General Notice

Town of Twisp (Owner) is requesting Bids for construction of the Twisp Ave. Watermain and Collection System Improvements project. Sealed bids will be received by the Town of Twisp, Washington (Owner) at the Town Hall, 110 E. 2nd Ave, until 1:00PM, Thursday, May 13, 2021 local time. At that time the Bids will be opened and read aloud virtually via the following link:

A bid summary will be issued after opening, emailed to all bidders and posted on the Varela website.

The Project includes construction of the Twisp Ave. Watermain and Collection System Improvements. Major elements of work generally include:

The work generally consists of installing approximately 1,500LF of 8” water main, including valves and fire hydrants, and service replacements. Also included is installation of approximately 1,100LF of 8” sanitary sewer pipe including services and approximately 300LF of sanitary sewer CIPP liner installation, and roadway restoration.

Obtaining the Bidding Documents

The BIDDING DOCUMENTS may be examined at the following locations:

Proposals must be submitted on the forms provided in the Contract Documents. To Bid the project, Bidder shall be on the Plan Holders List. A full set of the BIDDING DOCUMENTS may be purchased at the office of Varela Engineering & Management, 601 W. Mallon Ave., Suite A, Spokane, WA 99201, here after referred to as the Issuing Agent, for $30.00 per set (non-refundable, see address prior). The Town of Twisp reserves the right to reject any and all bids, to waive technicalities, and in its sole judgement, accept the bid which it deems is in its best interest. Additional bid acceptance and contract award provisions are specified in the Contract Documents.

American Iron and Steel

Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.

TOWN OF WINTHROP PUBLIC HEARING NOTICE

NOTICE IS HEREBY GIVEN that there has been filed with the Town Council of the Town of Winthrop, Okanogan County, Washington, a Petition for Annexation for real property described as follows:

Okanogan County Tax Parcel #3421030020, Tax 20, consisting of .25 acres, #3421030014, Tax 14 consisting of 1.28 acres and #3421030019, Tax 19 consisting of .24 acres, the Southeast, Northeast of Section 3, Township 34 North, Range 21 East, W.M. Situated in the County of Okanogan, State of Washington.

Said real property is contiguous to the existing corporate limits of said Town.

Pursuant to R.C.W. 35.13.140, the Town Council has fixed Wednesday, the 5th day of May, 2021, at the hour of 7:05 pm via Zoom meeting #828 3135 6568 as the time and place of public hearing for said Petition for Annexation.

All interested persons are invited to appear and voice approval or disapproval of the annexation. Arrangements can be made to pick up a copy of said annexation request and all related documents at Winthrop Town Hall during regular business hours or request documents be emailed. Written comments must be received by the time of hearing in order to be considered.

Notice of Adoption – Ordinance #769

AN ORDINANCE AN ORDINANCE OF THE TOWN OF TWISP, WASHINGTON, REPEALING CHAPTER 14.05 – PERMITS PROCESSING, OF THE TWISP MUNICIPAL CODE, AND ADOPTING A NEW CHAPTER 14.05 – PERMITS PROCESSING, RELATING TO ADMINISTRATIVE PROCEDURES FOR THE PROCESSING OF PROJECT PERMIT APPLICATIONS FOR LAND USE PERMITTING AND ZONING.

Said ordinance may be examined at the Twisp Town Hall during regular business hours or mailed upon request.

This notice is given by order of the Town Council and pursuant to RCW 35.27.300.

TOWN OF WINTHROP

NOTICE OF PUBLIC HEARING

Proposed Outdoor Lighting Regulations

NOTICE IS HEREBY GIVEN THAT the Winthrop Planning Commission is holding a public hearing to gather input on proposed new outdoor lighting regulations which would be added to the Winthrop Municipal Code as Chapter 15.06. The proposed regulations aim to preserve dark skies and promote public safety. The outdoor lighting regulations, if adopted, will apply as to all lands within the incorporated limits of the Town of Winthrop, Township 34, Range 21, parts of Sections 2 and 11.

Public Hearing: The Winthrop Planning Commission will hold an open record hearing on the application on Tuesday, May 11 at 6:05 pm. The public hearing will be conducted over Zoom. Those wishing to attend the public hearing can obtain the meeting link by emailing planner@townofwinthrop.com. The hearing will be conducted in accord with WMC Chapter 19.10. Any person desiring to present testimony may do so by providing written comment or by speaking at the hearing, and by doing so shall have standing as a party of record. Any person requiring assistance to access the hearing is urged to contact Town Hall at least 24 hours in advance.

Information available: Persons wishing to review the proposed outdoor lighting regulations may contact Winthrop Town Hall, 206 Riverside Ave. between the hours of 9 a.m. and 4 p.m., Monday – Thursday. Pursuant to WMC 19.06.040, a staff report summarizing the amendments will be available seven days prior to the public hearing. For further information contact Rocklynn Culp at (509) 996-2320.

SEPA Determination: A threshold determination of nonsignificance was issued for this non-project action on April 22, 2021. The comment period for the SEPA determination ends on May 14, 2021. The Town of Winthrop, as lead agency, has determined that the amendments do not have a probable significant adverse impact on the environment. An environmental impact statement is not required under RCW 43.21C.030(2)(c). The DNS has been issued under WAC 197-11-340(2).

Comments: Written comments should specifically address the content of the proposed regulations. Comments received prior to the public hearing will be provided to the planning commission and admitted to the record at the hearing. Comments should be submitted to the Town Planner, Town of Winthrop, PO Box 459, Winthrop, WA 98862, or by email to planner@townofwinthrop.com.

This notice is given pursuant to Winthrop Municipal Code Chapter 19.06.
