INVITATION TO BID

Sealed bids for the 2022 Gravel Crushing Project, will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 11:00:00 AM Pacific Time, Tuesday January 4th, 2022 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.

All bid proposals shall be accompanied by a bid proposal deposit by certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.

Project Specifications are available at the office of the County Engineer, 1234A 2nd Ave. South, Okanogan, WA 98840 or contact the Contracts Administrator at 509-422-7333. Bid proposals must be submitted on the original documents provided in the accompanying bid packet.

Informational Project Specifications are also available on the County website at www.okanogancounty.org/PW and in various plan centers located in Washington.

The County of Okanogan in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex, in consideration for an award.

The Board of Commissioners of Okanogan County, reserves the right to reject any and all bids and to waive informalities in the bidding. The award of this contract, if made, will be to the lowest responsible bidder.

This Contract provides for the production of 30,000 tons of 1/2” Special Crushed Coverstone, 10,000 tons of Crushed Surfacing Top Course, 20,000 tons of Special Screened Waste Sand, Produced at Gavin Pit location and the production of 15,000 tons of 1/2” Special Crushed Coverstone, 7,500 tons of Crushed Surfacing Top Course, 10,000 tons of Special Screened Waste Sand, Produced at Wauconda Pit location including haul to stockpile, and other work including Site Reclamation, at two pit site locations and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications.

PUBLIC SERVICE ANNOUNCEMENT:

The Okanogan County Central Landfill, Ellisforde Transfer Station, Bridgeport Transfer Station & Twisp Transfer Station will be closed on Friday, Dec. 24, 2021 and Saturday Dec. 25, 2021 in observance of Christmas. All locations will resume regular schedules Tuesday, Dec. 28, 2021. All locations will also be closed on Saturday Jan. 1, 2021 for New Year’s Day and will resume operations on Tuesday Jan. 4, 2022.

Okanogan County Public Works Salmon Creek Drainage, SEPA 2021-10

Threshold SEPA Determination

Project Summary

The project consists of replacing the existing 38’ long by 11’ wide concrete box culvert with a 30’ wide by 30’ long bottomless structure. A temporary culvert upstream will be used to create a temporary detour during replacement of the structure. The roadway on either side of the new structure will require elevating to meet the height of the new structure with sufficient cover. The roadway will be reconstructed with ballast and top course material and paved with either HMA or BST. Guardrail will be installed where warranted and striping will be done once paving is complete.

Project Location:

The project begins at MP 2.95 and ends at MP 3.1+/- on OCR # 9221, Salmon Creek Road. T. 34N., R 26E., S 21.

Comments must be submitted in writing to the Okanogan County Office of Planning & Development, 123 5th Ave N Ste. 130, Okanogan, WA 98840, no later than December 30, 2021. All comments will be reviewed for relevance, and if necessary the DNS will be changed. If no comments are received or the comments received do not provide probable, significant, and adverse impacts from the proposal, the DNS will stand. Notice of Application and SEPA Exemption

An application for a short subdivision has been submitted by NCW Land Surveying, LLC, on behalf of Robert Strub to divide approximately 10.5 acres into 2 lots. NOTICE OF SPECIAL MEETING

On Monday, December 27, 2021 at 6:00 pm, the Okanogan County Planning Commission will hold a special meeting on the County’s Draft Comprehensive Plan. The purpose of the special meeting is to consider a recommendation by the Planning Commission to the Board of County Commissioners regarding the Draft Comprehensive Plan, in light of (1) public comments previously received on the Comprehensive Plan and (2) the Final Environmental Impact Statement.

The special meeting does not change the comment deadline for the Draft Environmental Impact Statement or the Draft Comprehensive Plan.

LEGAL NOTICE

A poll-site election for a board seat on the Okanogan Conservation District will be held on March 8, 2022 at 1251 2nd Ave. S., Okanogan, WA 98840.  Polls will open at 11:00 AM and close at 3:00 PM.  Registered voters who reside within the Conservation District boundary are eligible to vote. The last day and time an eligible voter can request a ballot from the District is February 15, 2022, by 3:00 PM. Ballots can be requested by calling the Okanogan Conservation District Election Officer, Becky Drenner, at (509) 429-3418. Ballots returned by mail to 1251 2nd Ave. South, Rm 102, Okanogan, WA  98840 must be post-marked no later than Election Day, March 8, 2022.  Election candidates must be registered voters residing within the Conservation District and may be required to own land or operate a farm. Candidate required information is available through the Election Officer and will be accepted by mail or by making an appointment to drop it off at the District office by calling the Election Officer at (509) 429-3418.  The candidate filing deadline is February 4, 2022, at 3:00 PM. Election procedures are also available through the Election Officer.   

A board seat on the Okanogan Conservation District is available for appointment by the Washington State Conservation Commission.  Conservation District board supervisors are public officials who serve without compensation and set policy and direction for the Conservation District.  An applicant must be a registered voter in Washington State, and may be required to own land or operate a farm.  Applicants for appointed positions do not have to live within the District boundaries to apply.  For more information, or to obtain an application form, please visit the Conservation Commission website at
