The hearing is held to receive public comment for or against the consideration of a budget supplemental appropriation in the amount of $5,485. The funds are from the County’s Current Expense Fund 001 and will be used for Salaries and Benefits. PUBLIC NOTICE
CALL FOR BIDS – OFFICIAL COUNTY NEWSPAPER
The Board of Okanogan County Commissioners intends to contract with a qualified legal newspaper, in accordance with RCW 65.16.020, to serve as the official newspaper for publishing all of Okanogan County’s legal notices for one year beginning July 1, 2020. Qualified proponents are invited to submit bids for serving as Okanogan County’s official county newspaper within which the newspaper is generally circulated.
Responsive Bids shall be submitted no later than Monday, March 9, 2020, at 2:00 p.m. to the County Commissioners’ Office located at 123 5th Avenue North, Room 150, Okanogan, Washington, where the bids will be publicly opened and read aloud and recorded into the commission’s proceedings.
As provided for in RCW 36.72.075 and subject to the specifications in this invitation to bid, the Board of County Commissioners shall award the bid to the best and lowest responsible bidder. The Award of the contract will be considered by the Board of Commissioners at a Public Meeting held on Tuesday, March 24, 2020 at 3:00 p.m. in the commissioners’ hearing room. It is the Board’s intent to award the contract to the winning bidder at that time.
Bids shall be submitted in a sealed envelope clearly marked with the name and address of the bidder and the words “BID FOR OFFICIAL COUNTY NEWSPAPER” as applicable, on the outside of the envelope. Bids that are submitted timely and properly will be opened and read aloud at the Public Meeting. Any bid received after that time shall be null and void and shall be returned unopened to the bidder.

You are encouraged to attend a Town of Twisp community meeting on March 4th at 6:00 pm at the Twisp Grange Hall for an informational session regarding the following two construction projects in Twisp; Twisp Northtown Improvement Project, AND SR20 / Canyon Street crossing & transit stop. A question and answer time by the Town’s engineering teams will follow the presentations. These are extensive projects that will affect many residents during the construction phase and benefit the entire community upon its completion. We are excited about the infrastructure improvements that are planned to begin this summer.

Town of Twisp
Request for Statement of Qualifications
For Establishing a Consultant Roster
The Town of Twisp (pursuant to Chapter 61, Laws of 1981) requests Statements of Qualifications (SOQ) and performance information from firms interested in providing professional engineering and land surveying services for the 2020 year in conjunction with Town sponsored projects. Potential projects include improvements to the Town’s water and wastewater systems, street and storm drainage system, airport, pool, park and recreational facilities.
Professional services may include, but are not limited to planning, grant and loan application assistance, project cost estimating, surveying, environmental documentation, permit acquisition, and design and construction engineering. Additional information about possible anticipated projects may be obtained by emailing to: publicworks@townoftwisp.com.
Statements shall include 1) description of the firm, 2) a listing of the types of services the firm provides, 3) description of the consultant’s team including references, 4) descriptions of relevant project experience related to the facilities and services listed above, and 5) firm references.
Statements of qualifications will be reviewed, placed on file for the 2020 year and will be used as the source from which to select one or more qualified firms from whom a detailed proposal will be requested for any specific project. Projects may be totally or partially funded through the Washington State Community Development Block Grant program (with federal funds provided by the U.S. Department of Housing and Urban Development), the Washington State Department of Health, Drinking Water State Revolving Fund, U. S. Department of Agriculture Rural Development, Environmental Protection Agency State, and Tribal Assistance Grant, Transportation Improvement Board, or Washington Department of Transportation/Federal Highway Administration funding programs. Cost plus percentage of construction cost contracts will not be allowed and a number of state and federal equal opportunity and affirmative action requirements will apply to the selection process and conduct of each project.

The Town publishes this request in accordance with the requirements of RCW 39.80. Contracts with selected firms will be negotiated in accordance with RCW 39.80.

Interviews may or may not be conducted. The Town reserves the right to select the consultant based upon written qualifications only, or to advertise and retain other consultants on individual projects independent of the firm selected from this solicitation.

SMALL WORKS ROSTER 2020
In accordance with RCW 39.04.155, the Town of Twisp maintains a Small Works Roster and is now accepting applications. Small works contracts are for public works projects with an estimated cost of construction and/or services not to exceed $200,000. The Town will accept proposals for jobs from all appropriate contractors who request to be on the list by submitting a completed application. Jobs include but are not limited to the following: building maintenance and construction, electrical, street and sidewalk construction and maintenance including snow clearing, sewer and water system work, equipment maintenance and fabrication, landscaping and excavation.
