Notice of Application, Threshold SEPA Determination
CUP 2021-4 Lost River Runway Hangar
Notice is hereby given that an application has been submitted by Monte Martin, to permit an aircraft hangar. The proposal is for a 60’ x 100’ steel building with three decks to be used as an aircraft hangar and living space and one 8’ x 20’ shipping container for storage. The total lot coverage will not exceed 40%. Water will be provided by the Lost River Airport community water system. The parcel boarders Lost River Airport Runway. The parcel is located at 68 Lost River Airport Runway near Mazama, WA. parcel number 6000180000, and is Lot 18 of the Lost River Airport Runway Plat.
According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a threshold environmental Mitigated Determination of Non-Significance (MDNS) for this proposal. SEPA comments must be submitted in writing by 5:00 pm July 22, 2021. All comments will be reviewed for relevance, and if necessary additional mitigations will be added to the Mitigated Determination of Non-Significance. If no comments are received the MDNS will stand as final. The public hearing for this project has not yet been set. Project comments may be submitted in writing up to the hearing or be presented at the hearing. Denial of 24 Harris Rd. Administrative Variance 2021-9
NOTICE IS HEREBY GIVEN that the Okanogan County Office of Hearing Examiner will conduct a hearing on July 22, 2021 to consider an appeal brought by Attorney Thomas O’Connell on behalf of Charles and Janie Hall on the Planning Officials determination of denial of 24 Harris Rd. Administrative Variance 2021-9.
The appeal hearing will be conducted on July 22, 2021 at 10:00 a.m. at which time the Hearings Examiner will hear verbal testimony and evidence will be presented at the hearing on the issue by parties with standing. Testimony relevant to the appeal issue will be accepted from interested parties. All testimony must be given under oath.

Threshold SEPA Determination
American Dream Lands LLC #2, Large Lot Segregation 2021-3
A Large Lot Segregation application has been submitted by Joseph Zilfi on behalf of American Dream Lands LLC. The Large Lot Segregation will divide a 160-acre parcel into 8 parcels each 20 acres. Large Lot Segregations are administered in accordance with OCC 16.10 and are exempt from RCW 58.17.040. The site is located near Hardy Rd near Riverside WA on tax parcel number 3627244005.
The Okanogan County SEPA Responsible official issued a mitigated threshold environmental determination of non-significance (MDNS) in accordance with WAC 197-11-350. SEPA Comments must be submitted in writing no later than 5:00 p.m., July 22, 2021 All comments will be reviewed for relevance, and if necessary additional conditions will be added to the Mitigated Determination of Non-Significance. The Okanogan County Office of the Hearing Examiner has scheduled a public hearing to consider the annual renewal of conditional use permit 2016-2 No Paws Left Behind and the review of CUP 2019-2 Carpenter Gravel Pit.
CUP 2016-2 allows the operation of an animal (dog) rescue/kennel at 32900H Highway 97, Oroville WA 98844.
CUP 2019-2 allows the operation of a gravel pit that also does asphalt batching and concrete batching on parcel 3427180006 located at 147 Cherokee Rd. near Omak.
A public hearing is scheduled for July 22, 2021 at 10:00 a.m. at which time the Hearings Examiner will hear verbal testimony on the issue. The above Court has appointed Edwina Seton as Personal Representative of Decedent’s estate. Any person having a claim against the Decedent must present the claim: (a) Before the time when the claim would be barred by any applicable statute of limitations, and (b) In the manner provided in RCW 11.40.070: (i) By filing the original of the claim with the foregoing Court, and (ii) By serving on or mailing to me at the address below a copy of the claim. The claim must be presented by the later of: (a) Thirty (30) days after I served or mailed this Notice as provided in RCW 11.40.020(1)(c), or (b) Four (4) months after the date of first publication of this Notice. TAKE NOTICE: That on May 6, 2021, Samra Farms, LLC of Omak, Washington filed application number OKAN-21-05 with the Okanogan County Water Conservancy Board to change the place of use under Water Right Certificate G4-23992(C)C.
That said right, under priority date of June 11, 1975, authorizes the withdrawal of 830 gallons per minute and 656 acre-feet per year of groundwater from three wells, two located within the SE¼SW¼ and one within the NW¼NE¼ of Section 17, T. 37 N., R. 27 E. W.M. That said right authorizes water to be used for irrigation of 164 acres from April 1 to October 1 within portions of Sections 17 and 18, T. 37 N., R. 27 E. W.M., Okanogan County, Washington.
That the applicant proposes to change the place of use to include additional acres within portions of Sections 8 and 17, T. 37 N., R. 27 E. W.M., Okanogan County, Washington. The total 164 authorized acres will remain unchanged.
Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections; protests must be accompanied by a fifty dollar ($50) fee and filed with the Department of Ecology Cashiering Unit, P.O. Box 47611, Olympia, WA 98504-7611 within thirty (30) days from July 7, 2021.
Any interested party may submit comments, objections, and other information to the Board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the Board held to discuss or decide on the application.
