2020 BUDGET PUBLIC HEARING NOTICE
NOTICE IS HEREBY GIVEN that the Town Council of the Town of Winthrop, Washington, has prepared the Town Budget for fiscal year 2020. Public hearing upon said budget will be held on Wednesday, November 20, 2019 at the hour of 6:05 p.m. in the back room (Hen House) of the Winthrop Barn, 51 SR20.
All interested persons may appear and be heard at said time and place. Written comments must be received by the time of hearing in order to be considered. All persons requiring assistance in accessing the Winthrop Barn are requested to contact Town Hall at 996-2320 at least one day prior to the hearing.
Said proposed budget will be on file on November 7, 2019 in the office of the Town Clerk, 206 Riverside Avenue, and may be examined there during regular business hours or can be mailed upon request by calling Town Hall at (509)996-2320.

REQUEST FOR PROPOSAL
The Twisp Public Development Authority (PDA) is extending the deadline for qualified candidates to complete a technical infrastructure assessment of the Methow Valley’s broadband capabilities and future needs. The project seeks to identify a consultant to facilitate planning, identify industry best practices, perform local market analysis, inventory and map local infrastructure and demand, model broadband infrastructure expansion projects, perform business case evaluation on each model, identify and recommend implementation funding options, identify public or private partnerships and recommend an action plan. The complete RFP and evaluation criteria can be requested from info@twispworks.org. Proposals are due Friday, November 15, 2019.

INVITATION TO BID
Sealed bids for CRP No. 3735-06 Omak Riverside Eastside Road will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 11:00 A.M. Pacific Time, Tuesday, November 26, 2019 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.
All bid proposals shall be accompanied by a bid proposal deposit in the form of certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.
Maps, plans and specifications are available upon payment of a non-refundable fee in the amount of $15 per USB Flash Drive or $65 per hard copy set, at the office of the County Engineer, 1234A 2nd Ave. South, Okanogan, WA 98840 or contact the Contracts Administrator at 509-422-7300. This is a State Funded project that provides for the improvement of Okanogan County Road No. 3735 Omak Riverside Eastside from Hwy 155 BMP 0.00 to EMP 1.50. This is an overlay project which will include applying pre-level and hot mix asphalt. This project will include culvert extensions, miscellaneous shoulder work, minor roadway excavation for repair and transitions, removing existing overlay from bridge deck, and planing bituminous pavement, and other work, all in accordance with the Contract Plans, Contract Provisions, and the Standard Specifications.

2020 Okanogan County Current Expense, Miscellaneous and Jr. Taxing District Budgets Adoption
NOTICE IS HEREBY GIVEN, by the Board of Okanogan County Commissioners that it has received, in accordance with RCW 36.40.040, its 2020 preliminary budget which has been prepared, filed, and is available to the public. In accordance with RCW 36.40.071, the Board has chosen to use the alternate date for its budget hearing for the purpose of fixing its final budget and may continue the hearing from day-to-day, not to exceed five days. Therefore, a Public Hearing on Okanogan County’s 2020 budget is set for Monday, December 2 at 2:30 p.m. Upon the conclusion of the budget hearing the county legislative authority shall fix and determine each item of the budget and shall by resolution adopt the budget as so finally determined and enter the same in detail in the official minutes of the board.

NOTICE IS HEREBY GIVEN, by the Board of Okanogan County Commissioners has scheduled a Public Hearing on Okanogan County’s property tax revenue sources for the following year’s 2020 budget, including the consideration of possible increases in property tax revenues. The county’s current expense budget is primarily funded by taxes and charges and reflects the provision of ongoing services. At the conclusion of the hearing, the Board may choose to pass a resolution establishing the property tax levy in terms of total dollars and percent increase from the previous year.
