NOTICE IS HEREBY GIVEN that an election of the MVID will be held. The District will elect one member to the Board of Directors to serve in Position 1 for a three (3) year term commencing January 6, 2020. Any qualified elector of the District interested in becoming a candidate must be sponsored by ten qualified electors of the District whose signatures appear on a petition that will show his/her intention of becoming a candidate for Directorship. This Determination of Non-Significance is issued for the 2019 Town of Twisp General Sewer Plan (GSP) and for the improvements identified within the GSP. The GSP evaluation the Town’s existing collection system; biosolids treatment, storage and disposal methods; and, the river outfall. The improvements selected in the GSP include: 1) Sewer Collection System Improvements; and, 2) Biosolids Processing Improvements.
The Sewer Collection System Improvements include replacing and rehabilitating the most critical and highest priority sewer collection problem areas within the Town’s system. Depending on the defect, the essential project components consist of a combination of spot repairs (approx. 35 each), manhole sealing (approx. 50 each), and lining existing reaches (approx. 4,100 linear feet); for the most severe reaches, complete sewer main replacement (approx. 2,000 linear feet) including manholes, service connections, pavement restoration (approx.. 20,000 square feet), and appurtenances. Three lift stations will be upgraded. No materials expansions for changes of use are proposed as a result of the Sewer Collection System Improvements.
Biosolids Processing Improvements include retrofitting the existing sludge handling building to include a new screw press and feed skid (including control panel, floc tank, polymer system and feed pump), and construction of an extension to the building for storage of dewatered solids.
The Town of Twisp has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). We have reviewed the Environmental Checklist, GSP and appurtenant information. This information is available at Twisp Town Hall.
This determination is based on the following findings and conclusions:
The General Sewer Plan, planned projects and SEPA checklist provide sufficient information to conclude that adoption of the plan is a non-project action and implementation of the Sewer Collection System Improvements and Biosolids Processing Improvements will not have an adverse effect on the environment.

Notice Request for Proposal
In collaboration with Housing Coalition for Okanogan County, the Board of Okanogan County Commissioners is requesting proposals for a housing needs assessment for Okanogan County.
The County has received a Planning Only – Community Development Block Grant.
The County of and the Housing Coalition of Okanogan County is requesting qualified professionals to submit proposals to perform a scope of work that includes a county-wide housing affordability, market, and availability study. The project budget is approximately $50,000, with final study due by August 21, 2020. The Contract terms and conditions will be fixed price and will include scope, budget, schedule, and other necessary items pertaining to the project.

Selection Criteria: Proposals will be rated and ranked the following items. Amount of qualifying work experience includes working with rural communities. 20 Points; Availability and capacity to accomplish the work in the required time frame. 20 Points; Experience with federally funded projects, especially CDBG projects. 20 Points; Qualifications of personnel that will be working on the project. 15 Points; Professional references. 15 Points; Cost. 10 Points; for a TOTAL 100 Points.

Complete proposal packages should be submitted to arrive no later than 5:00 PM on November 30, 2019. The most highly rated firm whose proposal is determined to be most advantageous to the project based on the stated criteria will be selected for an interview and negotiation of the professional service contract. Fair and reasonable compensation is determined during the negotiation process.

NOTICE IS HEREBY GIVEN Doug Fitchett submitted a Joint Aquatic Resources Permit Application for a Shoreline Substantial Development Permit to place 350 cubic yards of fill to raise the garage one foot above base flood elevation. Filling to create dry land within Shoreline jurisdiction requires an Shoreline Substantial Development Permit (SMP 14.15.360) and is prohibited in floodplains except where it can be clearly demonstrated that the geo-hydraulic characteristics and floodplain storage capacity will not be altered to cause increased flood hazard or other damage to life or property in excess of accepted standards provided by state and/or federal agencies (SMP 14.15.230(D)). The applicant has submitted a geo-hydraulic analysis with this application and restoration plan for trees cleared in preparation for construction. This property lies within the Conservancy Shoreline environment on the Chewuch River. The property is located at 89B Forest Service 5010 Rd on parcel 9800770024.
Filling less than 1000 cu yards is categorically exempt under WAC 197-11-800(1)(d). The SEPA responsible official has determined this proposal is categorically exempt.
COMMENT PERIOD: Any person has the right to comment on this application, receive notice and participate in, any hearings (if scheduled), and request a copy of the decision once made. Nichols Rd. Farms, SEPA 2019-11
Threshold SEPA Determination
David Griswold is proposing a cannabis production and processing operation on parcels located on Nichols Rd. The project consists of four, two acre fenced areas on parcel 3426240021 that will have outdoor production, indoor cloning/production and processing operations and two, two ace fenced areas on parcel 3426240022 that will have outdoor production, indoor cloning/production and processing operations. Each fenced area will have a 40’ x 100’ green house, two 8’ x 40’ Conex trailers and a 16’ x 300’ processing building with bathroom. Water for the indoor cannabis cloning/production and sanitation facilities will be from two new wells. One drilled on each parcel. Water source for outdoor grows will be provided by the Okanogan Irrigation District. Period of operation for the outdoor grows will be from May to November. The indoor production/cloning will be year round. Hours of operation will be 6:00 a.m. to 6 p.m.

The Okanogan County SEPA Responsible official issued a mitigated threshold environmental determination of non-significance (MDNS) in accordance with WAC 197-11-350.
