On or about 4/22/2021 the above-named Responsible Entity (RE) will request the Washington State Department of Commerce (Commerce) to release federal funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383) for the following project:
Project Title or Name: Town of Twisp Sewer Collection and Treatment Systems Project
Purpose and Nature of the Project: The Town’s existing sewer collection system is approximately 50 years old and has not undergone a comprehensive rehabilitation since their initial construction. The project will address reliability issues associated with the aging sewer system and eliminate the threat to public health and safety through three primary project components: I.) rehabilitation, repair, and replacement of the Town’s highest priority sewer mains, II.) rehabilitation and upgrade of Lift Station #2, and III.) biosolids dewatering upgrades at the wastewater treatment plant
Location (address, city, and county, identifying information) of the Project: There are twenty-two discreet project locations. Sewer main repairs (20 locations) will occur throughout Town within public right-of-way. Lift station #2 work will occur at the existing lift station site, located at the south end of Bridge Street at NE ¼ of the SE ¼, Section 17, T 33N, R 22E. Biosolids dewatering upgrades will occur at the Town’s existing wastewater treatment plant, located at SE ¼ of the SE ¼, Section 17, T 33N, R 22E.
Estimated Cost of the Project: $3,483,600
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act requirements.
ENVIRONMENTAL REVIEW RECORD
An Environmental Review Record (ERR) for this project has been developed by the above-named RE. The ERR documents the environmental determinations for this project and contains all of the required project information. The ERR is on file at Town of Twisp City Hall at 118 S Glover St, Twisp, WA 98856 and is available for examination and copying weekdays between 10AM – 3PM.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Town of Twisp City Hall at 118 S Glover St, Twisp, WA 98856 or by email at clerktreasurer@townoftwisp.com. All comments received by 4/21/2021 will be considered by the Town of Twisp prior to authorizing submission of a request for release of funds.
RELEASE OF GRANT FUNDS
The Town of Twisp certifies to Commerce that Randy Kilmer in his capacity as Town Clerk consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. Commerce’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the Town to use State Community Development Block Grant (CDBG) funds.
OBJECTION TO RELEASE OF FUNDS
Commerce will accept objections to its release of funds and the RE’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: a) the certification was not executed by the Certifying Officer of the (insert Name of RE); b) the RE has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the RE has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by Commerce; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to Local Government Division, Community Development Block Grant Program Manager, Department of Commerce, 1011 Plum Street SE, PO Box 42525, Olympia, Washington 98504-2525. Potential objectors should contact the Community Development Block Grant Program at (360) 725-4000 to verify the actual last day of the objection period.

THRESHOLD DETERMINATION OF NON-SIGNIFICANCE
PROPOSED REVISIONS TO OKANOGAN COUNTYCRITICAL AREAS ORDINANCE
NOTICE IS HEREBY GIVEN that the Okanogan County Department of Planning & Development has published proposed revisions to the Okanogan County Critical Areas Ordinance (CAO) for public review.
The SEPA Responsible Official has issued a Threshold Determination of Non-Significance in accordance with WAC 197-11-360 (4) after review of an environmental checklist prepared for this proposal. The SEPA Responsible Official has determined there is no likelihood of probable, significant, and adverse impacts as a result of this proposal.
The proposed draft of the CAO has completed the 60 day review by the Department of Commerce. Adoption of the proposed revisions to the CAO will satisfy the procedural requirements of Revised Code of Washington 36.70A.130 (4) (d).
Comments regarding the threshold determination may be submitted in writing to the address listed below. Deadline for submitting comments regarding this threshold determination will be 5:00 pm, April 28, 2021.
Comments on the Draft CAO must be submitted in writing to the address listed below. Deadline for submitting comments regarding the Draft revisions will be 5:00 p.m., May 13, 2021
