Public Notice
Intent to Lease
NOTICE IS HEREBY GIVEN by the Board of Okanogan County Commissioners that they will meet at the County Courthouse located at 149 3rd Ave N, Okanogan, WA on Monday, August 9, 2021 between 9:30 a.m. and 9:45 a.m. for the purpose of accepting applications for leasing county owned property. The property so designated and described for lease is the Hancock Building which is 1885 square foot professional office building located at 238 Oat Street Okanogan, WA 98840. The building has a reception area, several offices, kitchen, 2 bathrooms and a conference room. Any person desiring to lease county property shall make application in writing to the Board of County Commissioners and shall be accompanied by a deposit of not less than ten dollars either in the form of a certified check, certificate of deposit, or cash. No lease shall be made by the county except to the highest responsible bidder at the time of the hearing set forth in this notice of intention to lease. Bids will be received on a square foot basis at a minimum of $0.43 per square foot. Application to show bidder bonding and insurance requirements will be met. Lease term will be a minimum of 5-years and not more than 10-years. Any person may appear and state their objection in writing to the leasing of the property. The Board of Okanogan County Commissioners will meet on Monday, August 9, 2021 at 11:00 a.m. for the purpose of assigning the lease of the property.

Okanogan County Public Works Cameron Lake Rd 3R Project, SEPA 2021-5
Threshold SEPA Determination
Project Summary
The existing roadway consists of gravel and contains significant curves and elevation changes. This project is a 3R (Reconstruct) project designed to improve the vertical and horizontal alignment, straighten some curves, drainage and to pave the roadway, including shoulders, to 14’ per lane, for a total width of 28’. Acquisition of additional right of way will be required to facilitate the project. Ditches and side slopes will be flattened where practical. The roadway will be re-constructed with ballast and top course material and paved with either HMA or BST. Guardrail will be installed where warranted and striping will be done once paving is complete.
Project Location:
The project begins at MP 3.30 and ends at MP 4.50 on OCR # 9309, Cameron Lake Road. T. 30N., R 26E., S 6 & 7.
Comments must be submitted in writing to the Okanogan County Office of Planning & Development, 123 5th Ave N Ste. 130, Okanogan, WA 98840, no later than August 12, 2021. All comments will be reviewed for relevance, and if necessary the DNS will be changed. If no comments are received or the comments received do not provide probable, significant, and adverse impacts from the proposal, the DNS will stand. Notice of Application and SEPA Exemption
An application for a short subdivision has been submitted by NCW Land Surveying, LLC on behalf of Paul & Bonnie Freese to divide approximately 10.41 acres into 4 lots. All lots will be served by individual wells and on-site septic. Notice of Application and Threshold SEPA Determination
CUP 2020-5 Rest & Ride Horse Park
Notice is hereby given that an application has been submitted by Ryan Marchant and Shauna Beeman to permit a RV park with horse corrals. The CUP, if approved, would allow one acre of a 19.51-acre parcel to be used for an RV park. The proposal includes 11 full hookup RV spaces, 8 to 10 horse pen/corrals, each 10’ x 10’ in size, a 10’ x 16’ picnic shelter, and a 10’ x 12’ building to be used for bathroom, shower, and laundry. The RV park will operate year-round. Water will be provided by a permit exempt well. The site is located on Engh Rd. near Omak WA. On tax parcel number 3427304012. According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a threshold environmental Mitigated Determination of Non-Significance (MDNS) for this proposal. The public hearing for this project has not yet been set. The public is welcome to comment on this project. Project comments may be submitted in writing up to the hearing or be presented at the hearing. SEPA comments must be submitted in writing by 5:00 pm August 13, 2021 All comments will be reviewed for relevance, and if necessary additional conditions will be placed on the MDNS. Wahl Cabin Rental, SDP 2021-3
NOTICE IS HEREBY GIVEN that Brian Wahl has submitted a Joint Aquatic Resource Permit Application (JARPA) for an Okanogan County Shoreline Substantial Development Permit (SDP). The project will change the use of an existing accessory dwelling unit to a nightly rental in the Shoreline Residential Jurisdiction. Okanogan County Code 14.15.360 dictates that an SDP is required for this activity within the Shoreline Residential Jurisdiction. There are no proposed alterations to the existing structure or landscape.

SEPA: The SEPA Responsible Official has deemed this project exempt per WAC 197-11-800(6)(b).
PROJECT CONSISTENCY: This application will be reviewed in accordance with the Master Program for Okanogan County Shoreline Management, Okanogan County Code, Title 14 (Environment), Okanogan County Code, Title 15.08 (Floodplain Management) and all other applicable County regulations. The Project has been reviewed and found to be consistent with requirements established by the Master Program for Okanogan County Shoreline Management. NOTICE IS HEREBY GIVEN, that a public hearing in the matter of the Okanogan County Six-Year Transportation Improvement Program for the years 2022 through 2027 per R.C.W. 36.81.121 will be held in the Hearing Room of the Okanogan County Board of Commissioners at 123 Fifth Avenue North in Okanogan, Washington at 11:15 A.M. on August 10, 2021. Franchise is located within the county right-of-way of the roads listed below all within Okanogan County:

NOTICE IS HEREBY GIVEN THAT Ann Diamond and Ralph J Laverty, PO Box 918, Winthrop, WA have submitted application for a Shoreline Substantial Development Permit to construct 2 single family homes. The project is within the shoreline area of the Chewuch River, within the suburban/medium intensity shoreline designation. No structures will be placed, nor will work occur below the ordinary high-water mark, nor within the 50’ conservancy area. The project is located on tax parcel 8804600100 at 404/408 Bluff Street, in the Town of Winthrop.

Comment Period: All persons are welcome to submit written comments concerning this application. Comments or requests for notification of the action taken on the shoreline permit application must be submitted no later than 4:00 pm, August 30, 2021. Said ordinance may be examined at the Winthrop Town Hall during regular business hours or a copy will be mailed upon request.
