances, new information or improved data.
- Produce a periodic review checklist documenting consideration of statutory amendments, and internal consistence review.
- Draft revised SMP goals, policies and regulations, or prepare Finding of Adequacy.
- Prepare amended goals and policies or regulations identified through the review process. Use the checklist to identify where in the SMP changes are made to address applicable statutory or regulatory changes.
- Where the review concludes that no changes are necessary, prepare draft Findings of Adequacy
- Develop a Public Participation Plan
- Prepare and disseminate a public participation plan to invite and encourage public involvement in the SMP periodic review consistent with WAC 173-26-090. The public participation plan will include applicable local requirements such as planning commission review and formal hearing, as well as applicable state notice requirements.
- Prepare SEPA checklist according to WAC 197-11
- Conduct public participation activities
- Implement the public participation plan throughout the course of the SMP periodic review.
- Assemble final draft amendment or Findings of Adequacy
- Assemble a complete SMP Final Draft amendment in preparation for review and approval by the local jurisdictional governing body.
- Desired completion of scope of work by January 31, 2023.
SUBMITTAL
Submittals should be limited to 10, 8.5 by 11 single-sided pages and must include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge.
1) Key personnel to perform work; 2) Firm experience with same or similar projects; 3) Familiarity with relevant codes and standards; 4) Past performance/references; 5) Ability to meet schedule including projected timeline for completion of key steps.
Project is funded through a SMP grant with the Washington State Department of Ecology.

Notice of Application and Threshold SEPA Determination
CUP 2022-2 My Three Sons Gravel
Notice is hereby given that an application has been submitted by Joe Bretz to permit surface mining for a gravel pit. The CUP, if approved, would allow two parcels totaling 62.5 acres to be used for surface mining for the extraction and processing of non-metallic mineral resources, including screening, crushing and stockpiling of gravel. Access to the gravel pit will be off of Havillah Rd. Water for dust control will be from a new exempt well or from an off-site source. The gravel pit will operate seven days a week 5 A.M. to 9 P.M. March through November and 6 A.M to 5 P.M. December through February. The site is located at 612 Havillah Rd. near Tonasket WA 98855 on tax parcel numbers 3828320007 & 3828324002. The SEPA Responsible Official has reviewed an Environmental Checklist and project description and has issued a Threshold Mitigated Determination of Non-Significance (MDNS) on this proposal in accordance with WAC 197-11-350. The public hearing for this project has not yet been set. The public is welcome to comment on this project. Project comments may be submitted in writing up to the hearing or be presented at the hearing. SEPA comments must be submitted in writing by 5:00 pm April 8, 2022. LEGAL NOTICE
Okanogan County Public Works, 1234-A South 2nd Ave, Okanogan, WA 98840, is seeking coverage under the Washington State Department of Ecology’s Sand and Gravel General Permit.
The portable facility, known as Midland Pugmill UI #398, is or will be, located at 32844 highway 97, Oroville WA 98844 and 102 Twin Lakes Rd., Winthrop WA 98862, in Okanogan County. Activities at the portable facility will include Pugging to create cold mix asphalt and are due to start up on May 2, 2022. This facility will discharge process water and / or stormwater to no water bodies or ground water.
Ecology developed the Sand and Gravel General Permit with the expectation that sites covered under this permit will meet water quality standards including anti-degradation requirements under WAC 173-201A-320. Any person desiring to present their views to the Department of Ecology regarding this application may do so in writing within thirty days of the last date of publication of this notice. Comments shall be submitted to the Department of Ecology. Any person interested in the department’s action on this application may notify the department of their interest within thirty days of the last date of publication of this notice.
