NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners will conduct a public hearing on Tuesday, April 28 at 10:30 a.m. in the Commissioners Hearing Room, in order to take public testimony regarding a resolution which would declare certain County owned property surplus to the needs of the county. The surplus items are intended to be sold or disposed of at a public surplus auction sale by electronic media.
The public hearing will be conducted on Tuesday, April 28 at 10:30 a.m. in the Commissioners Auditorium in the Virginia Grainger Building located at 123 5th Ave N, Okanogan, WA. Verbal testimony will be taken at the hearing. Written comments may be submitted at the hearing or written comments will be accepted prior to the hearing and may be submitted in writing or electronically to Lalena Johns, Clerk of the Board, at 123 5th Ave N Ste 150, Okanogan, WA 98840 or at ljohns@co.okanogan.wa.us.
Date of publishing is April 15-16, and April 22-23, 2020.

NOTICE OF REMOTE PUBLIC HEARING
NOTICE IS HEREBY GIVEN that Due to the COVID-19 a Public Hearing will be held REMOTELY by the Board of Okanogan County Commissioners on Tuesday, May 12, 2020 at 3:30 p.m. Those wishing to attend the Public Hearing can attend via ZOOM Audio by dialing +1 301-715-8592 and when prompted enter Meeting ID 813 044 802.
The purpose of the public hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG), and receive comments on proposed activities, particularly from lower income persons residing in Okanogan County.
$84,171 is proposed to be available annually to the county and Okanogan County Community Action Council to fund public services that principally benefit low-and-moderate in come persons.
An overview of the proposed public services grant application will be available for review from the County Commissioners’ office Monday-Friday from 8:00 a.m. to Noon and 1:00 p.m. to 5:00 p.m. Due to COVID-19 and Governor’s order, please call in advance to arrange pick-up of the information 509-422-7105 or email Lanie Johns at ljohns@co.okanogan.wa.us.
Comments on the county’s and community action program and the program’s past performance and use of the 2019 CDBG Public Services Grant will also be received. Comments may be submitted either by mail to the above address or by email to ljohns@co.okanogan.wa.us.

Notice of Final Decision
Davis Lake Vault Toilet Replacement SE 2020-5
NOTICE IS HEREBY GIVEN that Stephanie Kuhns, WDFW has submitted a Joint Aquatic Resource Permit Application (JARPA) for an Okanogan County Shoreline Exemption.
The proposed project is to remove and replace the vault toilet. The vault toilet will be pumped out. The top half will be removed with an excavator. The vault portion will be crushed in place, removed from the site, and properly disposed of. An excavator will excavate 1’ below grade of the new vault. 1’ of structural fill will be installed in place leveled and compacted bringing grade up to the bottom of vault level. The new vault will be set in place, the gasket will be installed around the vault and the house will be placed on top. Common borrow fill will be placed pneumatically compacted in 1’ lifts up to 6” below final grade. Crushed surface top course will be placed and compacted matching the existing grade.
The project is intended to repair and repave the existing roadway accessing recreational area at Leader Lake. Plans are to recycle existing broken surface asphalt into the road subgrade followed by grading and applying a 2-inch pavement overlay on roadway and existing parking area. Additional crushed road may be brought in to provide adequate grade to roadway.
The project is in Township 34 North, Range 22E.W.M. in Section 17 on parcel # 3422170016 approximately 2 1/2 miles southeasterly of the Town of Winthrop, WA

WATER SYSTEM IMPROVEMENTS PROJECT
Separate sealed bids will be received by the Town of Twisp at the City Hall, located at 118 S. Glover St, Twisp, WA 98856 until 1:00 PM, April 29, 2020, and publicly opened and read aloud at that time. Due to Covid 19 protocol, the public opening will be performed electronically. Participation instructions will be posted on the Town’s website one week prior to the bid opening.

This is for work to install approximately 4,800 lineal feet of water main in existing roads with associated services and appurtenances. There is also approximately 12 lineal feet of sanitary sewer main repair, and stormwater facilities.
The project is located within the Town of Twisp city limits, rights-of-way and easements.
Proposals must be submitted on the forms provided in the Contract Documents. Bid bonds in an amount not less than 5% of the amount bid are to be made payable to the Town of Twisp. 100% performance and payment bonds will be required from the successful bidder.
The project is being funded by a grant/loan program from the United States department of Agriculture Rural Development program. Schedule A and Alternate 1 of this project is subject to Section 746 of Title VII of the Consolidated Appropriations Act of 2017, American Iron and Steel Requirements.
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver apply to this contract.
The Town of Twisp reserves the right to reject any and all bids, to waive technicalities, and in its sole judgement, accept the bid which it deems is in its best interest. Additional bid acceptance and contract award provisions are specified in the Contract Documents.
