NOTICE is hereby given that the Board of Directors (the “Board”) of Methow Valley School District No. 350, Okanogan County, Washington (the “District”) will hold a public hearing for the purpose of receiving comments on the District’s 2019-20 budget extension to increase the Debt Service Fund appropriations. Following the public hearing, the Board will meet to consider and act upon Resolution No. 11-1-19, which approves and adopts an extension of the 2019-20 budget to increase the Debt Service Fund appropriations. PUBLIC HEARING NOTICE
NOTICE IS HEREBY GIVEN that the Winthrop Town Council will hold a public hearing on the revenue sources for the 2020 current expense fund budget and the setting of the annual Ad Valorem (property) and Emergency Medical Service taxes for the year 2020 for the Town of Winthrop at 6:05 pm on Wednesday, November 6, 2019 in the back room (Hen House) of the Winthrop Barn, 51 SR20.
NOTICE IS ALSO GIVEN that the 2020 preliminary budget for the Town of Winthrop has been filed with the Town Clerk. Preliminary hearing is set for October 23, 2019 at 6:00 pm in the Hen House. Draft Budget will be available at Winthrop Town Hall on November 7, 2019. Final public hearing on said budget will be held on November 20, 2019 at 6:05 pm in the Hen House.
All interested persons may appear and be heard at said time and place. Written comments must be received by the time of hearing in order to be considered. All persons requiring assistance in accessing the Winthrop Barn are requested to contact Town Hall at 996-2320 at least one day prior to the hearing.
The property tax ordinances can be reviewed at Winthrop Town Hall or mailed upon request.

Notice Request for Proposal
In collaboration with Housing Coalition for Okanogan County, the Board of Okanogan County Commissioners is requesting proposals for a housing needs assessment for Okanogan County.
The County has received a Planning Only – Community Development Block Grant.
The County of and the Housing Coalition of Okanogan County is requesting qualified professionals to submit proposals to perform a scope of work that includes a county-wide housing affordability, market, and availability study. The project budget is approximately $50,000, with final study due by August 21, 2020. The Contract terms and conditions will be fixed price and will include scope, budget, schedule, and other necessary items pertaining to the project.

Selection Criteria: Proposals will be rated and ranked the following items. Amount of qualifying work experience includes working with rural communities. 20 Points; Availability and capacity to accomplish the work in the required time frame. 20 Points; Experience with federally funded projects, especially CDBG projects. 20 Points; Qualifications of personnel that will be working on the project. 15 Points; Professional references. 15 Points; Cost. 10 Points; for a TOTAL 100 Points.
Firms desiring consideration shall submit a complete proposal package and any other pertinent data to: Sue Edick, Oroville Housing Authority, PO Box 1242, Oroville, WA 98844.
Complete proposal packages should be submitted to arrive no later than 5:00 PM on November 30, 2019. The most highly rated firm whose proposal is determined to be most advantageous to the project based on the stated criteria will be selected for an interview and negotiation of the professional service contract. Fair and reasonable compensation is determined during the negotiation process.

Schoolhouse Project Repair SE 2019-11
NOTICE IS HEREBY GIVEN that Jarred Johnson, Confederated Tribes and Bands of the Yakama Nation has submitted a Joint Aquatic Resource Permit Application (JARPA) for an Okanogan County Shoreline Exemption.
The project is a salmon habitat restoration project consistent with the Upper Columbia Salmon Recovery Plan to assist in recovery of native run ESA listed spring Chinook and steelhead stocks. The project seeks to repair a recent avulsion and upstream headcut. In addition, this project will prevent an additional avulsion currently developing downstream. These avulsions and corresponding headcuts are reducing floodplain inundation, wetland conditions and side channel habitats used by endangered fish stocks in Beaver Creek. This project was developed under the guidance of priority restoration actions recommended by the Updated Salmon Recovery Plan Biological Strategy (RTT 2017) and the 2017 Beaver Creek Reach Assessment.
The project is on parcel 3322020041 Township 33 North, Range 22 E.W.M. in Section02 approximately 4 1/2 miles from the Town of Twisp, WA.
