Notice of Cancelled Appeal Hearing and Redetermination of
High Density for Cannabis Retail
NOTICE IS HEREBY GIVEN that the appeal hearing set for March 26, 2020 to consider the appeal brought by Saranjit Bassi on the Planning Determination of high density for a cannabis retail store has been cancelled. The appeal hearing will not be rescheduled. Pete Palmer the Director of Okanogan County Office of Planning and Development reviewed the application material and additional information and determined that the location of the proposal did not meet the definition of high density as outlined in ordinance 2019-2, OCC17A.290.040(6).
The applicant will be required to apply for a Conditional Use Permit as outlined in ordinance 2019-2, OCC17A.220 district use chart for the Neighborhood Commercial Zone.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that a Public Hearing will be held by the Board of Okanogan County Commissioners in their hearing room on Monday, April 6, 2020 at 2:00 p.m. The commissioners hearing room is located at 123 5th Avenue North, Okanogan, WA 98840.
The purpose of the public hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG), and receive comments on proposed activities, particularly from lower income persons residing in Okanogan County.
$84,171 is proposed to be available annually to the county and Okanogan County Community Action Council to fund public services that principally benefit low-and-moderate in come persons.
An overview of the proposed public services grant application will be available for review at the County Commissioner office Monday-Friday from 8:00 a.m. to Noon and 1:00 p.m. to 5:00 p.m. Due to COVID-19 and Governor’s order, please call in advance to arrange pick-up of the information.
Comments on the county’s and community action program’s past performance and use of their 2019 CDBG Public Services Grant will also be received. Comments may be submitted either by mail to the above address, in person at the hearing, or by email to ljohns@co.okanogan.wa.us.
A Spanish speaking interpreter will be available. The commissioners’ hearing room is handicap accessible. Additional arrangements to reasonable accommodate special needs will be made upon receiving 24-hour advance notice. You may contact the Commissioners’ Office at 509-422-7100 to make arrangements.

Inspections Have Begun
The Okanogan County Noxious Weed Control Board has begun inspections of properties for control of noxious weed species designated or selected as enforcement species. Landowners with any of these species present on their property shall be required to control the noxious weeds according to provisions outlined in Chapter 17.10 RCW.
INSPECTIONS SHALL TAKE PLACE FOR THE SPECIES DESIGNATED FOR CONTROL BY THE WASHINGTON STATE NOXIOUS WEED CONTROL BOARD and THE OKANOGAN COUNTY NOXIOUS WEED CONTROL BOARD; a list is available in our office. All State, Federal and private landowners will be notified of noxious weeds present and classified as enforceable and control will be required.
This notice is published according to Board policy to notify landowners in our County that OCNWCB may enter their property according to the provisions outlined in 17.10.160 RCW, and that this notice shall serve as “Reasonable Attempt” as defined according to the aforementioned RCW. BEFORE THE OKANOGAN WATER CONSERVANCY BOARD

TAKE NOTICE: That the applicant amended the original application on March 10, 2020, to request a change to the location of the point of diversion to the NE ¼ SW ¼ of Section 23, T. 33 N., R. 22 E.W.M. and revise the requested place of use to the W ½ NW ¼ NE ¼ of Section 35, T. 33 N., R. 22 E.W.M.
That on December 5, 2019, Penelope Varn of Twisp, Washington filed application number OKAN-19-08 with the Okanogan Water Conservancy Board to change the place of use under Adjudicated Water Right Certificate 198 (S4-*07245ALJWRIS).
That said right, under priority date of January 1, 1887, authorizes the diversion of 2.90 cubic feet per second and an unspecified annual quantity from Beaver Creek located within the SW ¼ NE ¼ of Section 23 and SW ¼ SE ¼ of Section 11, T. 33 N., R. 22 E.W.M. That said right authorizes water to be used for irrigation of 144.83 acres from May 1 to September 15 and continuous stock and domestic uses within the SW ¼ of Section 26, T. 33 N., R. 22 E.W.M., Okanogan County, Washington. A request for administrative division of water right has been submitted to Department of Ecology reflecting Ms. Varn’s ownership in said water right of 0.26 cubic feet per second and an unspecified annual quantity for irrigation of 13 acres within the S ½ SE ¼ SW ¼ of Section 26, T. 33 N., R. 22 E.W.M.
That the applicant proposes to change the place of use by transferring 0.09 cubic feet per second and an unspecified annual quantity for stockwater and irrigation of 4.5 acres located within the above described requested place of use.
Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections; protests must be accompanied by a fifty dollar ($50) recording fee and filed with the Department of Ecology Cashiering Unit, P.O. Box 47611, Olympia, WA 98504-7611 within thirty (30) days from March 25, 2020.
Any interested party may submit comments, objections, and other information to the Board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the Board held to discuss or decide on the application.
