NOTICE IS HEREBY GIVEN by the Board of Okanogan County Commissioners that a Public Hearing is set for 11:00 a.m. on Monday, February 7, 2022 and will be held via ZOOM, in the County Commissioners’ Hearing Room. SMALL WORKS ROSTER
NOTICE IS HEREBY GIVEN that Okanogan County invites contractors interested in doing business with Okanogan County to apply to be included on the Small Works Roster (SWR). The SWR is used for public works projects under Three Hundred Fifty Thousand Dollars ($350,000) as provided for in RCW 39.04.155. Interested Contractors must contact Okanogan County Department of Public Works either at 1234 A Second Avenue South, Okanogan, WA 98840, by phone at 509-422-7333, by email at sstidman@co.okanogan.wa.us. The SWR is used in the letting of contracts for such projects as repairs, improvements, remodeling and other public works projects in and around County owned buildings and facilities and for County road construction and maintenance projects. SWR work may involve Federal-Aid projects.
The County of Okanogan in accordance with section 504 of the Rehabilitation Act (Section 504) and the Americans with Disabilities Act (ADA), commits to nondiscrimination on the basis of disability, in all of its programs and activities. Contractors and other service providers who wish to be included on the SWR must be a Washington State licensed and bonded Contractor and agree to comply with Washington State Prevailing Wage Law as specified in RCW 39.12. Prevailing Wage Law requires that a Statement of Intent to Pay Prevailing Wages and an Affidavit of Wages Paid must be submitted by all Contractors and Sub-contractors that perform any work, that is defined as a “Public Work” according to RCW 39.04.010. The County may, upon request, require the Contractor or Sub-contractors to submit certified payrolls.

INVITATION TO BID
Sealed bids for the Re-Bid 2022 Gravel Crushing Project, will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 11:00:00AM Pacific Time, Tuesday February 22nd , 2022 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.
All bid proposals shall be accompanied by a bid proposal deposit by certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.

This Contract provides for the production of 30,000 tons of 1/2” Special Crushed Coverstone, 15,000 tons of Special Screened Waste Sand produced at the Okanogan Wildlife Council Pit. 30,000 tons of 1/2” Special Crushed Coverstone, 10,000 tons of Crushed Surfacing Top Course, 20,000 tons of Special Screened Waste Sand, Produced at Gavin Pit location. And the production of 15,000 tons of 1/2” Special Crushed Coverstone, 7,500 tons of Crushed Surfacing Top Course, 10,000 tons of Special Screened Waste Sand, Produced at Wauconda Pit location; including haul to stockpile, and other work including Site Reclamation, at three pit site locations and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications.

NOTICE IS HEREBY GIVEN THAT Methow Housing Trust, 31 W Chewuch Rd, Ste 102, Winthrop, WA 98862 has submitted application for planned development on 8.4 acres under Winthrop Municipal Code (WMC) Chapters 17.32 and 19.04. The application is consistent with the standards for the Planned Residential zone, in which the property is located. The applicant proposes town water and sewer service and access via Rabbit Hutch Road and Cascadian Way (privates roads) off SR 20. The PD will divide the property to create lots for 26 single family homes and a 22-unit multifamily rental complex.
Public Hearing: The Winthrop Planning Commission will hold an open record hearing on the application on March 8, 2022 at 6 PM at the Hen House in the Winthrop Auditorium, 51 Highway 20, Winthrop, Washington. Due to concerns about Covid-19, the hearing will be a hybrid meeting with the option to participate by Zoom Meeting ID: 873 8357 7822. The hearing will be conducted in accord with WMC Chapter 19.10. Any person desiring to present written or oral testimony may do so at the hearing, and by doing so shall have standing as a party of record. Any person requiring assistance to access the hearing is urged to contact Town Hall at least 24 hours in advance.
Information available: Application materials are on file at Winthrop Town Hall. Persons wishing to view project information or receive a notice on the action taken on the application may contact Winthrop Town Hall, 206 Riverside Ave. between the hours of 9 a.m. and 4 p.m., Monday – Friday. Pursuant to WMC 19.06.040, a staff report summarizing application materials, comments and relevant regulations will be available seven days prior to the public hearing. SEPA Determination: A threshold Determination of Nonsignificance was issued for the project on January 28, 2022. Comments on the SEPA Checklist are due by February 18, 2022. The Town of Winthrop, as lead agency, has determined that this project does not have a probable significant adverse impact on the environment. An environmental impact statement is not required under RCW 43.21C.030(2)(c). This decision was made after review of the application materials and a site visit. The DNS has been issued under WAC 197-11-340(2).
Comments: Written comments on the application received prior to 4 pm on February 18, 2022, will be entered into the record and considered in the staff report. Comments received after the above date but prior to the public hearing will be provided to the planning commission and admitted to the record at the hearing.
