NOTICE IS HEREBY GIVEN that the Town of Winthrop has adopted its Ordinance No. 758, which in summary, sets the salary of the Winthrop Municipal Judge and amends portions of Chapter 2.20 of the Winthrop Municipal Code.

OKANOGAN COUNTY COMMISSIONERS OFFICE

 SMP PERIODIC REVIEW AND UPDATE

NOTICE TO CONSULTANTS FOR

CONSULTANT/TECHNICAL REVIEW AND WRITING SERVICES

Okanogan County solicits interest from consulting firms with expertise in code review and technical writing to perform the required periodic review of the Shoreline Master Program (SMP) and, if necessary, draft updates to the SMP that is developed in a manner consistent with the requirements of the Shoreline Management Act (SMA), RCW 90.58 and it’s implementing rules, WAC 173-26, including the Shoreline Master Program Guidelines (SMP Guidelines). The qualifications of responding consultants will be considered for the following project scope of work.

PROJECT DESCRIPTION

The work to be performed by the CONSULTANT consists of a periodic review and update of the SMP as noted above. The scope of work to be performed includes:

  1. Review the SMP to determine if revisions are needed.
  2. Review amendments to chapter 90.58 RCW and Ecology rules that have occurred since the Shoreline Master Program was last amended, and determine if local amendments are needed to maintain compliance.
  3. Review changes to the comprehensive plan and development regulations to determine if the Shoreline Master Program policies and regulations remain consistent with them. Document the consistency analysis to support proposed changes to the Shoreline Master Program or Findings of Adequacy.
  4. Conduct additional analysis deemed necessary to address changing local circumstances, new information or improved data.
  5. Produce a periodic review checklist documenting consideration of statutory amendments, and internal consistence review.
  6. Draft revised SMP goals, policies and regulations, or prepare Finding of Adequacy.
  7. Prepare amended goals and policies or regulations identified through the review process. Use the checklist to identify where in the SMP changes are made to address applicable statutory or regulatory changes.
  8. Where the review concludes that no changes are necessary, prepare draft Findings of Adequacy
  9. Develop a Public Participation Plan
  10. Prepare and disseminate a public participation plan to invite and encourage public involvement in the SMP periodic review consistent with WAC 173-26-090. The public participation plan will include applicable local requirements such as planning commission review and formal hearing, as well as applicable state notice requirements.
  11. Prepare SEPA checklist according to WAC 197-11
  12. Conduct public participation activities
  13. Implement the public participation plan throughout the course of the SMP periodic review.
  14. Assemble final draft amendment or Findings of Adequacy
  15. Assemble a complete SMP Final Draft amendment in preparation for review and approval by the local jurisdictional governing body.
  16. Desired completion of scope of work by January 31, 2023.

SUBMITTAL

Submittals should be limited to 10, 8.5 by 11 single-sided pages and must include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge.

1)Key personnel to perform work; 2) Firm experience with same or similar projects; 3) Familiarity with relevant codes and standards; 4) Past performance/references; 5) Ability to meet schedule including projected timeline for completion of key steps.

Project is funded through a SMP grant with the Washington State Department of Ecology.

OKANOGAN COUNTY encourages disadvantaged, minority, and women-owned consultant firms to respond. Suspension Reach Fish Habitat Restoration Project, SEPA 2022-2

Threshold SEPA Determination

Project Summary

The project is located between river mile 63 and 64 on the upper Methow River. It is designed to increase instream habitat complexity by installing 10 large wood structures that will promote local pool scour, gravel sorting, and retention of alluvial material. This will improve juvenile fish rearing habitat as well as adult migrating conditions by creating pools conducive to holding. These pools and the associated woody cover create thermal microclimates that support fish health during seasonal temperature extremes. Large wood structures installed upstream of the Tawlks-Foster Suspension Bridge are designed to improve fish habitat and the resilience of the bridge abutment on the south side of the Methow River.

Project Location:

The project is located in Section 5 Township 35 N., Range 20 E.W.M. off of Goat Creek Road approximately 12 1/2 miles westerly of the Town of Winthrop, WA.

Comments must be submitted in writing to the Okanogan County Office of Planning & Development, 123 5th Ave N Ste. 130, Okanogan, WA 98840, no later than March 24, 2022. All comments will be reviewed for relevance, and if necessary the DNS will be changed. If no comments are received or the comments received do not provide probable, significant, and adverse impacts from the proposal, the DNS will stand. Notice of Final Decision

WA Dept. of Fish and Wildlife SE 2022-3

NOTICE IS HEREBY GIVEN that Okanogan County has issued a Shoreline Exemption to Washington Department of Fish and Wildlife to install a PIT tag barge in the Methow River.

Install PIT tag detection barge near the mouth of the Methow River. The barge will be installed near the confluence with the Columbia River. The barge will be operated and maintained by WDFW. The objective of PIT tag detection barges is to PIT tagged fish throughout the water column of relatively large rivers. The ability to detect fish throughout water column will theoretically provide substantially more detection of PIT tagged juvenile salmonids compared to the traditional IPTDS design. Juvenile salmonid detections from a PIT tag barge should be sufficient to make basin level population estimates, enhancing capacity to evaluate the effects of management actions and basin-scale habitat restoration projects and support ongoing life cycle monitoring efforts.

The Methow River barge will be assembled and launched at an unimproved boat launch on the lower Methow River.

The project is located on the Methow River Township 30 North, Range 23 E.W.M. in Section 35 near the Town of Pateros, WA.
