General Notice
Town of Twisp (Owner) is requesting Bids for the Screw Press Dewatering Equipment Procurement.. Sealed bids will be received by the Town of Twisp, Washington (Owner) at the Town Hall, 110 E. 2nd Ave, until 1:00PM, Thursday, June 24, 2021 local time. Obtaining the Bidding Documents
The BIDDING DOCUMENTS may be examined at the following locations:

Proposals must be submitted on the forms provided in the Contract Documents. To Bid the project, Bidder shall be on the Plan Holders List. A full set of the BIDDING DOCUMENTS may be purchased at the office of Varela Engineering & Management, 601 W. Mallon Ave., Suite A, Spokane, WA 99201, here after referred to as the Issuing Agent, for $30.00 per set (non-refundable, see address prior). The Town of Twisp reserves the right to reject any and all bids, to waive technicalities, and in its sole judgement, accept the bid which it deems is in its best interest. Additional bid acceptance and contract award provisions are specified in the Contract Documents.
The Design Parameters and Scope are as follows:
- The manufacture (Contractor) shall furnish and deliver one complete dewatering system including screw press, drive motors, gear reducers, support legs, anchor bolts, polymer make-down system and mixing, feed pump, conveyance system, and all necessary electrical panels and control
- Fabrication and assemble shall be in conformance with these specifications.
- Awarded Contractor shall submit full material submittal information to include, but is not limited to the following:
- Product Data
- Shop Drawings
- Operation and Maintenance Manual
- Detailed installation instructions
- Recommendations for short and long-term storage
- One-year guarantee from the date of substantial completion.
- Contractor shall include 40 hours for startup and training.
- Contractor must call out any/all differences from specifications in their bids.
Quality Assurance
- To ensure quality, conformance, and reliability with regard to the manufacturing and production of the machinery described in this section, the equipment manufacturer shall meet the requirement listed in this section.
- Screw Press shall be manufacturer’s standard product and only be modified as necessary to comply with the drawings, specifications and specified service conditions
- All welding is performed in accordance with American Welding Society (AWS) D1.1 Structural Welding Code or equivalent.
- Manufacturer shall provide screw press, polymer system, motors, gear reducers, controls, electrical and control panels, and lifting attachments as a completed integrated package to ensure proper coordination, compatibility, and operation of the system.
- Manufacture shall provide services by a factory-trained service representative, specifically trained on the type of equipment specified. Service representative requirements include, but are not limited to the following:
- Service representative shall be present during initial energizing of equipment to determine directional testing.
- Service representative shall inspect and verify location of anchor bolts, placement, leveling, alignment and field erection of equipment, as well as control panel operation and electrical connections.
- Service representative shall provide field training on the operations and maintenance of the equipment to City staff.
- Contractor shall guarantee all equipment against faulty or inadequate design, improper assembly or installation, defective workmanship or materials, and breakage or other failure.
- All equipment shall be designed, fabricated, and assembled in accordance with recognized and acceptable engineering and shop practice. Individual parts shall be manufactured to standard sized and thickness so that repair parts can be installed in the field. Like parts of duplicate units shall be interchangeable. Equipment shall not have been in service prior to delivery, except as required by testing.
- Each major component of equipment shall have the manufacturer’s name, address and product identification on a nameplate securely affixed to the equipment.

Alternate Equipment Manufactures will not be considered.

The Town of Twisp requests equipment proposals capable of meeting an October 8th 2021 startup date.
This project is funded through the Washington State Community Development Block Grant program with federal funds from the U.S. Department of Housing and Urban Development.

American Iron and Steel
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.

Estimated Cost Range of Project (including sales tax): The project is anticipated to range in cost between $65,000 and $85,000.
NOTICE TO BIDDERS: Sealed bids will be received from contractors by the Public Works Department, Town of Twisp, 110 E. 2nd Ave, P.O. Box 278, Twisp, WA 98856 until 2:00 pm, Thursday, June 24, 2021 for the Well #4 Replacement Project. All bids shall be received in sealed envelopes with “TWISP WELL #4 REPLACEMENT PROJECT” marked plainly thereon. Said bids will then and there be opened and read aloud. Bidders and other properly interested parties are invited to witness the bid opening with the above virtual meeting link.
Bids received after the time fixed for opening cannot be considered. The Project involves drilling, casing, completing, developing, and testing water at the Town’s Well #4 site.
The Contract Documents may be obtained from Wilson Engineering L.L.C., 805 Dupont Street, Bellingham, WA 98225. Only bids from bidders who have obtained the Contract Documents and have requested to be listed on the Plan holders List, will be accepted. Copies of plans and specifications are on file for review at various construction councils and online at http://www.wilsonengineering.com/bidding-documents.aspx.
A deposit in the form of a postal money order, cashier’s check, or bond in the amount of 5% of the greatest amount bid must be submitted with each bid proposal. Should the successful bidder fail to enter into a contract or furnish a satisfactory contract bond within the time stated in the specifications, the deposit shall be forfeited to the Town.
There will not be a pre-bid meeting for the Project. If Contractors wish to see the existing well site area prior to the bid opening, arrangements will be made through the engineer.
The Town reserves the right to reject any or all bids if such action is in the best interest of the Town. The Town of Twisp is an equal opportunity and affirmative action employer. In addition, the Contractor will need a Town of Twisp business license before starting work. All work performed on this project will be subject to prevailing state wage rates.

Notice of Public Hearing
NOTICE IS HEREBY GIVEN that the Town of Twisp Town Council will hold a public hearing at 5:30 p.m. on Tuesday, June 22, 2021 via GoTo Meeting.
The purpose of the hearing is to consider final approval of the Twisp River Suites Planned Development submitted by Joe Marver of Twisp, Washington. In order to be granted final approval the applicant must have satisfactorily addressed all conditions placed on the developed as part of the preliminary approval and modifications process.
All interested persons are invited to participate and be heard. Those requiring meeting log-in information or other assistance are requested to contact Town Hall a minimum of 24 hours prior to the scheduled hearing to notify the Town of the type of assistance required. NOTICE OF PUBLIC HEARING
Amendment of WMC Title 17 Zoning
NOTICE IS HEREBY GIVEN THAT the Winthrop Planning Commission is considering amendments to Winthrop Municipal Code (WMC) Title 17, Zoning. The proposed amendments address standards for mobile food vending and residential uses within the Industrial zone; add mobile food vending and electric vehicle charging to Table 17.16.010, Allowed Uses; add or amend certain definitions; and amend the Official Zoning Map. The proposed amendments apply as specified in WMC and the Official Zoning Map in all zoning districts in the incorporated limits of the Town of Winthrop, Township 34, Range 21, parts of Sections 2 and 11.
Public Hearing: The Winthrop Planning Commission will hold an open record public hearing on the proposed amendments on Tuesday, July 13, 2021 at 7:00 pm, at the Winthrop Auditorium, 51 Highway 20, Winthrop, Washington. The hearing will be conducted in accord with WMC Chapter 19.10. Any person desiring to present written or oral testimony may do so at the hearing, and by doing so shall have standing as a party of record. Any person requiring assistance to access the hearing is urged to contact Town Hall at least 24 hours in advance.
Information available: Persons wishing to view the proposed amendments or receive a notice on the action taken may contact Winthrop Town Hall, 206 Riverside Ave. between the hours of 9 a.m. and 4 p.m., Monday – Thursday. SEPA Determination: The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. This Determination of Nonsignificance is issued under 197-11-340(2).
