PUBLIC HEARING NOTICE
NOTICE IS HEREBY GIVEN that the Town of Twisp Town Council will hold a public hearing on Tuesday, May 26, 2020 at 5:30 pm at Town Hall Council Chambers located at 118 S Glover Street, Twisp, WA. Due to restrictions on public gatherings during the COVID-19 emergency, the hearing will be available via GoToMeeting.

The public hearing has a dual purpose:
1. To review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state CDBG, and receive comment on proposed activities, particularly from lower income persons residing in the Town of Twisp.
2. To note the Town of Twisp will be applying for funding assistance to Rural Development (RD), a division of the United States Department of Agriculture (USDA). The application is for RD loan and grant monies to be used to finance the Town’s Wastewater System Improvements Project.
Through CDBG, up to $900,000 for construction and up to $30,000 for planning may be available to the Town of Twisp on a statewide competitive basis to fund public facility, community facility, economic development, planning and affordable housing projects that principally benefit low- and moderate-income persons.
An outline of the proposed Wastewater System Improvements Project will be available for review by email request to clerktreasurer@townoftwisp.com beginning May 1, 2020. Comments may also be submitted in writing to the Town of Twisp, until Tuesday May 26, 2020.
The Twisp Council Chambers is handicap accessible. TWISP CIVIC BUILDING
Sealed bids will be received by The Town of Twisp, in the Council Room located at 118 S. Glover Street, Twisp, WA 98856, for the construction of the Twisp Civic Building. The project includes demolition of the exiting town hall, and construction of a new 8,500 sf, single story, wood framed, civic building and associated site improvements. The building includes town administrative departments, police department, and Emergency Operations Center. Sealed Base Bids must be received by May 20, 2020, 2:00 p.m., local time, and must be marked “Sealed Bid –Twisp Civic Building”. Bids received after this time will not be considered. Sealed bids will be opened and publicly read May 20, 2020, 2:00 p.m. Due to Covid 19 protocol, the public opening will be performed electronically. Participation instructions will be issued via addendum and also posted on the Town of Twisp’s website. Bidders may download digital files at no cost; Hardcopy sets are available with a refundable deposit of $300.00 per set plus a non-refundable fee of $30.00 per set for handling to be submitted by separate checks. General Contractor may obtain two (2) sets of documents; Mech/Elec/First Tier subcontractors may obtain one (1) set of documents via checks payable to Architects West and mailed to Abadan Reprographics, 603 E. 2nd Ave., Spokane, WA 99202. Deposits will be returned on receipt of documents for a period of ten days after bid opening, provided they are complete and in clean, usable condition. Additional or partial sets may be purchased. Bid Security: A certified or bank cashier’s check in the amount of five percent (5%) of the bid amount, payable to the Town of Twisp, or bid bond executed by a licensed bonding company is required with each bid.
Rejection of Bids: The city shall have the right to reject any or all bids not accompanied by bid security or data required by the bidding document or a bid in any way incomplete or irregular.

All work performed on the project will be subject to the higher of prevailing state or federal Davis-Bacon wage rates. This project is partially funded through the Washington State Community Development Block Grant program with federal funds from the U.S Department of Housing and Urban Development.
A non-mandatory Pre-Bid Conference has been scheduled for 10:00 a.m. on Wednesday, May 6, 2020. Due to Covid 19 protocol, the Pre-Bid Conference will be performed electronically. Participation instructions will be issued via addendum and also posted on the Town of Twisp’s website.
No bidder may withdraw his bid after hour set for opening thereof, unless award is delayed for a period exceeding 60 days. The Town of Twisp reserves the right to reject any or all bids and to waive informalities or irregularities in any bid.
