NOTICE IS HEREBY GIVEN that Robert McKellar, WA DNR has submitted a Joint Aquatic Resource Permit Application (JARPA) for an Okanogan County Shoreline Exemption.
The project is intended to repair and repave the existing roadway accessing recreational area at Leader Lake. Plans are to recycle existing broken surface asphalt into the road subgrade followed by grading and applying a 2-inch pavement overlay on roadway and existing parking area. Greenacres Cannabis Farms,

Threshold SEPA Determination
Kyle Walter is proposing to place eight tier-three cannabis production/processing facilities on three parcels, totaling 44 acres, located on Greenacres Rd. The applicant will be applying for a boundary line adjustment between the two northern parcels making parcel 3426020013 six acres and parcel 3426024008 eighteen acres. The boundary line adjustment is to make parcel 3426020013 compatible with OCC 17A.290.040(B)(5) which requires a minimum lot size of 5 acres for a cannabis production facility.
The project consists of:
Parcel 3426020013 adding one tier-three outdoor cannabis production/processing facility with two 14 x 66 mobile offices and using an existing 80 x 40 structure for processing.
Parcel 3426024008 will have one year-round tier-three indoor/outdoor cannabis production/processing facility with one 100 x 586 green house, four 100 x 200 greenhouses, two 14 x 66 mobile offices and two 120 x 80 processing buildings; one will be used for oil extraction using a closed loop system; one will have a commercial kitchen and bathroom. This parcel will also have two tier-three outdoor cannabis production/processing facilities each having two 14 x 66 mobile offices, two 100 x 120 greenhouses and one 80 x 100 processing building.
Parcel 3426024009 will have four tier-three outdoor cannabis production/processing facilities each having two 14 x 66 mobile offices, two 100 x 120 greenhouses and one 80 x 100 processing building, two of the processing buildings will have a commercial kitchen and bathroom.
Water source for the outdoor grows will be provided by irrigation water right. Indoor water use will be provided by an exempt well. Proposed exempt well water use is 4100 GPD for the indoor grow, commercial kitchens, and bathrooms. Period of operation for the outdoor grows will be from April to October. The indoor grow will operate year-round. Hours of operation will be from 7 am to 6pm
The site is located off of Greenacres Rd. near Riverside WA on tax parcel numbers 3426020013, 3426024008 and 3426024009.
The Okanogan County SEPA Responsible official issued a mitigated threshold environmental determination of non-significance (MDNS) in accordance with WAC 197-11-350. SEPA Comments must be submitted in writing no later than 5:00 p.m., March 26, 2020. Failure to comment by this date denies a party standing to appeal the final determination. Determination of High Density for Cannabis Retail
NOTICE IS HEREBY GIVEN that the Okanogan County Office of Hearing Examiner will conduct a hearing on March 26, 2020 to consider an appeal brought by Saranjit Bassi on the Planning Officials determination of high density for a cannabis retail store as outlined in ordinance 2019-2.
The appeal hearing will be conducted on March 26, 2020 at 10:00 a.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, WA. Testimony and evidence will be presented at the hearing by parties with standing. Testimony relevant to the appeal issue will be accepted from interested parties. All testimony must be given under oath.

These notices shall satisfy two separate, but related procedural requirements for activities to be undertaken by Okanogan County (RE).
REQUEST FOR RELEASE OF FUNDS
On or about March 28, 2020 the County of Okanogan will request the Washington State Department of Commerce (Commerce) to release federal funds under title I of the Housing and Community Development Act of 1974 (PL 93-383) for the following project:
Oroville Harvest Shelter Renovation (Shelter)
The Oroville Housing Authority intends to connect the Shelter to the City of Oroville’s sewer system, renovate the existing sleeping trailers, replace the existing common use trailers used by tenants for kitchen, toilets, and showers with 2 newly constructed buildings, and bring the project to ADA compliance. The project is located at 18 Sawtells Road, Oroville, WA 98844, Okanogan County. The estimated cost of the project is $300,500 (Sewer Connection) and approximately $2,000,000 (New common use buildings, upgrades and accessibility)
FINDING OF NO SIGNIFICANT IMPACT
Okanogan County determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL 91-190) is not required. Additionally, project information is contained in the Environmental Review Record (ERR) on file at 123 5th Ave. N., Rm 150, Okanogan, WA 98840 and is available for examination and copying weekdays between 9:00 A.M. to 5:00 P.M.
PUBLIC COMMENTS
Any individual, group or agency disagreeing with this determination or wishing to comment on the project may submit written comments to Okanogan County Commissioners, Lalena Johns, Clerk of the Board, 123 5th Ave. N., Rm 150, Okanogan, WA 98840. All comments received by March 27. 2020 will be considered by Okanogan County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
RELEASE OF FUNDS
Okanogan County certifies to Commerce that The Honorable Jim DeTro in his/her capacity as Chair, Okanogan County Board of County Commissioners consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. Commerce’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows Okanogan County to use State Community Development Block Grant (CDBG) Funds.
OBJECTIONS TO RELEASE OF FUNDS
Commerce will accept objections to its release of funds and the Okanogan County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: a) the certification was not executed by the Certifying Officer of Okanogan County; (b) the RE has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) Okanogan County has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by Commerce; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to Community Development Block Grant, Program Manager, Department of Commerce, 1011 Plum Street SE, PO Box 42525, Olympia, Washington. 98504-2525. REQUEST FOR PROPOSALS BY OKANOGAN COUNTY

POSITION: HOMELESS HOUSING PLANNING AND DEVELOPMENT COORDINATOR
The Contractor, serving as the Homeless Housing Planning and Development Coordinator will provide support to the Housing Coalition for Okanogan County. As such she/he will be an independent contractor operating on a not to exceed bid basis for the full scope of the work. This work may extend into subsequent years, depending on availability of funding. Contract for bid is limited to available funding at the time of award.
SCOPE OF WORK:
The contractor will be responsible for developing and facilitating an effective and dynamic county-wide coalition in ways that integrate and maintain awareness of county homelessness and housing efforts and best practices. As a central roadmap for the Coalition, the contractor will support implementation, and track goals and strategies within the current Okanogan County homelessness plan (e.g. matrix of outcomes across the year to demonstrate impact); integrate the current plan with our 2020 county housing study; and refine the current plan to best align with community assets and needs. Across the year, the Contractor will revitalize the Homeless Housing Task Force, including persons with lived homeless experience, to inform the development and review of the plan. The contractor will assist in identifying and disseminating funding opportunities that respond to priority housing needs. A copy of the plan is attached for reference along with the new requirements from the Department of Commerce.
Projected Start date: June 1st
Dependent upon success of year 1 outcomes and available funding, contractor may be invited to participate in future work. Successful outcomes in 2020 would include the following:
• Partners in the Coalition will be able to participate without overextending their resources, and current membership may increase to better reflect the demographics and interests of housing providers in the county
• Coalition has capacity to learn and integrate essential information to best serve homeless population
• Coalition partners and housing stakeholders have increased knowledge of funding opportunities and how opportunities pertain to housing priorities
• Housing efforts across the county are connected and integrated
• County stakeholders have a future-focused roadmap that systematically solves housing issues and addresses their underlying causes
QUALIFICATIONS:
Successful applicant will be able to demonstrate:
• Previous work product
• At least 4 years of demonstrated experience in homeless and affordable housing work
• Demonstrated ability to work independently
• Expertise (or ability to develop expertise) in strategies to best serve homeless populations
• Extensive experience in community engagement and social equity analysis

FOR PROFESSIONAL ENGINEERING AND SURVEYING SERVICES
The Town of Winthrop Washington is inviting statements of qualifications (SOQ) from consultants or consulting firms. Winthrop is generating a roster of professional services in the areas of civil engineering, water, street and sewer design, water right due diligence with follow up water right permitting work, environmental, soils remediation, cultural resources, and survey which may be used for general or project specific tasks. Consultants selection will be based upon qualifications, on an as needed basis.
SOQs should identify which categories of the services listed above the consultant is qualified to provide. SOQs will be reviewed and placed on file for one year and may be used as a source from which to select one or more firms for any specific project or ongoing services. Selected firms or individuals must have proven ability in successfully completing similar projects, perform project components in a timely and professional manner and be able to work cooperatively with the Town of Winthrop, funding agencies and other project participants. WAC 197-11-970 Determination of Nonsignificance (DNS)
Description of proposal: Site development including clearing, grading, installation of utilities and site drainage, and construction of a new fire station on a 5-acre parcel of land as described in a SEPA Checklist and associated plans and documentation. 1.65 acres of the site will be retained in native vegetation. Access is off of Horizon Flats Road.

Location of proposal, including street address, if any: Parcels 3421110159 and 2890003101, located on Horizon Flats Road in the Town of Winthrop.
Lead agency: Town of Winthrop
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist, and the following documents: Drainage Report of December, 2018; Erosion Control and Sediment Plan; Wildlife Habitat Plan and Recommendations dated 9/21/18; Retained Vegetation Map dated 1/4/19; Correspondence and Exhibits dated 1/21/20; Trip Generation and Distribution Letter dated 2/19/20. This information is available to the public on request. Pursuant to WAC 197-11-350, the lead agency considers this a mitigated DNS. The project includes measures to avoid and minimize impacts as provided in the SEPA Checklist, supporting documents and as agreed between the Town of Winthrop and Fire District #6.
This DNS is issued under WAC197-11-340(2) and WAC 197-11-350(1); the lead agency will not act on this proposal for the 14 days from the date below. Comments must be submitted by March 26, 2020.
