NOTICE IS HEREBY GIVEN THAT a public hearing will be held on March 24, 2020 at 10:30 A.M., in the Okanogan County Commissioners hearing room, located at 123 5th Ave North, Room 150, Okanogan Washington regarding an application for a 50-year franchise by City of Pateros, to construct, operate, and maintain domestic water lines and sewer lines.
Franchise is located within the county right-of-way of beginning at City Limits on OCR 1651, Bill Shaw Road and traveling east to MP ± 0.860; and OCR 1658 Pedersen Road from MP ± 0.000 to MP ± 0.290.
Members of the public may comment on this proposal. All written comments must be received prior to the start of the public hearing in order to be entered into the record. Testimonies will be heard during the Public Hearing at the above time and location. NOTICE OF PUBLIC AUCTION
(Surplus Property)
NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners will conduct a public hearing on Monday, March 23 at 2:00 p.m. in the Commissioners Hearing Room, in order to take public testimony regarding a resolution which would declare certain County owned property surplus to the needs of the county. The surplus items are intended to be sold or disposed of either by public auction sale by electronic media or at a public auction set on Saturday, April 18, 2020 at 9:00 a.m. at the County Fairgrounds.
The public hearing will be conducted on Monday, March 23 at 2:00 p.m. in the Commissioners Auditorium in the Virginia Grainger Building located at 123 5th Ave N, Okanogan, WA. Verbal testimony will be taken at the hearing. An amended application for a short subdivision has been submitted by Vaughn Jolley to divide 33.48 acres into 2 lots. CUP 2020-3 Kullas Nightly Rental
Notice is hereby given that an application has been submitted by Mark Ryan of Ryan & Kuehler, PLLC on behalf of Mazama Petrichor, LLC to permit a nightly rental. The CUP, if approved, would allow a 1958sq ft. residence to be used as a nightly rental. The nightly rental would operate year-round and would allow up to 6 guests per stay. The site is located at 3 Nordic Village Rd near Mazama, WA on tax parcel number 6240000800. According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a threshold environmental Determination of Non-Significance (DNS) for this proposal. TOWN OF WINTHROP
NOTICE OF APPLICATION AND PUBLIC HEARING NOTICE
NOTICE IS HEREBY GIVEN that Friends of the Winthrop Library, P.O. Box 592, Winthrop, WA, 98862 has submitted a type IV westernization application, for projects exceeding $200,000.00 in value, for construction of a new public library under Winthrop Municipal Code (WMC) Chapters 15.08 and 19.04. The subject property is located on White Avenue, adjacent to Little Star School, on the southeast quarter of the southwest quarter of Section 2, Township 34 North, Range 21 East, W.M. and portion of Lots 1 and 2 of the Amherst Square Short Plat, as per plat recorded in Volume A-1 of Short Plats, pages 123 and 124 under Auditor’s No. 754034 records of the Auditor of Okanogan County, Washington.
The Winthrop Town Council will hold a public hearing on said application, pursuant to WMC Chapter 19.10 at 7:05 pm on Wednesday, April 1, 2020 in the back meeting room of the Winthrop Auditorium, 51 Highway 20, also known as the Hen House. Any person may appear and provide testimony at said time and place and by doing so shall have a standing as a party of record. Written comments must be received by the time of hearing in order to be considered in the record. BEFORE THE OKANOGAN WATER CONSERVANCY BOARD

TAKE NOTICE: That the applicant amended the original application on March 10, 2020, to request a change to the location of the point of diversion to the NE ¼ SW ¼ of Section 23, T. 33 N., R. 22 E.W.M. and revise the requested place of use to the W ½ NW ¼ NE ¼ of Section 35, T. 33 N., R. 22 E.W.M.
That on December 5, 2019, Penelope Varn of Twisp, Washington filed application number OKAN-19-08 with the Okanogan Water Conservancy Board to change the place of use under Adjudicated Water Right Certificate 198 (S4-*07245ALJWRIS).
That said right, under priority date of January 1, 1887, authorizes the diversion of 2.90 cubic feet per second and an unspecified annual quantity from Beaver Creek located within the SW ¼ NE ¼ of Section 23 and SW ¼ SE ¼ of Section 11, T. 33 N., R. 22 E.W.M. That said right authorizes water to be used for irrigation of 144.83 acres from May 1 to September 15 and continuous stock and domestic uses within the SW ¼ of Section 26, T. 33 N., R. 22 E.W.M., Okanogan County, Washington. A request for administrative division of water right has been submitted to Department of Ecology reflecting Ms. Varn’s ownership in said water right of 0.26 cubic feet per second and an unspecified annual quantity for irrigation of 13 acres within the S ½ SE ¼ SW ¼ of Section 26, T. 33 N., R. 22 E.W.M.
That the applicant proposes to change the place of use by transferring 0.09 cubic feet per second and an unspecified annual quantity for stockwater and irrigation of 4.5 acres located within the above described requested place of use.
Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections; protests must be accompanied by a fifty dollar ($50) recording fee and filed with the Department of Ecology Cashiering Unit, P.O. Box 47611, Olympia, WA 98504-7611 within thirty (30) days from March 25, 2020.
Any interested party may submit comments, objections, and other information to the Board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the Board held to discuss or decide on the application. This application will be on the Board’s agenda during its regular meeting to be held on the first Thursday of each month at 123 5th Avenue North in Okanogan, Washington until the Board renders a decision on the application.
