The Twisp Public Development Authority (PDA) is extending the deadline for qualified candidates to complete a technical infrastructure assessment of the Methow Valley’s broadband capabilities and future needs. The project seeks to identify a consultant to facilitate planning, identify industry best practices, perform local market analysis, inventory and map local infrastructure and demand, model broadband infrastructure expansion projects, perform business case evaluation on each model, identify and recommend implementation funding options, identify public or private partnerships and recommend an action plan. TOWN OF WINTHROP
PUBLIC HEARING NOTICE
NOTICE IS HEREBY GIVEN that the Winthrop Town Council will hold a public hearing on the revenue sources for the 2020 current expense fund budget and the setting of the annual Ad Valorem (property) and Emergency Medical Service taxes for the year 2020 for the Town of Winthrop at 6:05 pm on Wednesday, November 6, 2019 in the back room (Hen House) of the Winthrop Barn, 51 SR20.
NOTICE IS ALSO GIVEN that the 2020 preliminary budget for the Town of Winthrop has been filed with the Town Clerk. Preliminary hearing is set for October 23, 2019 at 6:00 pm in the Hen House. Draft Budget will be available at Winthrop Town Hall on November 7, 2019. Final public hearing on said budget will be held on November 20, 2019 at 6:05 pm in the Hen House.
All interested persons may appear and be heard at said time and place. Written comments must be received by the time of hearing in order to be considered. All persons requiring assistance in accessing the Winthrop Barn are requested to contact Town Hall at 996-2320 at least one day prior to the hearing.
The property tax ordinances can be reviewed at Winthrop Town Hall or mailed upon request.

Marta Large Lot Segregation 2019-2

Notice of Final SEPA Determination and Hearing Date
CUP 2019-7 Miller Pit P4-27
Notice is hereby given that an application has been submitted by Okanogan Public Works to permit surface mining for a gravel pit on property owned by Claude Miller. The CUP, if approved, would allow 148.66 acres, over three parcels, to be used for screening, crushing, cold mix asphalt batching, blasting, and stockpiling. Mining will not exceed a depth of 60 feet. The hours of operation will be 6:00am to 8:00pm with the exception of every 4-5 years when crushing activity will operate 24 hours for 5-10 weeks. The project site will use water from an existing permit exempt well for dust abatement. Okanogan County Public Works will be paving the intersection of Hwy 153 and Danzl Rd. and approximately 275 of the private road for dust abatement as well. The site is located at 1175 Hwy 153 Methow, WA 98834 and covers parcels 3123310006, 3023064004, and 3022011005.
According to Washington State Environmental Policy Act (SEPA) regulations, the office of Okanogan County Planning and Development issued a final environmental mitigated determination of non-significance (MDNS) for this proposal. This decision may be appealed in accordance with OCC 14.04.220. Appeals must be made in writing to the Okanogan County Hearing Examiner, 123 5th Ave N Ste. 130, Okanogan, WA 98840. Appeals must be submitted or postmarked by 5:00 p.m. on November 1, 2019. Appeals shall state with specificity the elements of the environmental checklist and resulting determination the appellant finds objectionable and shall state the reason therefore. Appeals must include the $300.00 appeal fee. The public hearing for this project is scheduled for November 14, 2019 at 10:00 am in the Commissioners Hearing Room. Project comments can be submitted up to the hearing date and testimony may be given at the hearing. Failure to comment by this date denies a party standing to appeal the final decision. Final SEPA Determination
The SEPA Responsible Official has issued a final determination of non-significance (DNS) on the following project. Okanogan County Public Works is proposing to correct rutting and deterioration of the existing roadway with a pre-level lift and a wearing course of hot mix asphalt (HMA). There will be no widening or change in the vertical or horizontal alignment of the existing road. All work will be done within the existing roadway and right-of-way. Existing culverts will be extended or beveled pipe ends added as needed. Exposed ends of existing Jersey Barriers will have material place and shaped around them for cover. Clear zone hazards within the existing right-of-way, such as debris, trees, etc., will be assessed and addressed during the project. No excavation will occur and all work will be restricted to previously disturbed areas. No detour route will be required; rather traffic control will be used to minimize the impact to the public.

The project begins at the intersection of SR 153 and Omak-Riverside Eastside Road and continues to milepost 1.5. T. 34 R. 26&27S. 36 31.

Similkameen River Sediment Sampling Shoreline Exemption SE 2019-10
NOTICE IS HEREBY GIVEN that Christopher Fisher, Colville Confederated Tribes submitted a Joint Aquatic Resource Permit Application (JARPA). Okanogan County Planning has determined that this project is exempt from requirements for a Shoreline Substantial Development Permit per Okanogan County Shoreline Master Program 14.15.510 (16). The purpose of the project is to core the sediment that has accumulated behind Enloe Dam. The core samples will be analyzed for heavy metals, organic compounds and precious metals. The result of this core sampling will provide an improved cost for dam removal and proper disposal of aggradation material.
The project is located behind Enloe Dam on the Similkameen River approximately 4 miles northwesterly of the town of Oroville, WA within Okanogan County, T. 40 N, R, 26 EWM, S. 13.
