The above Court has appointed me as Personal Representative of Decedent’s estate. Any person having a claim against the Decedent must present the claim: (a) Before the time when the claim would be barred by any applicable statute of limitations, and (b) In the manner provided in RCW 11.40.070: (i) By filing the original of the claim with the foregoing Court, and (ii) By serving on or mailing to me at the address below a copy of the claim. The claim must be presented by the later of: (a) Thirty (30) days after I served or mailed this Notice as provided in RCW 11.40.020(1)(c), or (b) Four (4) months after the date of first publication of this Notice. If the claim is not presented within this time period, the claim will be forever barred except as provided in RCW 11.40.051 and 11.40.060. This bar is effective for claims against both the Decedent’s probate and non-probate assets.

Town of Twisp
Request for Statement of Qualifications
The Town of Twisp solicits interest from consulting firms with expertise in Civil and Structural Design and construction management. Consultants will be considered for the following project.
PROJECT DESCRIPTION
The work to be performed by the CONSULTANT consists of preparing preliminary engineering, environmental, PS&E, construction management, advertisement and award for the improvement of:
• North End SR20 Pedestrian/Bike Path:
1. Install raised sidewalk and ADA ramp north end of SR20 from Twisp River bridge to stream crossing north of Days Ln.
2. Install three crosswalks over Ainsworth St, Hagerman St, and Days Ln.
3. Install bike lanes and signage along both sides of SR20 north end of SR20 from Twisp River bridge to stream crossing north of Days Ln.
It is estimated that the design phase will occur in 2020 and construction in 2021. The project cost estimate is $1,340,484 and will be funded by WSDOT Pedestrian and Bicycle and Safe Routes to School.
SUBMITTAL
All proposals shall contain the following minimum information in the order shown below:
1. Letter of Interest and Introduction
2. Similar Experience: List the experience for the firm’s key staff proposed for this project. Provide detailed information, including references on two of those projects that are very similar to this project.
3. Proposed Staff: List the experience and number of years with the firm for the key members of the staff proposed on the project (Resumes to be included as appendix). Also, include the experience of any subconsultant staff to be proposed on this staff. What experience has the team had together on other projects?
4. Demonstration of Understanding of the Project: List and describe briefly what you think are important issues on this project and what would be your approach for successful completion of the project.
5. Staff Availability: Demonstrate your ability to provide the proposed staff for this project.
6. Project Management: Who will be the project manager? What experience does the project manager have on transportation projects generally and, specifically with the LAG Manual. What experience does the project Manager have on multi-agency projects? Describe the project management approach to be used, including how costs will be managed and controlled.
7. Proposal Format: Please provide the above information in the order listed in an organized fashion. The total length of the proposal shall not exceed 20 double sided or 40 single sided letter size pages. Pages and graphics shall be kept to a minimum (resumes will not be counted on the page totals)
Evaluation and ranking of consultants shall be by Town Officials based on written evaluation forms that rate each firm based on the above 7 criteria.
The Town of Twisp reserves the right to retain the services of the successful firm for any subsequent phases associated with this project.
The Town of Twisp encourages disadvantaged, minority, and women-owned consultant firms to respond.
Two copies of the SOQ shall be submitted to Twisp Town Hall at 118 S. Glover St. Twisp, WA 98856 or mailed to Town of Twisp, PO Box 278 Twisp, WA 98856 (received or post marked) by 1/13/20 at 3:00 PM. No submittals will be accepted after that date and time. NOTICE IS HEREBY GIVEN by the Board of Okanogan County Commissioners that a Public Hearing is set for 11:00 a.m. on Monday, December 23, 2019 and will be held in the County Commissioners’ Hearing Room. NOTICE OF PUBLIC HEARING
2020 Okanogan County Budget Supplemental
Current Expense, Miscellaneous and
Jr. Taxing District Budgets
NOTICE IS HEREBY GIVEN, by the Board of Okanogan County Commissioners that, in accordance with RCW 36.40.080, Okanogan County approved its 2020 Budget, including Jr. Taxing Districts, Miscellaneous Funds, and Public Works Funds, at a public hearing that concluded December 9, 2019. Whereas, several Jr. Taxing Districts did not submit their budgets to the county on time. Therefore, in accordance with RCW 36.40.100, Okanogan County must hold another public hearing to appropriate the missing Jr. Taxing Districts budgets for the ensuing year.
Therefore, a Public Hearing is set for Monday, December 30 at 11:15 a.m. Upon the conclusion of the budget hearing the county legislative authority shall finally fix and determine each item of the budget and shall by resolution adopt the budget as so finally determined and enter the same in detail in the official minutes of the board.
Those wishing to attend and comment upon the consideration of the supplemental 2020 budget at the hearing may do so in the Commissioners Hearing Room at 123 5th Avenue North, Okanogan, WA 98840.

Final SEPA Determination
Marta Large Lot Segregation 2019-2
The applicant, Kathy Marta, has submitted a large lot segregation application to divide 315 acres into 9 parcels ranging in size from 20 acres to 80 acres. Large lot segregations are administered in accordance with OCC 16.10 and are exempt from RCW 58.17. The property is located approximately 11 miles South of Wauconda, WA. off Bonaparte Run Rd, within township 38, range 30, and sections 21 and 28, East Willamette Meridian. The tax parcel numbers are 3830210001 & 3830280004.
According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a final environmental determination of non-significance (DNS) for this proposal. This decision may be appealed in accordance with OCC 14.04.220. Appeals must be made in writing to the Okanogan County Hearing Examiner, 123 5th Ave N Ste. 130, Okanogan, WA 98840. Appeals must be submitted or postmarked by 5:00 p.m. on January 3, 2020 Appeals shall state with specificity the elements of the environmental checklist and resulting determination the appellant finds objectionable and shall state the reason therefore. Project Summary
NCI Datacom is proposing to construct an 80’ guyed lattice communications tower on a leased area of a 40 acre parcel. This tower is to replace an existing 60’ lattice communication tower.

Threshold SEPA Determination
Greg Griffiths is proposing to add a second cannabis production operation on a parcel located on Thayer South Rd. The parcel has an existing vested Tier 2 with processing. The project consists of adding an additional Tier 2 cannabis production and a 10’ x10’ shed in a 150’ x 200’ fenced area on parcel 3927330058. Water source for the outdoor grows will be provided by the Oroville-Tonasket Irrigation District. Period of operation for the outdoor grows will be from April to November during daylight hours.
