NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN THAT a public hearing will be held on June 16, 2020 at 11:00 A.M., in the Okanogan County Commissioners hearing room, located at 123 5th Ave North, Room 150, Okanogan Washington regarding an application for a 50-year franchise by Colville Confederated Tribal Fisheries, to construct, operate, and maintain water lines.
Franchise is located within the county right-of-way of beginning at MP 0.230 on OCR 3358, Brooks Tracts Road and traveling east to MP ± 0.400.
Members of the public may comment on this proposal. All written comments must be received prior to the start of the public hearing in order to be entered into the record. Testimonies will be heard during the Public Hearing at the above time and location. INVITATION TO BID
Sealed bids for the 2020 Landfill Crush Project, will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 11:00:00AM Pacific Time, Tuesday June 23, 2020 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.
All bid proposals shall be accompanied by a bid proposal deposit by certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.

The County of Okanogan in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex, in consideration for an award.
The Board of Commissioners of Okanogan County, reserves the right to reject any and all bids and to waive informalities in the bidding. The award of this contract, if made, will be to the lowest responsible bidder.
This Contract provides for the production of 75,000 tons of Crushed Landfill Cover Material including haul to stockpile, and other work including Site Reclamation. The Contractor shall excavate 15,000 tons of material from the excavation site shown in Exhibit A, haul to crush site to be crushed and stockpiled. The remaining 60,000 tons of cover material will be crushed out of the crush site and stockpiled as shown in Exhibit A, all in accordance with the attached Contract Plans, Contract Provisions, and the Standard Specifications.

Lodging Tax Revenue Application
The Okanogan County Lodging Tax Advisory Committee is accepting applications for 2021 Lodging Tax Revenue. Funds may used for marketing and promotion of tourism related events or activities and for capital expenditures and operation costs of certain agencies. Eligible applicants include certain non-profit entities and any municipality through a convention, visitors’ bureau or destination marketing organization for the following purposes:
1. Funding match for marketing and promotion of single events and festivals designed to attract tourists.
2. Funding operations and capital improvements of tourism-related facilities that enhance the tourism experience such as visitor’s information centers that are owned or operated by a municipality.
3. Funding match for Year-Round marketing and promotion of tourism attractions.

NOTICE IS HEREBY GIVEN by the Board of Okanogan County Commissioners have set a Public Hearing for 2:30 p.m. on Tuesday, June 16, 2020 and will be held in the County Commissioners’ Hearing Room. The purpose of the hearing is to receive public comment for or against the consideration of a budget supplemental appropriation within the Crime Victims Fund 129 in the amount of $19,698. The funds are from Grant money that will now be correctly stated in the 2020 budget. The hearing will be held in the County Commissioners’ Hearing Room located at 123 5th Avenue North, Okanogan, Washington. M2 Barkley Bear Habitat Improvement Project, SEPA 2020-4
Threshold SEPA Determination
Project Summary
Methow Salmon Recovery Foundation (MSRF) developed the M2 Barkley Bear habitat project through a regionally coordinated process based and scientifically informed restoration approach. The project has been developed to address ecological concerns and habitat conditions believed to limit fish survival and production within this reach of the Methow River, while balancing community interests and private property rights. The project includes the following key elements; construction of a new inlet channel paired with an apex logjam on the left bank; remove the concrete and steel Barkley headgate and conversion of the existing intake canal to a side channel feature to increase floodplain connectivity; build 4 engineered logjams to increase channel complexity; construct multiple small log structures to promote channel development; restore a perennial connection between Bear Creek and the Methow River by removing the fish screen and associated infrastructure; build an engineered logjam in the main stem Methow to increase complexity near the outlet of Bear Creek; plant approximately 3 acres of previously cleared areas with native riparian trees and shrubs; remove 650’ +/- of riprap on the left bank of the Methow River. All proposed work is to be on the left bank of the Methow River.
Project Location:
The project area includes lands in and adjacent to the Methow River extending from MP 49-50. The project is in Sections 12 & 13, Township 34 N., Range 21E.

Methow Sub-basin Bulk Sediment Sampling, SEPA 2020-5
Threshold SEPA Determination
Project Summary
The intent of the project is to quantify the clast distribution and relative clast abundance of stream-bed sediment I key areas of the Methow river sub-basin. The project includes extracting sediment samples from the stream bed with hand shovels and sorting the sample into 4 classes on-site (>63mm, >32mm, >16mm, <16mm). once sorted and weighed, all material coarser than 16mm will be returned to the excavation site along with material finer than 16mm minus a subsample, which will be retained for lab processing and sorting into successively finer size classes. 56 sampling locations are proposed with up to three replicates at each location. Each location will be sampled only once during the proposed 2-year window. The anticipated range of sample size volume is 0.02 — 0.16 cubic yards, which corresponds to sampling areas between 1 and 7 square feet.

The project includes Andrews Creek, Ben Canyon Creek, Chewuch River, Crater Creek, E Fork Buttermilk Creek, Early Winters Creek, Foggy Creek, Goat Creek, Lake Creek, Little Bridge Creek, Lost River, Methow River, N Fork Libby Creek, Poorman Creek, S Fork Beaver Creek, S Fork Gold Creek, S Fork Libby Creek, Twentymile Creek, Twisp River, War Creek, and Wolf Creek.

REVISED FINAL MITIGATED DETERMINATION OF NON-SIGNIFICANCE
Honeybear Growers SEPA 2020-1
NOTICE IS HEREBY GIVEN that Okanogan County Office of Planning and Development received an application and environmental checklist from Honeybear Growers LLC for a 47,500 square foot addition to an existing commercial structure for packing of apples.
The SEPA Responsible Official has reviewed an Environmental Checklist and project description and has issued a Final Mitigated Determination of Non-Significance (MDNS) on this proposal in accordance with WAC 197-11-350.
Location
The site is located approximately 1 mile north of Brewster at 15 Honeybear Lane on parcel number 8823800100.
This decision may be appealed in accordance with OCC 14.04.220. Appeals must be made in writing to the Okanogan County Hearing Examiner, 123 5th Ave N Ste. 130, Okanogan, WA 98840. Appeals must be submitted or postmarked by 5:00 p.m. on June18, 2020. Appeals shall state with specificity the elements of the environmental checklist and resulting determination the appellant finds objectionable and shall state the reason therefore. Appeals must include the $300.00 appeal fee. Date of publishing is June 3 & 4, 2020.
Failure to file a timely and complete appeal shall constitute waiver of all rights to an administrative appeal under county code. NOTICE IS HEREBY GIVEN that the Town of Winthrop has adopted its Ordinance No. 728, which in summary, amends Chapter 15.04, Uniform Construction Code, of the Winthrop Municipal Code to add a new section 15.04.025 providing for the waiver of certain fees and costs required under Uniform Construction Codes adopted by the Town.
Said ordinance may be examined at the Winthrop Town Hall during regular business hours or a copy will be mailed upon request.
This notice is given by order of the Town Council and pursuant to R.C.W. 35.27.300.
