ADVERTISEMENT FOR BIDS
TOWN OF TWISP
SR 20 AND CANYON INTERSECTION AND TRANSIT STOP IMPROVEMENTS
Sealed bids will be received by the Town of Twisp at Town Hall located at 118 South Glover, PO Box 278, Twisp, WA 98856 until 11:59 A.M. on September 2, 2020 and there publicly opened and read. Due to COVID 19 protocol, the public opening will be performed electronically. Participation instructions will be posted on the Town’s website one week prior to the bid opening.
SR 20 & Canyon Road Intersection is a federally funded project that consists of widening the north side of SR 20 in order to provide a pedestrian crossing at the Canyon Road intersection, which will lead to a new transit shelter and transit pull out located on the northeast corner of the intersection. Additional improvements include; curb, gutter, sidewalk, surfacing, paving, pavement markings, traffic control, illumination system, landscaping, erosion control, and other work. The bid entails one bid alternate that consists of a separate landscaping island and additional irrigation. The project contains FHWA Buy America requirements.
The Town of Twisp in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
Plans, specifications, and bid documents are available for electronic download at www.questcdn.com. Insert the eBidDoc # 7248070 to download the digital documents for $15.00. Contract documents are on file for inspection at the Twisp Public Works Building.
A bid bond in the amount of 5% of the bid shall accompany all bids. All bids shall be marked “SEALED BID FOR SR 20 & Canyon Road Intersection”, on the outside of the envelope.
Bids must be completed on a lump sum and unit price basis as indicated on the BID PROPOSAL, and the total price shall be used for comparison of bids. The Town of Twisp reserves the right to reject any or all bids for cause
Time for completion of the work is limited to 43 working days.
Engineer’s estimated range for this project is $290,000 (includes Bid Alternate A1).
No bidder may withdraw their proposal after the hours set for the opening thereof, or before award of contract unless said award is delayed for a period exceeding forty-five (45) days.

NOTICE IS HEREBY GIVEN THAT Mike Kutz, Etal, PO Box 553, Winthrop, WA 98862 has submitted application for a 9-lot preliminary long plat under Winthrop Municipal Code (WMC) Chapters 16.20 and 19.04. The applicant proposes to utilize Town water and sewer services, and to provide private access from Horizon Flats Road via an easement. The subject property encompasses Lots 9 and 10 of Horizon Flats Subdivision. The subdivision will divide 2 acres into lots of varied sizes from 6,400 square feet to 26,140 square feet. The project is located in the SE ¼ of the NW ¼ of Section 11, Township 34, Range 21, in the Town of Winthrop.
Public Hearing: The Winthrop Planning Commission will hold an open record hearing on the application on September 8, 2020 at 6:40 pm. The public hearing will be conducted over Zoom. Those wishing to attend the public hearing can obtain the meeting link by emailing planner@townofwinthrop.com. The hearing will be conducted in accord with WMC Chapter 19.10. Any person desiring to testimony may do so at the hearing, and by doing so shall have standing as a party of record. Any person requiring assistance to access the hearing is urged to contact Town Hall at least 24 hours in advance.
Information available: Application materials are on file at Winthrop Town Hall. Persons wishing to view project information or receive a notice on the action taken on the application may contact Winthrop Town Hall, 206 Riverside Ave. between the hours of 9 a.m. and 4 p.m., Monday – Friday. SEPA Determination: A threshold determination of nonsignificance was issued for the project on August 6, 2020. The comment period for the SEPA determination ends on August 28, 2020. The Town of Winthrop, as lead agency, has determined that this project does not have a probable significant adverse impact on the environment. An environmental impact statement is not required under RCW 43.21C.030(2)(c). This decision was made after review of the application materials and a site visit. The DNS has been issued under WAC 197-11-340(2).
Comments: Written comments received prior to 4 pm on August 28, 2020, will be entered into the record and considered in the staff report; comments received after the above date but prior to the public hearing will be provided to the planning commission and admitted to the record at the hearing. NOTICE OF APPLICATION FOR CHANGE/TRANSFER OF A WATER RIGHT TO CHANGE POINTS OF WITHDRAWAL UNDER WATER RIGHT NO. G4-28310(B)(P).
TAKE NOTICE:
That on December 5, 2019, Larry Hunter and Mary Hunter of Winthrop, Washington, filed Application No. OKAN-19-06 with the Okanogan County Water Conservancy Board to change points of withdrawal of Water Right No. G4-28310(B)(P).
That said Water Right, No. G4-28310(B)(P), authorizes the withdrawal of 68 gallons per minute instantaneous demand, and 2 acre-feet per year for continuous domestic supply and 68 acre-feet per year for irrigation purposes from 2 points of withdrawal located within the Northwest quarter of the Northeast quarter and the Southwest quarter of the Northeast quarter of Section 23, Township 35 North, Range 21 E.W.M. Said water right authorizes water to be used for continuous year-round domestic supply, and for irrigation purposes from May 1st to September 30th of each year.
The Applicants propose to change the existing points of withdrawal of Water Right No. G4-28310(B)(P) to a proposed point of withdrawal located in the Northwest quarter, Section 23, Township 35 North, Range 21 E.W.M., within Okanogan County, Washington.
Any protests or objections to the approval of this Application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections; protests must be accompanied by a $50 recording fee and filed with the Cashiering Section, State of Washington, Department of Ecology, P.O. Box 47611, Lacey, Washington 98504-7611 within 30 days from August 19, 2020.
Any interested party may submit comments, objections, and other information to the Board regarding this Application. Comments and information may be submitted in writing or verbally at any public meeting of the Board held to discuss or decide on the Application. This Application will be on the Board Agenda during its regular meetings to be held on the first Wednesday of each month at 2:00 o’clock p.m., at its offices located at 123 Fifth Avenue North, Commissioner’s Hearing Room, Okanogan, Washington 98840.
