Application & Threshold SEPA Determination

An application has been submitted by Mac and Cass Partnership LLC for a 49,874 square foot addition to an existing 25,488 square foot commercial controlled atmosphere structure for packing of apples.

The site is located approximately 1.5 mile north of Brewster at 125 North Star Road on parcel number 8841900200.

The Okanogan County SEPA Responsible official issued a Threshold Environmental Determination of Non-Significance (DNS) in accordance with WAC 197-11-340. SEPA Comments must be submitted in writing to the Okanogan County Office of Planning & Development, 123 5th Ave N Ste. 130, Okanogan, WA 98840, no later than January 13, 2022. All comments will be reviewed for relevance, and if necessary additional conditions will be placed on the Determination of Non-Significance. If no comments are received the DNS will stand as final. OKANOGAN COUNTY

NOTICE OF AVAILABILITY OF A SEPA

FINAL ENVIRONMENTAL IMPACT STATEMENT

Notice is hereby given under WAC 197-11-460 and WAC 197-11-510 that the Okanogan County Office of Planning and Community Development issued a Final Environmental Impact Statement (“FEIS”) on December 22, 2021, which addresses environmental impacts of the proposed revisions to the 2014 Okanogan County Comprehensive Plan.

The FEIS describes the existing conditions and identifies probable significant environmental impacts, mitigation measures to mitigate these impacts, and any significant unavoidable adverse impacts from the proposal, in accordance with RCW 43.21C.031.

Proponent & Lead Agency: Okanogan County Planning Department

Proposal: The proposal is to complete an update of the County’s existing (2014) Comprehensive Plan pursuant to the Planning Enabling Act (Chapter 36.70 RCW).  The primary objective of the 2021 Comprehensive Plan is to plan for the next 20 years of projected population growth in the County.

The FEIS identifies Alternative 3 as the preferred alternative. The topics studied under the FEIS include: growth, water resources, air, plants and animals, land use and housing, transportation, utilities, and recreation.

Location: All unincorporated lands of Okanogan County.

A copy of the FEIS, all internally referenced appendices, the response to comment on the draft environmental impact statement (“DEIS”) , and a comparison of the FEIS and DEIS can be obtained from: Okanogan County Office of Planning and Development, Pete Palmer, Director of Planning, 123 5th Avenue North, Suite 130 Okanogan, WA 98840 509-422-7218 or spalmer@co.okanogan.wa.us .  A copy of the proposal and other documents may be viewed at https://okanogancounty.org/departments/planning/projects___plans/comprehensive_plan_update.php

Copies of the FEIS were sent to Department of Ecology, all agencies with jurisdiction, all agencies who commented on the DEIS, and anyone who previously requested a copy of the FEIS on December 22, 2021.  This notice was provided to anyone who commented on the DEIS and to those who received but did not comment on the DEIS on December 22, 2021.  This notice was published on the County’s website on December 22, 2021, and will be published in the next edition of the Okanogan Valley Gazette-Tribune and Methow Valley News on  December 29th & 30th, 2021

LEGAL NOTICE

Notice to file declaration of candidacy.  Notice is hereby given that an election of the Wolf Creek Reclamation.  District will be held December 20, 2021 for the purpose of electing one(1) member to the board of directors for a term of three(3) years.  Any legal district landowner interested in becoming a candidate must be sponsored by ten qualified electors of the district whose signatures appear on a petition which shows his or her intentions of becoming a candidate for directorship.  Petition blanks may be obtained from the district’s secretary. These signed petitions must be filed with the secretary of said district no later than midnight January 3, 2022 in order that the candidate’s name appears on the ballot.  Should be secretary receive only one signed petition for director under the amended State Irrigation Statute 87.03.075 and no regular election is necessary.  Done by the order of the Board of Directors of the Wolf Creek Reclamation District this 20th day of December 2021. TOWN OF WINTHROP PUBLIC HEARING NOTICE

NOTICE IS HEREBY GIVEN that the Town Council of the Town of Winthrop, Washington, will hold a public hearing on the 2022 to 2027 Six-Year Transportation Improvement Plan (TIP).
