PUBLIC HEARING
PROPOSED CODE AMENDMENT
OCC 2.88 PUBLIC RECORDS
NOTICE IS HEREBY GIVEN that the Okanogan County Prosecutor’s Office has proposed an ordinance that would amend Okanogan County Code OCC 2.88.070 Review of Denials of Public Records, to strike out the provision that requestors exhaust administrative remedies before seeking judicial review of a county decision regarding a records request and replacing it with language that does not first require administrative review of a public records request denial before a person can file a lawsuit to obtain a record. A copy of the proposed regulations will be mailed upon request.
The SEPA Responsible Official has determined this proposal is categorically exempt from environmental review in accordance with WAC 197-11-800 (19a).
A public hearing has been scheduled by the Okanogan County Board of County Commissioners. The public hearing will be conducted on January 21, 2020 at 4:00 p.m. in the Commissioners Auditorium in the Virginia Grainger Building in Okanogan, WA. Verbal testimony will be taken. Written comments may be submitted at the hearing or prior to the hearing and may be submitted to Laleña Johns, Clerk of the Board, at 123 5th Ave N Suite 150, Okanogan, WA 98840 or at ljohns@co.okanogan.wa.us.
Date of publishing is January 8 & 9, 2020.

NOTICE OF PUBLIC HEARING
INTERIM OKANOGAN COUNTY CODE REVISIONS
OCC 17A.400.130 (2) and 17A.400.120(D) WATER AVAILABILITY STUDY AREA
WRIA 48
NOTICE IS HEREBY GIVEN that the Okanogan Board of County Commissioners will conduct a public hearing on January 27, 2020 to take public testimony regarding ordinance 2019-11 approved on December 18, 2019 that adopted interim code revisions to OCC 17A.400 Water Availability Study Areas. The public hearing is scheduled to meet the procedural requirements found in RCW 36.70.795. The interim code revisions amend OCC 17A.400.130(2) by amending subsection 2 which identifies WRIA 48 and subsection 2(a) which identifies the Restricted Areas surrounding the closed surface waters listed in WAC 173-548-050 in WRIA #48 as water availability study areas. Those areas that are within WRIA 48 and outside the Columbia River influence as well as outside the closed tributaries contained in WAC 173-548-050 are allowed an exception to create one additional lot containing a new legal water supply if the parent parcel currently contains a single family residence. The effect of this decision is to prohibit the application for land divisions other than the exceptions in 17A.400.120(D) during the time period of the study which is up to 2 years before further review.
The interim code revisions will undergo environmental review and be scheduled for additional public hearings before the Okanogan County Regional Planning Commission followed by the Okanogan Board of County Commissioners.
The public hearing will be conducted on January 27, 2020 at 5:00 p.m. at the Red Barn in Winthrop located at 51 North Highway 20, Winthrop, WA.
