Cannabis Moratorium
NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners will conduct a public hearing on February 28, 2022 at 1:30 p.m. to take public testimony regarding the extension of Ordinance 2021-9 adopted on August 24, 2021 which imposed a temporary moratorium on the permitting of new cannabis grows and the expansion of existing cannabis grows in Okanogan County, Washington. The moratorium was adopted in accordance with Revised Code of Washington 36.70.795.
The public hearing will be conducted on February 28, 2022 at 1:30 p.m. The virtual/telephonic public hearing will be held over Zoom web application. You can attend the meeting by using one of the following methods:

Yakama Nation Twisp Horseshoe Habitat Enhancement Project, SEPA 2021-11
Threshold SEPA Determination
Project Summary
This a salmon habitat restoration project consistent with the Upper Columbia Salmon Recovery Plan (UCSRB, 2007) to assist in recovery of native run ESA listed spring Chinook and steelhead stocks. The project seeks to restore mainstem and off channel rearing and spawning habitats used by endangered fish stocks in the Twisp River system and to restore floodplain connectivity and natural processes that create and sustain quality fish habitat. This project was developed under the guidance of priority restoration actions recommended by the Updated Salmon Recovery Plan Biological Strategy (RTT, 2017) and the 2015 Middle Twisp Reach Assessment. Within the Middle Reach Assessment, this reach presented one of the greatest opportunities to recover interactions between the channel, side channels and riparian vegetation creating increased habitat complexity and restoring natural processes that sustain salmon habitat over time.
The primary goals of this project include recreating these large wood structures to recruit cobble and sediments reducing channel downcutting that has been observed in the reach; encouraging the channel into multiple threads and; increasing hydraulic complexity at a range of flows. In addition, these large wood structures will help create and maintain pool habitats with excellent groundwater connectivity providing thermal refuge for rearing juveniles salmonids. Imported Douglas fir logs placed in the mainstem and off channel habitat will emulate natural wood accumulation processes restoring and sustaining habitat conditions for steelhead, spring Chinook and bull trout.
Extensive vegetation restoration of the project site will be done using high clearance 4×4 trucks and small tracked equipment including backhoes and skid-steers. A Temporary Erosion and Sediment Control (TESC) Plan and a Spill Prevention Control and Countermeasure (SPCC) Plan have been created and will be implemented for the project site to ensure protection of the environment.

The project is located in Sections 11, 14, 15 Township 33 N., Range 20 E.W.M. on Twisp River Road approximately 7 1/2 1 miles westerly of the Town of Twisp, WA.
Comments must be submitted in writing to the Okanogan County Office of Planning & Development, 123 5th Ave N Ste. 130, Okanogan, WA 98840, no later than March 3, 2022. All comments will be reviewed for relevance, and if necessary the DNS will be changed. If no comments are received or the comments received do not provide probable, significant, and adverse impacts from the proposal, the DNS will stand. NOTICE OF APPLICATION FOR CHANGE/TRANSFER OF A WATER RIGHT TO CHANGE POINTS OF WITHDRAWAL UNDER WATER RIGHT NO. G4-28310(B)(P).
TAKE NOTICE:
That on December 5, 2019, Larry Hunter and Mary Hunter of Winthrop, Washington, filed Application No. OKAN-19-06 with the Okanogan County Water Conservancy Board to change points of withdrawal of Water Right No. G4-28310(B)(P).
That said Water Right, No. G4-28310(B)(P), with a priority date of October 11, 1983, authorizes the withdrawal rate of 68 gallons per minute instantaneous demand, and annual quantity of 2 acre-feet per year for continuous domestic supply and 68 acre-feet per year for irrigation purposes, from 4 points of withdrawal located within the West one-half of the East one-half (W ½ E ½ ), Section 23, Township 35 North, Range 21 E.W.M. Said water right authorizes water to be used for continuous year-round domestic supply, and for irrigation purposes from May 1st to September 30th of each year, and the authorized place of use is within the North one-half (N ½ ) of Section 23, Township 35 North, Range 21 E.W.M., Lots 1, 2, 3, and 4 of Hunters Glen Short Plat 2008-51, Okanogan County, Washington, to provide irrigation to 17 acres and domestic water to one home.
The Applicants propose to change the 4 existing points of withdrawal of Water Right No. G4-28310(B)(P) to 1 proposed point of withdrawal located in the Northeast quarter of the Northwest quarter ( NE ¼ NW ¼ ), Section 23, Township 35 North, Range 21 E.W.M., within Okanogan County, Washington.
Any protests or objections to the approval of this Application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections; protests must be accompanied by a
$50 recording fee and filed with the Cashiering Section, State of Washington, Department of Ecology, P.O. Box 47611, Lacey, Washington
98504-7611 within 30 days from February 16, 2022.
