Meadow Vista Self Storage SEPA 2021-7
Application & Threshold SEPA Determination
An application has been submitted by Jeff Harriman on behalf of Meadow Vista Storage, LLC (DBA Costa Nicolaidi’s), to add 2 structures to expand a self storage facility. Currently there is one storage unit on the parcel that is 8,000 square feet. The proposal is to expand adding one 8,000 square foot structure this year and another in the summer of 2022.
The site is located at 1118 Hwy 7 in Ellisford, Washington on parcel 3827220100.
The Okanogan County SEPA Responsible official issued a Threshold Environmental Determination of Non-Significance (DNS) in accordance with WAC 197-11-340. SEPA Comments must be submitted in writing no later than 5:00 p.m., October 21, 2021 All comments will be reviewed for relevance, and if necessary additional conditions will be added to the Determination of Non-Significance. REQUEST FOR PROPOSALS
The Housing Coalition for Okanogan County, led by Okanogan County Community Action Council, is requesting proposals from housing assistance providers in Okanogan County to best utilize funds available through Okanogan County’s share of funds derived from legislation known as the HB2163 the Homeless Housing Assistance Act.
Under agreement with the county, the Coalition is the organization recommending project funding to the county Board of Commissioners. Proposals will need to conform to the limited uses authorized by the legislation as shown below. Based on the needs experience of providers in the Coalition, it has been determined that a high priority will be given to projects that address rapid re- housing of the homeless.
Eligible activities under the local plans include: Eligible activities under the local plans include:
(a) Rental and furnishing of dwelling units for the use of homeless persons;
(b) Costs of developing affordable housing for homeless persons, and services for formerly homeless individuals and families residing in transitional housing or permanent housing and still at risk of homelessness;
(c) Operating subsidies for transitional housing or permanent housing serving formerly homeless families or individuals;
(d) Services to prevent homelessness, such as emergency eviction prevention programs including temporary rental subsidies to prevent homelessness;
(e) Temporary services to assist persons leaving state institutions and other state programs to prevent them from becoming or remaining homeless;
(f) Outreach services for homeless individuals and families;
(g) Development and management of local homeless plans including homeless census data collection; identification of goals, performance measures, strategies, and costs and evaluation of progress towards established goals;
(h) Rental vouchers payable to landlords for persons who are homeless or below thirty percent of the median income or in immediate danger of becoming homeless; and
(i) Other activities to reduce and prevent homelessness as identified for funding in the local plan.

INVITATION TO BID
Okanogan County Department of Public Works
Sealed bids for Refrigerant Removal Services, will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 11:00 A.M. Pacific Time, Tuesday, October 19, 2021 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.
All bid proposals shall be accompanied by a bid proposal deposit in the form of certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.
Maps, plans and specifications are available upon payment of a non-refundable fee in the amount of $15 per USB Flash Drive or $65 per hard copy set, at the office of the County Engineer, 1234A 2nd Ave. South, Okanogan, WA 98840 or contact the Contracts Administrator at 509-422-7300. Bid proposals must be submitted on the original documents provided in the accompanying bid packet.
Informational copies of the maps, plans and specifications will be on file for inspection at the office of the County Engineer at the address noted above, the County website at https://okanogancounty.org/bid_detail_T8_R10.php and in various plan centers located in Washington.

The Board of Commissioners of Okanogan County, reserves the right to reject any and all bids and to waive informalities in bidding. The award of this contract, if made, will be to the lowest responsible bidder possessing current certification.
All work involved with the Okanogan County Department of Public Works Refrigerant Removal Services, for which bids will be received, will be done at the Okanogan County Landfill located at 241 B&O North Road, Okanogan, WA. The average number of refrigeration units is 700-800 per year. All work shall be done according to the provisions and requirements as indicated in the Scope of Work, Bid Proposal, Refrigerant Removal Certification and Contract.
The contract will be effective from November 2021 through December 31, 2022; with an option to extend the contract one additional year.
